The main objective of this article is to expose the debate around the relationship between military spending and economic development, as well as between defense industry and technological development. With this in mind, we have explored literature from the classical school of economics through to Marxist, Skeletal, Schumpeterian and Neoclassical writers. We argue in this paper that the strengthening of the defense industry, through a robust and focused industrial policy, is a viable strategy for the endogenization of critical technologies central to the domain of the paradigm of development of the digitization. This strategy demands the construction of a robust industrial policy focused on the development and strengthening of the national defense industry. Therefore, it is necessary to advance the research agenda of institutional arrangements and governance focused on this sector.
KEY DUTIES OF A COUNTRY’S ECONOMY RELATED TO NATIONAL DEFENSE IN CRITICAL TIMES
A country’s economy has a special role in a country’s defense. The organization of the national defense is carried out not only through the development of national armed forces, but also by increasing the sustainability of the economic activity for provision of the State and population demands during war. For this reason, development of the economic potential, taking necessary measures for preparation and sustainability of labor, material and financial resources are one of the significant issues and studying the conceptual, legal and economic issues related to the duties of the economy in the organization of state defense in Azerbaijan is very crucial.

CONTRIBUTION OF DEFENSE INDUSTRY TO THE NATIONAL ECONOMY
Countries are developing a defense industry that enables the development of defense capabilities and creating a secure environment. National defense industrial capacities enable equipping national armed forces with weapons and equipment from national production. At the same time, by achieving top quality, the national defense industry can compete in the international armament and military equipment market, contribute to economic development, develop new technologies, employment, and increase GDP. The most robust and most developed countries in the defense industry work on new technologically advanced products. Other countries with small but highly high-quality products in military and defense technology and dual-use products competing in the international market can gain recognition and establish a particular market position. The Croatian defense industry is an essential part of this area, given that producers from this industrial sector represent a solid industrial base focused on the development of high-tech products with high added value. A key element and precondition for competition in the international market are that the national armed forces are users of the national defense industry's products to develop national defense capabilities.

This article analyzes contrasting approaches to defense modernization in the Latin American region focusing on Brazil, Chile, Colombia, and Argentina. Three variables of autonomy, spending, and integration highlight the tradeoffs in each country's strategy while facing the pressure of rising costs of technologically sophisticated systems. We show that these countries' responses to the defense trilemma between autonomy, technology, and economic sustainability differ according to geographic, economic, and political conditions. Finally, we suggest that regional cooperation in this field is one possible response to the trilemma.

This paper analyzes the Colombian military forces` strategy supported on the widening of war-fighting capabilities related to the inclusion of civil rights considering the fifty-year internal war, in view of the 2002-2009 results for social policies through a historical review of the armed conflict, military strategy analysis from the doctrine point of view, and the developing a correlational model that links economicgrowth with the standing of the public good called ‘defense’. Results evidence that military strategy as a doctrine will become sustainable once the Government provides financing for security and defense spending through permanent income, thus providing success to social policies supporting military strategies, proving the ‘guns versus butter’ dilemma does not occur in Colombia [El documento analiza la estrategia de las Fuerzas Militares sustentada en la ampliación de las capacidades bélicas hacia el ámbito de la inclusión de los derechos ciudadanos en el marco del conflict armado de más de cincuenta años. Para esto se consideran los resultados de política social durante 2002 y 2009, se hace una revisión histórica del conflicto, se analiza la estrategia militar desde los aspectos de la doctrina y se desarrolla un modelo que permite establecer la correlación entre el crecimiento económico y la dotación del bien público denominado defensa. Los resultados evidencian que la estrategia militar como doctrina será sostenible en la medida en que el Estado financie los gastos en seguridad y defensa con ingresos permanentes, con lo cual la política social que acompaña la estrategia militar será exitosa.
