Managing the under-utilized public open spaces in a neighborhood of TIER-II cities, India
In recent years, utilization of the under-utilized spaces has been seen with increased concentration by urban planners as it is resulting in wastage of a valuable resource, land. Studying under-utilized spaces in a city is complex as it involves dealing with multiple spaces having varied issues associated with it. The paper intends to derive a framework to study these spaces in different Indian cities and identify issues for its under-utilization. The framework is reinforced by the study of neighborhoods in four tier-II cities in India keeping population density and land use as an identical aspect in all the neighborhoods. With ideal solutions to mitigate the issues affecting the community in the vicinity, these spaces can be used to optimum level. This paper is intended to identify the similarities between the issues related to these spaces in different cities and group the issues in domains of administration, maintenance, design or planning due to various reasons for its formation and as per the planning instruments. The paper also aims to come up with ideal generic design approach for issues in design domain and frame guidelines for it to be implemented for benefits to the community in terms of safety, health and economy.

Major Indian cities have a lower public open space (POS)-capita ratio and do not meet national and international standards. Moreover, factors such as lack of design guidelines for POSs, limited funding, and lack of public participation have affected these limitedly available POSs and made them ineffective and incapable of meeting the contemporary needs of a diverse range of users. Therefore, it is essential to make them not only inclusive, user-friendly, attractive, and efficient, but also socially, economically, and environmentally sustainable in order to serve the various facilities and services at their optimum level. This study includes the assessment of two POSs to identify strengths and deficiencies that affect their character and use. These POSs are public parks, provide free access to users and are located in the city of Nagpur. Determinant Factors of Successful Public Open Space in India

The public open spaces are the inevitable part of the cities. These spaces act as a focal point which reflects the culture and the public life. There are in-numerous cities which are known for their public life while many are still struggling to satisfy their users need. This difference could be due the local significance and the context of the city. Therefore, the research paper will identify the factors of public open space in Indian context. The research paper has employed qualitative as well as quantitative methodology which is performed through literature review followed by questionnaire survey. Three different Public open spaces of New Delhi, India including New Friends colony, Saket, Nehru Place has been taken as site study over which questionnaire survey has been performed. The questionnaire design is based on the 'Likert scale' ranging from 1 to 5 i.e. from 'strongly disagree' to 'strongly agree'. The factors have been derived through literature review which is further analysed through questionnaire results. Each factor is divided into different construct having three to four questions which is analysed through Cronbach's alpha in order to evaluate the authenticity of response by users. Further, exploratory factor analysis using IBM SPSS software has been employed to explore the factors of Public open space in Indian context. The factors are further confirmed through confirmatory factor analysis using Amos software. The research findings show the significant factors namely, access and linkages, uses and activities, urban elements/Amenities, visual image and identity, maintenance and management and microclimate are the major factors of public open spaces in India.

The relationship between urban open spaces and the satisfaction level of the public ultimately determines the quality of life. But it is found that there is a gap between the intended design of such open urban spaces and experience, use and perception of such spaces by the public. This is because there is a lack of research in developing countries for the reason that there is a lack of good design public open spaces. Hence it is important to carry out the research among many problems of environmental quality of urban spaces so as to formulate more suitable policies based on people needs, satisfaction level and most importantly their perception of such urban spaces. The open public space is a free space, in the town are a description of the people's perspective, objective and confidence. They play a host to wide arrangement of activities and act as platform where people perform their daily schedules. Public spaces give a stage or space wherein individuals can interact with the social world outside and experience. In light of the world experience and the highlights of current society advancement, the creators distinguished some quality pointers which are the standards for development and the measures for the evaluation of open spaces in an enormous city. Most of the public spaces are being used for the development of public buildings in the name of schools, hospitals, multipurpose halls, temples, community buildings, etc. The lack of lively and quality public places is faced by all in recent years. There are several reasons why our city continues to encroach on public spaces. The public, even the city leaders are not well aware of the concept and importance of public space. A lack of capacity for development activities and a lack of competent human resources still exist in the establishment and management of public space. Political will and interest play vital roles in achieving lively and vibrant public spaces. The total area or percentage composition of public open spaces to the total area of the municipality illustrates how much people-friendly environment the municipality has been able to provide to its citizens. The aim of the research (which is based on the field survey of 2019 A.D.) is to identify the public open spaces in Damak municipality, assess their use and potentiality; and formulate policies regarding the management of these spaces. A combined strategies technique was considered for the facts series, which includes a self-administered questionnaire survey and observations. The research has identified 167 public spaces in this municipality and it concludes that the formulation of guidelines and laws, with their proper implementation, is a must to secure safe public spaces.
Public open space for sustainable urban development Case study of a traditional and new settlements
Kathmandu valley is experiencing rapid population growth. Kathmandu valley had average growth rate of 4.63 percent in 2001 to 2011. The increasing population requires more resources and more land for settlement. Resulting to densification in the inner cities and expansion of settlement in the urban periphery. The amount of public open space is decreasing. In a traditional settlement, open spaces were planned and they were prioritised in the planning phase. But in the contemporary settlement such provision of open spaces is lesser and in most of the organically grown areas, it is negligible. The open spaces provided in the planned settlement such as land pooling projects fulfil the criteria from the bylaws but the functionality of these spaces is doubtful. Public open spaces are the prominent aspect of urban space. It is taken for the space for socialising, cultural activities, environmental benefits, and economic activities. Open spaces contribute towards achieving a better quality of life and sustainable community. The research is focused on open spaces at a traditional and new settlements and how they contribute towards improving living standards of the inhabitants and sustainability of the area. The research explores the availability of open spaces in different settlements, how the public open space has affected the social, economic and environmental conditions of the area, maintenance, and improvements for open spaces and understand the usage and functions of public space by the community for sustainable development. The case study approach has been followed. The study was conducted through the samples of Kohity area for traditional settlement, Subidhanagar for an organically grown area and Dallu Land pooling site for the planned settlement. The research follows interpretative paradigm. Information has been gathered mainly from the field observations and interaction with the residents. Structured and semi-structured interviews were carried out in each locality. Secondary information was also collected. The comparison analysis was carried out to draw conclusions and answer the research questions. The study has come up with the conclusion that, availability of open space per person is more in the traditional settlement despite the population density being highest in the traditional settlement. The open spaces in the organically growth area are not allocated consciously. Only available space is river corridors and streets, which is insufficient for the locality. Open spaces in the traditional settlement are more accessible and within the proximity of the residence making it more functional and safe for the users. The usage of open space is different in the traditional and new settlement. It has been observed that the use of open space is changing and people are more inclined towards health aspects rather than the cultural usage of the spaces as in the past. Most of the contemporary open spaces are used or wished to be used for walking and exercise. Therefore considering health benefits in the design and planning of the open space will make space more efficiently. The public open space allows social and environmental sustainability of the urban area and it also benefits the economy. The study suggests the provision of space is not sufficient in planning it should be properly located and dispersed accessible and managed. Open space should be inclusive of every age group, gender and every individual should be able to enjoy equally. The sense of place and community is important in order to maximise the utilisation of the public open space. Also, the community should take responsibility for the management of the public open spaces and community monitoring will check the immoral activities in the public open space rather than fencing the open space and restrict its use.
