The Influence of the Social and Political Environment on the Human Capital Share in Romania. A Historical Overview

The social political environment has a strong impact on the human capital stock. Therefore, the major political changes that occurred in Romania during the 20 th century significantly contributed to the disturbance of the normal forming cycle of human capital, both quantitatively and qualitatively. This paper aims at following, by means of a comparative study and qualitative analysis, the evolution and dynamics of the human capital stock under the two elements of influence, education and healthcare. The objective is to carry out an analysis on the changes occurred at the level of the human capital stock in different social political contexts, by means of the available statistical data and for the purpose of providing a database to be used in taking the right political decisions for its protection.

The present paper had as starting point the idea according to which human capital and investment in human capital, and respectively investment in education, can be considered key determinant of economic growth and development. Our paper draws attention to the conditions necessary so that the effects of education on human capital development and economic development should record maximum values. Investments in Human Capital in Romania

The human capital represents the most important investment made both by state and companies and also individually for the education and development of skills, knowledge, qualifications and capabilities of individuals, in order to obtain various incomes from certain economic activities. Both the expenses made for education and long term benefits influence the value of the investment in education. The analysis performed on the Romanian economy shows that between the educational level and the income, there is a positive relationship as the one, that numbers are showing with no doubt, between the manpower occupancy and the education period (the amount of investments in human capital). Therefore, the analysis of the Romanian labor market shows that the most affected by unemployment are the individuals with a modest education level while persons with a university degree suffer less from this phenomenon.

The knowledge, skills and abilities, as main aspects of human capital, have significant influences on the economic development of a country. Unfortunately, in Romania, the low level of human capital at the young people, combined with one of the Europe's lowest rates of life long learning, could determine a future continuous degradation of the economy. Moreover, the public financial support of the Romanian learning system, from 2007-2008, was suddenly interrupted by the international financial crisis. Yet, although the period of crisis seems to be unfavourable, it has to be mentioned that the future belongs only to those countries that are supporting the innovation, based on a high stock of human capital. Therefore, Romania should try to attract and maintain inside the country those people that have previously accumulated human capital through their temporary migration to the world developed economies.

Developing human capital through education

The concept of capital has been examined in the literature in its various aspects: financial, organizational, structural, social, relational, human, and intellectual. The paper aims to analyze the evolution of the concept of human capital, starting from the definition given at individual level; namely, human capital is closely related to genetics, education, experience and attitudes of a person. Education and training underpin the development of human capital in an organization, whether public or private. Looking at the ensemble education, human capital and welfare in organization, we see that theories of human capital influence the educational system and labour market. Economists call this process, capital formation, in order to improve productivity in the workplace. In the current society based on knowledge, human capital is one of the engines of economic development. Thus, this intangible capital aims to bring added value to an organization, especially at the top and middle management level. However the term human capital is defined not only by the level of education of the individual, but also by the acquired specific knowledge or experience in the previous job. Using literature review, the paper identifies the elements of human capital, following the historical evolution of the concept, as there is no common definition of human capital, most referring to knowledge, skills, competencies and attributes embodied in individuals, in order to facilitate the creation of personal, social and economic welfare. Further, through Eurostat database, the work explores the relationship between education and the labour market, both at European Union level and in particular for Romania, using indicators such as: the employment rate, education level, number of graduates with higher education, research and development degree.

SOCIO-ECONOMIC TRANSFORMATIONS OF HUMAN CAPITAL IN RURAL ROMANIA

Human capital theory rests on the assumption that formal education is necessary to improve the productive capacity of a population. The education is an investment in human capital, which proponents of the theory have considered as equally or even more worthwhile than that of physical capital. The main demo-educational tendencies of the human capital in rural Romania seems to be in contradiction with the goals of the human capital theory. The age structure of the active rural population constantly deteriorated in the last decade, with significant influences on the innovating capacity of the labour recruitment pool. The analysis of the interest in education by rural population's age groups reveals a contradictory evolution in the case of rural young generation. Unfortunately, the young people (under 35 years) are becoming less and less interested in graduating secondary and higher education levels than older generations. In the period 1996 -2012, the number of rural people aged 25 -34 years who graduated a low educational level practically doubled, the share of this educational category in total rural population from the above-mentioned age group reaching 42%. In this way, the young population risks to endanger its access opportunities and active involvement in the labour market.

The secondary sector, composed of industry and construction, contributes about 43 % to the GDP of Romania. This sector employed less than 28 % of the total workforce employed at national level and labor productivity, calculated by GDP per employee, is above average, but not particularly high in absolute terms. Decrease in the number of employees in the secondary sector was mainly caused by the decline of manufacturing and extractive.
