A COMPARATIVE ANALYSIS OF THE CHANGES IN LOCAL SERVICE DELIVERY & THE USE OF INFORMATION TECHNOLOGY

The development of information and communication technologies has accelerated public service delivery through the application of information technologies in the world. In addition to these improvements, as a consequence of the reform efforts in the 2000s, important changes have occurred in the quality and quantity of the duties of local governments. Owing to the usage of information technologies for public service provision is making important contribution to local governments to fulfill their duties and responsibilities. It is expressed that the usage of information technologies for public service provision is making important contribution to local governments to fulfill their duties and responsibilities. The aim of this study is to analyse the effects of information technologies on service provision of The Special Provincial Administrations of Konya, Kayseri, Kırşehir and Kırıkkale. The study based on a survey of employees and an interview with relevant managers of The Special Provincial Administration of Konya, Kayseri, Kırşehir and Kırıkkale. The results revealed that The Special Provincial Administrations of Konya, Kayseri, Kırşehir and Kırıkkale made a good progress in the usage of information technology during the local services but there are some insufficiencies and it can be seen that these institutions will continue working to achieve a beter stage.

ICT IN A LOCAL GOVERNMENT UNIT: A Case of Sharada Municipality, Salyan

Information and Communication Technology, ICT plays a strenuous role in the development & Economic growth of a Local Government Unit. ICT in the Local Government Unit can speed up the development process. This study has been undertaken to investigate the ICT services and resources in Sharada Municipality, Salyan, Nepal. The primary objective of this research is to explore current ICT status and use of ICT in Sharada Municipality. The research addressed a number of key issues relating to access and use of ICT by the public, government workers and officials. The study examined the ICT infrastructure, budget to implement ICT related programs, human capacity, organization will and ICT master plan in Sharada Municipality. Questionnaires, face-to-face and tele interviews, government workers/officials and public feedback, official records, field visit and internet research are the methods of data collection. This paper attempts to present some major achievements, initiatives and master plan in the use of ICT in Sharada Municipality. The study makes the following recommendations: First, adequate training for local government officials and workers on the use of ICT facilities to increase knowledge and skills to use ICT services. Second, increase the budget to transform traditional service delivery mechanisms into e-governance. Third, public awareness about the implementation, use and access to ICT in local government units.

City Information Systems as E-Manucipality Application in Local Administrations; An Evaluation Over Konya and Kayseri Big Cities Examples

Information has become the most important resource for local administrations. Especially in face of rapid urbanization, cities' expansion and planning in a more healthy way, optimal usages of existing resources, services' being carried out in a contemporary perspective are available only by systematic analyze of the information gathered by local institutions. Developments observed in recent years in information and communication fields caused important changes in government structures. That is, refraining from classical, bureaucratic structures, governments proceeded to structures in which processes are done more easily and less costly. Rapid change that was experienced showed the fact that a structural transformation was required in "Public Administration" field. Like all over the world, this transformation has two main trivets in Turkey, as well. These are "e-government" and "mobile government" notions. Reflection of these two notions on local administrations is "emunicipality". In local administrations, especially municipalities are leading institutions which are extremely involved in data processing and required to share the produced information with public. With their dynamic and sophisticated organizations, municipalities need to create more resources as a result of the increase in their functions in both urban and rural areas. This case increases the needs of politicians to have more information and process them to form up-to-date, easily available, reliable policies. Compared to the total, %77.6 of the population lives in the borders of municipalities. It is an obligation to employ information technologies to govern the cities which have such an important potential. In this study, how local administrations exploit "City Information Systems" as an "e-government" application in detecting, planning and meeting the needs of public, and the legal, social and technologic motives directing municipalities to "City Information Systems" will be examined comprehensively. In addition, current situation in Turkey in view of city information systems will be indicated and Konya-Kayseri Big City Municipalities' city information systems will be handled to put forward new suggestions.

This research is entitled: Analysis of the Effectiveness of Public Services Based on Information and Communication Technology (ICT): Study of the National Public Service Complaint Management System for People's Online Aspiration and Complaint Services (SP4N LAPOR) at the Communication and Information Service of the Riau Islands Province. The aim of the research is to determine the effectiveness of public services that utilize information and communication technology (ICT) with the SP4N LAPOR Application service at the Riau Islands Province Communication and Informatics Service (Diskominfo). The SP4N LAPOR Application is an application that can be used for category purposes. reporting in the form of aspirations and appreciation, as well as requests for public information and complaints and reports in the reporting completion category. and one of the government's efforts to provide high-quality public services for the community. In measuring the level of program effectiveness, researchers used Champbel theory (in Mutiarin and Arif, 2014). Also this research is descriptive in nature by applying qualitative methods. Informants were determined by applying purposive sampling techniques. In data collection, research instruments were used, including field observations and interviews with several informants. Then documentation studies are used for the documents in the research. Meanwhile, data analysis techniques are carried out through data reduction, displaying data and drawing conclusions on research that has been carried out. In the research results, it was found that the effectiveness of ICTbased public services with the SP4N LAPOR application in the Riau Islands Province Communication and Information Service (Diskominfo) was running quite effectively, although there were a number of obstacles, including limited reliability human resources in the field of information technology and obstacles. others in the form of the Riau Islands Provincial Government, especially Diskominfo, do not yet have an Information and Communication Technology (ICT) master plan and an Electronic Based Service System (SPBE) architecture. The information system in a local government unit s hould ensure an adequate flow of information to ensure the efficient and ef fective management of the unit. All organisations should take care of the quality and quantity of available information. This objective can be achieved by the continuous diagnosis and assessment of the functioning information system to draw meaningful conclusions, to identify actions for its improvement in order to make the system an effective support for managerial processes and adequate tool to the needs of the activity of a local government unit. In the article the authors proposed the research me t odology of the analysis of the information system in a local government unit. The proposed research methodology is based on questionnaire surveys, whic h allows a thorough diagnosis of the information system in local government units to identify the deficit in the tools applied in these units and to identify action s to improve the system.

The 21st century is seen as the age of change. One of the main reasons for this change is the developments in information and communication technologies. The rapid change in information and communication technologies also affects government institutions. In Turkey, initially for the purpose of "promotion" and "public relations"; E-municipality applications, which are used as a platform that introduces the mayor and gives general information about the mayor and municipality activities, entered a new era after the municipalities started to offer communication services and online services. Now, people can pay their water debts, property taxes, get information about the tenders and see the council decisions from anywhere without going to the municipality. ICT Based Transformation of Bureaucracy in the District Sleman and Kulon Progo

Principles of Transformation bureaucracy is putting the bureaucracy as a public servant, this is in line with the Law No.25 year 2009 on Public Service, aims to meet the needs of the community, the availability of excellent service. Sleman and Kulon Progo have transformed the ICT-based bureaucracy system. On one side of the various achievements have been achieved by Both jets a since applying ICT even many innovative e-governments created, but the other side competitiveness opener development of a pan ICT is still a problem One of them is the capacity of the bureaucracy. So this research seeks to analyze from the perspective of vision and policy, organizational structure, organizational culture, and application of technological systems. The research method is a quantitative method of quantitative analysis with SPPS SEM Amos, collaborated through descriptive qualitative results from observations and in-depth interviews, informants are structural officials, a sample of 200 people with details of 100 people in Sleman Regency and 100 people in Kulon Progo, The results showed that the capacity of the Sleman regional government is far more advanced in the application of ICT, even as a whole the Regional Apparatus Unit has utilized the ICT-based public service system. Meanwhile, Kulon Progo has not been maximized because of the lack of competency in human resources and tend to be pragmatic. At present in Sleman the vision and policy of the bureaucracy still reach 61%. While the organizational structure of any divergence re s pound, in Sleman, although still in the moderate category with a value of 72%, there is a 7% increase, Kulon Progo only 65%. Organizational culture precisely from the personal aspect in Sleman received a 78% response and 67% Kulon Progo. The new ICT system requires significant efforts to support all variables because it is currently in the medium category with a percentage of 54% specifically in Sleman and as much as 51% in Kulon Progo. This means that structural officials in Sleman have tried to utilize ICT, but in the process of development, it is still constrained in the area of policy, structure, and organizational culture. While in Kulon Progo it is necessary to redesign policies and structural commitments to be able to utilize and develop ICT content.
