The objective of this paper is to propose a framework that will assess the availability of maqasid al shari'a based socioeconomic policies in Muslim countries, and whose nebulous institutions are perturbed by the statistic that 504 million people are living in multi-dimensional poverty, suffering from range of deprivations in forty-three member countries of the Islamic Development Bank (IDB). Lack of or weak access to adequate resources remain the primary issues faced by many nations. In the midst of this though, there is a recurring argument that the level of socio economic development of human well-being must be improved. To understand development challenges of socioeconomic framing in the current Muslim world, factors such as education, health, spirituality, lives and property, economy, food security as well as youth employment as based on maqasid al shari'ah framework model merit consideration. Accordingly, this paper seeks to address the gap in the current literature by incorporating education and youth unemployment factors into the socioeconomic development model which is based on maqasid al sharia'h framework. The study adapted the principles of Islamic divine law that ensures an inclusive socioeconomic development policy devoid of tribal, ethnic or religious sentiments. The study offered recommendations for further research on maqasid al sharia'ah applications on the socioeconomic development of both Muslim and Muslim-minority countries.

An Islamic Perspective on Economic and Social Justice

The Muslim world has a proud tradition of providing economic and social justice to their diverse citizenry during their ubiquitous leadership of the early Islamic period. To be relevant today and into the future, however, developing Muslim societies will need to re-examine their currently Euro-centric understanding and model of social advancement and strive to serve global equity through a more balanced philosophy, one that acknowledges their rich cultural heritage whilst simultaneously embracing the need for modernisation and economic advancement. Thus, the contemporary strategist in the Arab and Muslim world needs to reflect on the contribution to development of civilisation of early Islamic scholars. The principles for good governance - knowledge, justice, wisdom and tolerance, for example, were articulated by Al-Ghazzȃli nearly a millennium ago and have great resonance today. This paper proposes a paradigm shift in social and economic ethics, inspired by early Muslim practitioners, for creating sustainable, just and moderate Islamic societies in the twenty-first century. It further demonstrates the ability of growing knowledge economies in the Muslim world, to adapt economically and socially, by implementing traditional Islamic ethical guidelines to achieve sustainable growth.

Constituting an Islamic social welfare function: an exploration through Islamic moral economy

Purpose This study aims to theoretically explore and examine the possibility of developing an Islamic social welfare function (ISWF) within the Islamic moral economy (IME) frame by going beyond the traditional fiqhī approach. It focuses on issues of preference ordering and utility through the normative dimension of Islamic ontology, as expressed and articulated within the IME. Design/methodology/approach Being a theoretical paper, a conceptual and critical discursive approach is used in this paper. Findings To establish an ISWF, a narrow juristic approach remains inadequate; there is a need to integrate the substantive morality to complement the juristic approach to achieve the ihsani process as the ultimate individual objective, which makes an ISWF possible. As the scattered debate on the topic concentrates mainly on the juristic approach, the main contribution of this study is to present a model in which juristic and moralist positions endogenized and augmented to constitute ISWF....

Perspective on the Islamic Welfare State: The Goals of Economic Development Justice

The concept of The Welfare State, as developed in many Western countries, has proved to be an excellent program for earmarking economic resources for programs concerned with the welfare of the common people. Notwithstanding this successful developmental process however, the practical function of a Welfare State created in this way can allow the parallel functioning of actions that are not necessarily in the best interests of the general public. This article explores the nature of an alternative arrangement, that we term The Islamic Welfare State, which is built upon a range of spiritually consistent concepts to realize its developmental and social welfare goals. In this regard, following the arguments and descriptions available in the literature, our review indicates that the Western and Islamic Welfare States are largely not compatible. Whereas the Western model focuses mainly upon economic issues, the Islamic Welfare State seeks to more efficiently deal with society's scarce resources, and ensure natural justice by focusing on the individual, showing particular concern for their material, moral and spiritual enhancement. We note that, although the concept of an Islamic Welfare State has not been thoroughly tested in practice, the underpinning concepts and philosophy can nevertheless be used to formulate current Government policies to improve society's welfare responsibilities. It is important to recognise that the Islamic Welfare State has a clear and worthy goal, namely the fulfillment and maintenance of sharia objectives (maqâsid sharia) until finally, Falah is created as a parameter of their successful development.

A main challenge faced by the world of Islam today, is the challenge of redeveloping and restructuring theirs economy in such a way are considered commensurate with the Shari'ah role point of you. Economic development is one of the subjects that basically are categorized as a science that offers an approach in reaching the ultimate goals of developing economics science. However, the conventional approach, that has been built, is being considered failure in solving the Ummah problems, such as poverty, backwardness in human capital, and attainment in proper jobs and life, and even a climate change issue. Unfortunately, those condition are predominantly found in Muslim world, whereby inherently have been emerging and embodying in Muslim life. Furthermore, arguably the paradox of Muslim world has been facing, is that, it is naturally resourcerich but economically and commonly weak and poor. As matter of the fact that in Muslim society, there is a lack of motivation achievement. So that, there is no rule out the possibility to find out the appearance a number of approaches within Islamic framework, notably in the area of economic development. In addition, economic development which is viewed as integral part of science, is that, must be original and constructive in nature. It must be guided and apparently come up from a deep understanding which originally is rooted from ideals and supreme values of the Quran and the Sunnah which is pooled in Islam faith. As Islam is a complete and comprehensive tenets, so that it is being laying as a teaching that close to some characters, such as, hard effort, struggle, movement, and also highly motivation toward social change. Furthermore, it is no merely a set of beliefs, but it also provides a guidelines and a set of action through sequence programs. Briefly, Islam is a faith, and also a tenet that come up with an idea which is not separately conducted within a disintegrated and a divisible element-between moral and sosio-economic development of human capital improvement in the area of implementation. Since, economic development in Islam is strictly goal-oriented, economic agents have to set a certain goal which do not go beyond "the objectives of Syariah (Maqasid Al Shari'ah)". Finally, we may bring up to the idea that economic development in Islamic perspective is trying to reconstruct an idea that development means the improvement in moral, spiritual, and material as well, and certainly the achievement which is relied upon a balanced personality committed to and capable of acting as the supreme submission to the Truth of God guideline. Accordingly, this paper also comes up with an general issue about how the current development policy and actual development are able to stand in relation in Islam.

Assessing Socio-Economic Development Based on MaqāṣId Al-Sharīʿah Principles : Normative Frameworks , Methods and Implementation in Indonesia

Despite calls to expand and implement the concept of Maqāṣid al-Sharīʿah, it has been rarely utilized in economics and development studies. This paper fills this gap and proposes a framework to assess socio-economic development of Muslim societies based on the maqāṣid principles. It is argued that human wellbeing/poverty is a central theme in the historical deliberations of maqāṣid and should be the same when using it to frame policies to resolve development challenges in current Muslim world. Drawing insights from the discourses on happiness, quality of life and multidimensional poverty based on the capability approach pioneered by Amartya Sen, the paper reviews a number of operational indicators and multidimensional poverty indices. It then proposes a simple, linear and decomposable multidimensional Maqāṣid al-Sharīʿah based poverty index encompassing five dimensions of wellbeing/poverty consistent with the maqāṣid perspective. The index is subsequently applied to evaluate the welfare changes amongst the recipients of zakāh in Indonesia by using data collected through a survey conducted covering 685 households living in Jakarta, Indonesia. While the study found that zakāh institutions have the expected positive contribution in reducing poverty amongst the poor, it also provides a workable example of how Maqāṣid al-Sharīʿah principles can be implemented in assessing impacts of socio-economic policies in Muslim societies.
