Nowadays, European societies face tremendous challenges which compel them to change. Public governance gains new shape, as the State changes its role and how to perform its tasks in society. The use of forms of institutional cooperation between public and private sectors becomes an even more present reality. Old Public Administration, integrated and hierarchical, gives place to a fragmented and polycentric State, in which collaboration with other actors becomes an asset. Among the new institutional arrangements, we can highlight hybrid forms, such as public-private partnerships (PPP) and networks. In the administrative reform of the European countries, this common emphasis tends to be present. Still, the adaptation to political and socioeconomic conditions of each country is crucial to good governance. It is of interest then to analyse the specificities and similarities of the measures undertaken by these countries. In this paper, we will study the case of PPP. Using a documental analysis, involving legislation, official reports and other quantitative and qualitative data on the PPP, we will confront the Portuguese with the Spanish, British and Dutch cases, in order to get a comparative analysis between Northern and Southern Europe.
