The current trend in the training of future military specialists is the use of a new class of information technology training, namely, expert training systems, the main purpose of which is to solve problems. The main components of the expert training system (ESS) are identified: knowledge base; training module; knowledge extraction module; testing module; output machine; explanation. У статті здійснено конституційно-правовий аналіз форм порушення єдності парламентських фракцій у законодавчому процесі та інших парламентських процедурах. Подано загальну характеристику правового регулювання діяльності парламентських фракцій, правових обмежень та фракційної дисципліни. Наведено досвід застосування форм фракційної єдності у зарубіжних парламентах.

In the context of large-scale educational reforms, it is important to modernize the entire system of training of teaching and management personnel, including education standards, its structure, content, etc. Today, there is a problem of imbalance between the public demand for qualified teaching and management personnel and the level of their readiness to implement the education system reform. One of the factors that led to this situation is the availability of models and technologies for the professional development of educators that are focused not on their personal and professional growth, but on formal compliance with the established requirements. Therefore, the solution to the problem of the quality of training of pedagogical and managerial staff depends to some extent on the development of general and professional competencies and management of this development in the system of postgraduate pedagogical education in the region. The article presents a model, the implementation of which would allow the subjects of in-service training, and not only, to ensure the systematic and continuous development of civic competencies of heads of general secondary education institutions through formal, informal and informal in-service training, taking into account individual trajectories of their professional development and taking into account the requirements of the professional standard. The developed model for managing the development of civic competencies of general secondary education managers in the system of postgraduate pedagogical education in the region includes theoretical substantiation and interpretation of structural elements (goals, objectives, conceptual foundations, methodological methods and principles, content and technological content, criteria, indicators, levels) and the links between them as an integral system that ensures systematic and continuous development of civic competencies of general secondary education managers.
