THE CHANGE IN OFFICIAL ISLAM IN TURKEY: AN ANALYSIS OF FRIDAY SERMONS PUBLISHED BY THE PRESIDENCY OF RELIGIOUS AFFAIRS (original) (raw)
The cleavage between the secular Kemalists and the political Islamists has been salient throughout the history of Republican Turkey. On the one hand, an identity based on Turkish nationalism and laicisim put forward by the Kemalist elite during the inception of the Republic has been prevalent in state institutions. On the other hand, a movement which aims to revive Islam as an identity both socially and politically has risen in response to this Kemalist project. An important institution established during the early years of the Republic, which aimed at disseminating official Islam, is the Presidency of Religious Affairs (Diyanet İşleri Başkanlığı, DİB). Within the context of the Kemalist-Islamist cleavage, this thesis aims to show how the official Islam adopted by the DİB has changed. Specifically, the DİB has moved from representing the Kemalist idea of Islam to representing the version of Islam adopted by the Justice and Development Party (Adalet ve Kalkınma Partisi, AKP), successors to the political Islam movement. The thesis argues that AKP has achieved this change through a process of “desecularization”, once it reached “commanding heights” after the 2010 Constitutional Referendum. To show this change, 696 Friday sermons published by the Istanbul Müftü’s Office (İstanbul İl Müftülüğü) are analyzed using a mixed methods approach. The analysis finds that there is a clear distinction between the two periods analyzed across various themes, such as the idea of the nation, ethnicity, terrorism and science.

The failed coup of July 2016, while uncovering the struggle inside Turkish institutions and Islamic movement, represented the fall of Kemalism and the rise of a new face of political Islam, too. This process is not simply due to the long-lasting AKP government, but also to the deep changes occurred between 1980 (date of the bloodiest coup in Turkey's history) and the electoral victory of Erdoğan's party in 2002. These crucial twenty years lead us to reconsider the relationship between Kemalism and Islamism not as a pure dichotomy but as a complex interaction, which is better understandable in the light of domestic/international factors, Turkish Islamism's particular features and internal contradictions of Kemalist ideology. These two decades also show the continuity of some dynamics in Turkey's history, in particular the persistence of a tutelary democracy; the inclusion/exclusion of parties from the political system; the compatibility of nationalism and Islamism; the alienation of normal political order between Right/Left. Ultimately, despite their different paradigms of modernization, both Kemalist and AKP Islamic élites have preserved the "continuous coup regime". Turkish model of authoritarianism is now entering a new phase with the permanent extension of the state of emergency and the approval of the presidential reform.
The republican character of Islamism in Turkey from the perspective of 'the political

This dissertation is an exploratory research that critically reviews the existing approaches to Islamism so as to evaluate their suitability and effectiveness and to suggest an altemative framework to approach Islamism. Islamism is primarily a political movement about the fundamentals of the society rather than a religious movement. Studying Islamismin terms of its religiosity, in terms of its modernity and in terms of its different civilizational outlook is not explanatory as far as its political aspects are concemed. Therefore, Islamism could be better comprehended if studied on political grounds and in relation to the context within which it emerges. This dissertation considers Islamism not in terms of its substance, which is Islamisation, but in terms of its alternative structuration of politics and in terms of its vision of state society relationship. The definition of concept of "the political" is central part of the alternative framework. A structuration of political sphere is determined by the underlying mode of societal integration. Although mixtures are possible, there are basically two modes of integration: liberal and republican. When viewed from this perspective it becomes apparent that the National Outlook Movement' s Islamİst opposition to Kemalist Westernization is accompanied by a gramınatical similarity, i.e. the structuration of the legitimate sphere of politics. Despite their substantive differences, both Kemalism and Islamism resemble each lV other grammatically and, as far as their structuration(s) of politics concerned, belong to the same family of republicanism.
After the military coup of 12 September 1980, the field of intellectual production in Turkey has gone through a structural transformation with the strategies conducted by state policies. The most prominent " intellectual breakthrough " in the process of transformation was executed by the Islamist intellectuals. This enterprise, which is also known as " the new Muslim Intellectual movement " in the literature, led Muslim section who for many years has had an ambivalent relationship with the political field to " discover politics ". Until the 80s and the middle of the 90s, the new Muslim intellectuals had constructed an opposing intellectual discourse which had been established on the disagreement between modernity and the Islamic. For Muslim sections, the dominant figures of this innovative discourse were leading Muslim intellectuals like İsmet Özel, Rasim Özdenören and Ali Bulaç. However, the AK Party's coming to power in the 2000s with an Islamic ideological background, especially successful mobilization of the Islamic movements in harmony with capital have caused erosions in arguments which the new Muslim intellectual had once supported. In this context, the main argument in this paper is that, in contrast to the authoritarian identity of the official ideology, Islamic intellectuals, who have entered into a relative alliance with different ideological positions under the title of " democratic republic " , have become the discourse producers of liberal positions. Another factor within this position shift is the economic-political process which is nowadays called the " Protestantization of Islam " .

This study aims to show why there was a schism within National Outlook (Milli Görüş, MG) in Turkey during 2000s, why political Islamist parties having different discourse from MG emerged, and more specifically why and how People's Voice Party (Halkın Sesi Partisi - HAS Party) differed from MG and political Islamist parties. The argument of this study is that socioeconomic factors have played an important role in differentiation of political Islam in Turkey and transformation of MG. Populist and Pro-Violence State Religion The Diyanet’s Construction of Erdo˘ganist Islam in Turkey

This book explores state–religion relations under a populist authoritarian ruling party in Turkey. In doing so, it investigates how the ruling Justice and Development Party (AKP) instrumentalizes state-controlled religion to further, defend, legitimatize and propagate its authoritarian populist political agenda in a constitutionally secular nation-state. To exemplify this, the authors examine the Friday sermons delivered weekly in every mosque in Turkey by the Turkish State’s Directorate of Religious Affairs (Diyanet). By analyzing all sermons delivered between 2010-2021, the book shows how the Diyanet has enthusiastically adopted AKP’s increasingly Islamist, authoritarian, civilisationist, militarist and pro-violence populism since 2010, and how it has tried to socially engineer beliefs in line with this ideology.
