The construction project process can be divided into three main stages, i.e. project conception stage, project design stage and project construction stage. Generally, most of the project delays take place during the actual construction period, where many unanticipated factors are constantly implicated. In construction, delay may be defined as the time overrun either beyond completion date specified in a contract, or beyond the date that the parties agreed upon for the delivery of a project. There number of construction projects facing widespread delays has increased resulting into excess expenditure and consequent loss of other resources. The intention of this study is to review and identify the applicability of past studies on determining the factors causing time overrun in ongoing construction projects. This paper examines seven India centric studies which have surveyed the delay factors and classified them into groups or categories, done by various researches and agencies in the past decade. The focal point of this paper is to review research which has categorized the causes responsible for time overruns in projects. This review paper attempts to give a restructured compilation of the earlier studies on ranking of the factors causing time overruns, which though not similar, have certain recurrent factors emerging in nearly all the studies thereby indicating the need to address them by devising mitigation measures.

Construction industry is consider one of the major and valuable industries for economic development and the growth. Now a day's delay and cost overruns are the major problems of any construction projects in India. These issues are causing the negative impact aftermath on the development of country prosperity and economic Growth. These failures can lead to various types of negative affections like disputes between contractor and client, decrease quality of work and health and safety accidents. Therefore, there is a high necessity for further investigation on delay and cost overrun factors as well as quality and health & safety and suggesting right actions to minimize these kinds of defects. To manage these two things then the project would be successful. The factors that influencing time and cost overruns are identified from the literature and using these factors a questionnaire is prepared and it contains 35 factors which causing delay and cost overruns and these factors are distributed to engineers, contractors, project manager, builder, supervisor. The respondents were asked to rate the listed factors on the basis of occurrence and severity of the impact. Data received from the questionnaire was analyzed by using the various methods. Data analysis is done with SPSS Software and inference. The results from the survey showed that the most five (5) factors causing time delay in construction projects from perspective of importance were (1) low productivity of labours (2) lake of planning and scheduling (3) poor communication and coordination (4) incurred estimates (5) change in material type and specification during construction.
Time overruns and Cost overruns has been a major issue in many Indian construction projects. The successful execution of construction projects and keeping them within prescribed schedule and cost is very important for effective time performance and cost performance. This research work is carried out on studying significant factors causing Time overruns and Cost overruns in Indian construction projects. A valid questionnaire for the survey was developed based on factors for time overruns and factors for cost overruns identified from literature review. These factors are grouped into 12 categories for time overruns and 8 categories for cost overruns and distributed to Contractors, Consultants, and Owners of Indian construction Industry. The data from the questionnaire was analyzed statistically. Relative important index method was used to found out the most significant factors affecting Time and Cost overruns. The result accomplished from the survey revealed that the major cause for time overruns are material market rate, contract modification, and high level of quality requirement and the major cause for cost overruns are high transportation cost, change in material specification, and escalation of materials price. The study findings highlight the significant factors and some recommendations are given to control time and cost overruns in Indian construction Industry.
Time overruns are evidently frequent problems in the construction industries of many developed and developing countries. The purpose of this paper is to assess the factors leading to time overruns in construction projects of Tamil Nadu. Since there are additional special contributors to time overruns in the construction projects, the relative perceptions of Engineers working in the Government and Private Sectors have been studied, based on a listing of causal factors derived from previous studies together with other factors arising from special conditions of Tamil Nadu. It has been observed that a general agreement prevails between both sectors regarding causes of time overruns. The main five factors of time overruns considered in this paper are Consultant Related Factors, Contractor Related Factors, Labour Related Factors Material Related Factors Equipment Related Factors. Among the shortlisted forty sub factors, ten top rank factors have been selected for the reliability analysis and the preventive measures for the topmost factors have been suggested in this paper.

This study focuses on identifying and ranking the numerous elements that contribute to time and expense overruns in building projects. The main goal of this thesis was to use the literature to determine the numerous elements that cause time and expense overruns in construction projects and to create a questionnaire based on these factors. The detected criteria are listed in this questionnaire, along with a likert scale to indicate their importance. The survey was sent to several project stakeholders, including engineers, contractors, project managers, builders, and supervisors, who were asked to mark the criteria on the scale according to their comprehension. Relative Important Index analysis is used to determine the components and their effects on time and cost overrun. Data was gathered by using a Google form to conduct a survey; responses from experienced and highly qualified individuals were gathered to determine the importance of the supplied parameters using the Likert scale. The criteria were rated according to their impact on cost and time after thorough analysis of the data gathered from the respondents.

How to achieve this task is a problem, which should be solved. The overall objective of this study is to identify the factors resposinle for overruns in time and cost of the construction project and suggest the suitable remedial solutions. Poor planning, implementation and management are the main reasons for time and cost overruns in construction projects in India. Since most of the reasons are well known and can be controlled if a proper arrangement is made.
Significance and Analysis of Time and Cost Overrun in the Construction Industry of Mumbai

The occurrence of time and cost overrun has become quite significant in a majority of construction projects in India, which is negatively affecting the GDP and potential development of nation. As per the statistics of project cost and duration in March 2012, 179 projects out of 555 projects of worth 150 Crore INR have been facing cost and time overrun and others are at the very high risk, with the total construction cost overrun of 1.23 Lakh Crore INR. (Times, 2013) The time and cost overrun of the construction projects results in overextension of the time and finance of the client which may lead to entire failure of the project, unfinished project, abandoned project or reduction in the performance standards of the project. This condition depicts the requirement of the study and analysis of the causes or risk factors for time and cost overrun, and solutions and strategies for mitigation of cost and time overrun. The present research involves the study and analysis of the various risk factors related to time and cost overrun; assessment of the overruns in the construction projects of Mumbai, India and other parts of the world; identification and analysis of the leading causes for time and cost overrun in the construction projects of Mumbai; identification of potential solutions; and preparation of an effective mitigation model for overruns in construction projects of Mumbai. EFFECT OF CONSTRUCTION DELAYS ON PROJECT TIME OVERRUN: INDIAN SCENARIO
The time and cost for performance of a project are usually important to the employer and contractor. About 57% of Indian construction projects are experiencing time overrun. These time overruns always contributed as expensive to all parties. This paper highlights the types of construction delays due to which project suffer time and cost overrun. Construction delay is considered to be one of the recurring problems in the construction industry and it has an adverse effect on project success in terms of time, cost and quality. The construction industry is the tool through which a society achieves its goal of urban and rural development. It is one of the sectors that provides important ingredient for the development of an economy. This paper studies external and internal factors that influence the construction process and outlines the effect of delay in large construction projects. Various media reports shows incidents of extended delays and extensive cost overruns in infrastructure projects. These delayed projects are further can conclude additional delays and this affects an ongoing projects and also new projects which could not be started due to pending projects whose completion date already elongated. Realizing the density of matter this paper studies the performance of previous year 2012 ongoing and also completed projects. These projects are from around 17 various central sectors costing Rs. 1000 crore and above (Mega Projects).
DELAY IN TIME AND RISE IN COST OF CONSTRUCTION PROJECTS
The purpose of this research is to assess causes and effects of cost and time overruns in construction projects. This study is descriptive, designed to obtain views from, consulting firms, regulatory boards and construction firms in regard to causes and effects of cost and time overruns in construction projects in India. The main aim of this paper is to identify the major reasons for cost overruns in construction projects in India as well as the critical success factors that are helping to avoid the cost overruns. For this, the existing literature is reviewed and critical success factors are identified. Based on them, survey questions and interview questions are prepared. The findings supported the proposed hypothesis, i.e., lack of certain critical success factors leads to cost overruns in construction projects in India. They also confirmed the proposed proactive and reactive strategies of some researchers. The effective critical success factors include appropriate planning in the initial stages, skills of contractors and architects, good relationship and regular coordination among client and contractor, and early contribution of contractor with the project. The ideal methods that help to reduce cost overruns include efficient planning, proper management of site and supervision of the project, suitable planning and arrangement of project, proper methods for construction, regular meetings on development of the project, and hiring proficient subcontractors and suppliers KEYWORDS: construction time and cost overrun, causes and questionier.
