Prototype cloud computing for e-government in Indonesia

e-government is not something new in Indonesia, its existence has been around since early 2003, but its implementation has not touched the perceived roots of the problem, a lot of funds issued for the procurement of e-government infrastructure, but its benefits have not been much felt by the people. At its two factors cause the failure of e-government, the first human resources that are not ready, the second an expensive infrastructure. Cloud computing can be used as a reference to reducing the e-government failure which caused both of these factors, by using the SOA model will provide a new solution for e-government in Indonesia.

The village as a centre for government services to the community at the grassroots level is the government's principal development priority. This research resulted in the development of an online public service administration system based on open source and utilising a cloud computing method for population administration, moving, business permits, building permits, and letter issuance with ease and efficiency. CLOUD COMPUTING BASED RURAL E-GOVERNANCE MODEL

In the current scenario in India we are keen to implement the e-Governance model . The urban areas are in good position in form to avail the services of e-Governance as they have all the required infrastructure but in rural areas the biggest problem is the non availability of proper infrastructure as well lack of computer aware citizen , Cloud Computing can be a future solution to fulfill that needs. The critical problem discussed for the rural areas is non availability of the necessary infrastructure to implement the e-Governance services. In this paper we also discussed how to overcome that problems using the applications of cloud computing . The e-Governance services can be designed in a manner that can be offered through fully customized Service-oriented (SaaS) Clouds. In this paper we are presenting the similarities between generic government process and services and the use of service oriented cloud computing model . Also, we will discuss the major issues in establishing services oriented grids for governmental organization. In this paper we propose a model based framework to implement cloud computing for rural area e-Governance model .

e-Government Village Model

E-Government development has become government commitment as established in the Inpres 3/2003 concerning the National E-Government Development Policy and Strategy. However, this government policy has not been fully implemented in local government, resulting in the e-Government role as the pledge of the government that cannot run well. Resistance to change is one of the inhibiting factors in e-Government development. Law No. 6 of 2014 about Villages states that the implementation of village governance by utilizing Information Technology can be done through e-Government Villages. An in-depth study of models suitable for e-Government villages is needed. The process of identifying the Village e-Government needs is carried out with a Critical Success Factor (CSF) analysis. The results of the analysis produce four stages of the model which are divided into dimensions of technological complexity and organization with the level of data and information integration. Whereas the results of portfolio futures from the development of this model using McFarlan's Analyst Grid so that strategic modules, high potential, support, and operational key can be elaborated.

Model Infrastruktur dan Manajemen Platform Server Berbasis Cloud Computing

Cloud computing adalah teknologi baru yang masih sangat berkembang pesat. Teknologi ini menjadikan internet sebagai media utama untuk mengelola data dan aplikasi secara remote. Teknologi ini juga memungkinkan para pengguna untuk menjalankan suatu aplikasi tanpa harus memikirkan aspek infrastruktur dan platform-nya. Aspek teknis lain seperti memory, storage, backup and restore, dapat dilakukan dengan sangat mudah karena semuanya sudah disediakan oleh penyedia jasa cloud. Penelitian ini bertujuan untuk merancang dan memodelkan infrastruktur serta manajemen kebutuhan platform server di jaringan komputer Fakultas Teknik Universitas Jenderal Soedirman. Tahap pertama dalam penelitian ini adalah studi literatur, dengan mencari tahu model implementasi pada penelitian sebelumnya. Kemudian hasilnya digabungkan dengan pendekatan baru yang disesuaikan dengan resource yang tersedia dan mencoba mengimplementasikannya langsung di jaringan server yang ada. Hasil percobaan menunjukkan, implementasi teknologi cloud computing mampu menggantikan infrastruktur jaringan yang lama tanpa mengubah kondisi server yang sudah ada sebelumnya. A Cloud Based Framework for E-Government Implementation in Developing Countries

Cloud Computing technology is achieving a significant cost saving, business agility, and high scalability. However, it is a relatively new technology and its successful implementation in the governmental organizations needs careful consideration due to data sensit ivity. Success -ful adoption of cloud-based solutions is the key for realizing the expected benefits of cloud computing technologies in the public agencies. The aim of this research is to develop a strategic framework to adopt cloud-based solutions in the public sector to improve e-government processes in developing countries. The purpose of the developed framework is to reduce the time and cost of the processes that contain interaction among governmental agencies and citizens through adopting cloud-based solutions. The framework was formulated based on the collected data analysis and the conclusions from experts' interviews. This study provides detailed guideli nes to a successful launch and implementation of cloud-based solutions for e-government initiatives in the public sector.

VILLAGE OFFICE DEVELOPMENT MODEL FOR E-GOVERNMENT BASED VILLAGE APPARATUS PERFORMANCE

The village is the lowest part of governance in the national government structure that has the authority to regulate its own territory (autonomous) within the framework of the Unitary Republic of Indonesia. The role of the government apparatus as a public servant became the main focus for the community, the change in the paradigm of aparatus which was once a ruler to be a public servant. This raises the demand that the government apparatus especially the village apparatus in order to improve their performance to provide the best service to the community. This research was conducted to prove the effect of service standards, services, facilities and infrastructure on the performance of village officials. This study also uses an intervening variable, e-Government (computerized). This research was carried out in Percut Sei Tuan Subdistrict which involved 20 villages in the sub-district. The number of research samples is 100 people who are apparatus from each village. Primary data collection in this study used questionnaires and interviews while secondary data collection was carried out using literature. This research uses Structural Equation Modeling (SEM) with the help of Smart PLS software. The results of this study are expected to be useful for the village government and for the community to assess the performance of the village apparatus in order to provide the best service for the community

Almost all countries are, at least, developing or researching their own e-Government strategies. But only few have been able to maximize the benefits from e-Governance while many others have failed the challenge of proper e-Government system. In this paper, we analyze the availability of existing telco architecture and cloud computing resources as essential Information and Communications Technologies (ICT) resources for engineering the future of e-Governance system for the third world and emerging economies. We propose a cloud-computing system from development to the implementation of e-Government architecture with respect to economy and know-how of such countries.

Technology acceptance model is strongly influenced by the recommendations of the decision makers in companies, which are influenced by their perception of new technologies. In this research will be discussed what factors are associated with significant recommendations of use of new technologies.
