DEVELOPING BUSINESS TOURISM BEYOND MAJOR URBAN CENTRES: THE PERSPECTIVES OF LOCAL STAKEHOLDERS
Purpose – The purpose of this paper is to identify development strategies for Business Tourism in territories where this segment is not always given due consideration, especially at the level of local and regional development policies. Design – The paper discusses the concepts of Business Tourism and analyses the characteristics of a delimited territory in the Central Region of Portugal that encompasses the cities of Coimbra, Aveiro and Viseu, located between the main Portuguese cities, Lisbon and Oporto. Methodology – A Delphi study was conducted to explore the prospects of destination stakeholders, with the aim of identifying proposals and product development measures in this territory. Findings – Despite the lower urban density and lower load capacity, when compared with the main urban centres of Lisbon and Oporto, this territory presents a qualified and diverse tourism offer that combined with the existence of differentiated venues and quality accommodation can contribute to provide a valued tourism experience associated with the Meetings Industry. Originality – The study presented here allows us to reflect on the potential of Business Tourism in territories with lower urban density and lower supply of facilities and services, when compared to the major cities that usually take the leading positions in international rankings. This is especially true, if we consider that smaller urban centres that are relatively near each other (as is the case of Coimbra, Aveiro and Viseu) may find interesting strategic advantages in joint action, taking into account that these three geographic areas complement each other in the integrated supply of tourism products, experiences, services and facilities.

Purpose The purpose of this paper is to explore the potentialities and weaknesses of the city of Porto (Portugal) in the business tourism segment in order to ensure and develop a destination’s business tourism strategy position. Design/methodology/approach Data were collected through the participation of 28 experts living/working in Porto in a three-round Delphi exercise. Experts should identify the main straights, weaknesses and opportunities of the city for the business tourism development. Findings The main results show that the city’s potential to become landmark destination in the business tourism sector far outweighs its limitations. With measures aimed to improve the functionality of the business tourism segment and marketing strategies to increase external promotion, Porto meets the conditions to become an excellent business tourism destination. Over time, not only new leisure practices were developed but also new types of work, with globalization leading to a greater need for commercial, industrial and knowledge expansion, stimulating business travel. Therefore, long ago that tourism does not only refer on travel motivated by leisure and recreation. Travels motivated by business and professions, which consist of one of the oldest forms of travel, saw their “tourist status” officially recognized by the end of the twentieth century. Today, Business Tourism (also known as Meeting Industry) represents a significant role on local and regional economies and reveals a considerable potential for development. In this context, Destination Management Organizations (DMO), and more specifically Convention & Visitors Bureaus (CVB), play a key role in providing the structure associated with the territory and the management, planning and development of destinations, especially those who want to position themselves as Business Tourism destinations. This article aims to explore a few topics concerning the evolution of Business Tourism, its importance and context in Portugal.

Tourism has been and will increasingly be a development opportunity for small territories. Cultural events – as one of the tourism segments – have been an important opportunity for tourism development in small destinations and between large metropolitan areas and main tourist destinations. Through creative and innovative actions from the local governance management in these destinations, a cultural multi approach destination branding was created in the last decade’s and resulted in the association of quality in the tourism activity with the destinations. Óbidos is a small destination between the metropolitan areas of Lisbon and Oporto in Portugal. Paraty is located between São Paulo and Rio de Janeiro metropolitan areas and biggest cities of Brazil. Despite of a theoretical and initial disadvantage on competitiveness of these small destinations in using tourism as a development tool, the local governance agents created different cultural events which increased tourism to a level where this activity reached an important position for local economy, though not threatening authenticity. In this context, our paper aims to make a comparison between Óbidos and Paraty through the description of the local governance management in each destination and to identify the cultural events which are responsible for attracting tourists through the last years. Finally, it is crucial to understand which creative and innovative actions and tourist products are being created and implemented to keep these territories competitive among other tourism destinations.
Mutual influence between firms and tourist destination: a case in the Douro Valley

Firms and the territories where they are located are interwoven realities. The evolution of territories is influenced by the strategies adopted by the firms as well as these depend on the characteristics and dynamics of the region where they are embedded. The interconnection between firms and territories is thus a key issue for the understanding of the development of both businesses and territories. This issue is particularly important for the tourism industry inasmuch as the attractiveness of a region depends not only on the endogenous resources of the territory but also on the spatial interaction established by companies. In this context, the purpose of this paper is to clarify the reciprocal influence between firms and tourist destinations. For that, the paper analyses the case of a tourist resort established in the Douro valley, a region in northern Portugal classified by UNESCO as World Heritage Site and where Port wine is produced. On the basis of a qualitative methodological approach, the study aims at understanding (i) how firms' strategic actions influence the structure and dynamics of the region where they are located, and (ii) how the regional characteristics influence firms' evolution. The study shows that local actors are likely to condition the possibilities of interaction or ways to act in the market, develop new activities on the basis of innovative ways to combine their resources, connect with other actors of the focal firm's network and create new competences. On the other hand, the inability of local actors to interact with the focal firm can limit its strategic options and, consequently, the impact on the dynamics of the territory as a whole.

The reduced demographic dynamic of certain low-density areas, in conjunction with the inability to undertake local and regional public initiatives, in particular those that require the commitment of local stakeholders, has contributed to the weakness of the social and economic framework of such areas, including those in Portugal. In view of this fact, an empirical study was undertaken in one of Portugal’s inland rural areas—the municipality of Boticas—during the first 6 months of 2016 with a view to (1) assess residents’ perceptions of the municipality’s tourism attributes and potential and (2) help implement a more participative and sustainable tourism strategy in the municipality and neighbouring areas as a means of enhancing the multi-functionality of that territory. Tourism Development Potential in an Insular Territory: The Case of Ribeira Grande in the Azores The Autonomous Region of the Azores is one of the most sustainable destinations in the world. Being an archipelago comprised of nine small islands, quality and sustainability are critical features in the tourism sector, inducing the need for thorough and technical strategic development processes. Ribeira Grande is an important municipality in the Azores, which envisioned tourism as a strategic sector to develop when the partial liberalization of the air passenger transport sector occurred in 2015. However, this destination had little tourism maturity and competitiveness and required some structural planning work. The development of a strategic plan for tourism for the municipality of Ribeira Grande, including the selection of tourism products, is explained in detail in this article, which highlights the main challenges and results of the process.
Most of the strategies developed to “save” rural territories in Europe have not been successful. One of their main problems has been the adoption of the top-down paradigm when approaching the development of those territories. Portugal is a good example of the difficulty of adopting a bottom-up paradigm. The main objective of this paper is to present the perceptions of the local (including the residents) and regional stakeholders acting at Boticas regarding the set of resources available and the development of the tourism industry. Boticas is a Northern Portuguese rural low density municipality. In capturing those perceptions, the research contributes to the establishment of a more integrated and innovative development strategy and thus a more able strategy for profiting from the potential associated with the growing of the tourism industry experienced recently by Portugal. The adoption of a mixed-method for evaluating these resources and capturing the perceptions of the tourist potential by the different stakeholders is suggested. Empirical data was collected through a survey of 373 of its residents and 25 interviews conducted with local and regional actors, further supported by an inventory of the cultural resources and their capacity for visits. We conclude here that residents tend to have a very positive perception of tourism development, and indeed, their perceptions largely met those of other stakeholders.
