Energy is the common need of all living creatures and things from daily life needs to the productions of complex structures. Governments encounter problems in supplying the energy of their nations as reliable, cheap and constant. In an environment where common worry is same but the main need of fossil fuels are running out, to reach at the source creates a competitive environment and for this reason reserves cause various conflicts. It is not coincidence that conflict areas of the world are also the areas where fossil fuel reserves are high. For this reason, it is seen that hydrocarbons are used as a tool in steering international policy. Having Russia using natural gas transmission network as a political manoeuvre in order to steer Ukraine crisis or having Iran attaching importance to the natural gas agreement which is done with Turkey in order to configure their economics which was subjected to the American Economic Embargo since 1980s, epitomize this situation. The energy is the essential input of the economic and social developments of the countries. The energy and state legislators must provide this most basic necessities of the community in an uninterrupted, reliable, timely, cheap and clean manner. This necessity is much the same for the industrialists and tradesmen as well as the consumers in their home. In the globalizing world, an indispensable prerequisite is to supply the energy for the country’s industry from uninterrupted, reliable sources and low-priced as the most basic and weighted input into the cost of the final product. However, the realities experienced in the energy field of our country, far from being in harmony with these basic requirements, are in stark contrast. The energy policy of Turkey aims at diversifying the source country and route, starting to use nuclear energy while increasing the share of renewable energy in the energy mix, research on increasing energy efficiency and contributing the energy security of Europe. Our country, which is located in a region with approximately seventy percent of proven oil and natural gas reserves, is one of the largest natural gas and electricity markets in its region.

However, energy security is a term that means di erent things to di erent people. In northern Europe, energy security means reducing carbon emissions; in Eastern Europe, it means diversifying to counter an over reliance on Russian gas imports. For the Turkish government, it means avoiding a reliance on imported energy sources and supplying energy at a reasonable cost to the Turkish population. is article will examine the latest developments in Turkey's energy policy and look at how the government is planning to meet the present challenges. Global energy markets are facing an era of extensive change through a radical process of transformation known as the “energy transition”, which ranges from the unprecedented growth of renewables and the success of the Paris Agreement to the still unpredictable future of gas and oil prices. Europe and Turkey are heavily influenced by these phenomena, and so are their relations. A more climate-friendly position by Turkey would increase chances for cooperation with the EU – still the de facto global climate leader. A greater role for gas would boost the EU and Turkey’s need for diversification, and thus possibly for cooperation. Turkey’s significant focus on coal could, however, move the country instead closer to the anti-climate stance opened up by President Donald Trump’s exit from the Paris Agreement, thus leading to a conflict scenario with the EU. The energy transition could provide a robust framework for the EU’s and Turkey’s future energy and climate relations, and one that might possibly be open to a new role for platforms such as the G20. However, its final impact will be a result of the evolution of its individual components, and the choices that the EU and Turkey will make in regard to these.

Security of energy supply and sustainable economic growth are central concerns for policy makers. Despite the fact that they have paramount importance to all countries, just the countries with rich natural resources may respond to energy security threats. As an energy importer country, Turkey has been struggling with sustainable energy supply as well as providing indiginous energy. Parallel to economic growth, the demand of energy has been increasing in Turkey and energy supply security became critical. Ministry of Energy and Natural Resources put the goal of the national energy strategies and mining policies to have uninterrupted energy supply with energy efficiency to improve and sustain the welfare of living of the population with continuing economic growth. In this Study, firstly, theoretical framework of energy security and energy efficiency will be analyzed. Then energy policies of Turkey will be explained by comparing the 1990’s and 2000’s. Finally, some policy recommendations will be put forth for successful national energy policies and energy supply security. Access to uninterrupted energy is one of the most important factors for a country to have sustainable development. It is fact that almost all of the production processes are dependent on energy input. Either as a raw material or an intermediate good, energy is directly corrolated with the economic, social and environmental development of a country. It is predicted that energy demand will be expanded by 45% by 2030 and by 300% by the end of this century. This rough calculation points that it will be necessary to tripple the investment in infrastructure to satisfy the demand. According to this scenario, the depletion of fossil fuels will be unavoidable. Hence, there will be increasing demand for clean, affordable and secure energy in all countries (Chalvatzis and Ioannidis, 2017:2916).

Geopolitics of Energy: The Case of Turkey- Rising to Challenges

This master thesis asks what geopolitics of energy will look like for Turkey in a global scale and provides an answer. The literature mainly focuses on the effects of Turkey’s current investments to establish East-West Energy Corridor. Many studies, though, view the East-West Energy Corridor as a corridor from East to West. From this point of view, they conclude that Turkey will become geopolitically more important in the global energy arena in near future. This thesis argues that there are some mistakes in this conclusion because of two stylized facts: 1. Turkey is increasingly dependent on energy imports and this trend is accelerating 2. The direction of energy transportation is globally changing from East-West to West-East. The literature gives mainly its focus to the first stylized fact and tries to decrease energy dependency of Turkey. However, the second stylized fact hasn’t been sufficiently discussed. Therefore, this study puts forth in Chapter 1 that the second stylized fact will have a bigger importance for the place of Turkey in global geopolitics of energy. In Chapter 2, it advances a theoretical framework on how to improve a solution to possible problems that can stem from the second stylized fact. In Chapter 3, I apply the theory to Turkey’s energy policies and determine how the theory relates to the current state of energy policies in Turkey. Finally, in Chapter 4, I suggest three possible scenarios and discuss those in terms of the theory advanced in Chapter 2. This thesis also contributes to the literature by stratifying strategicl mentality in decisionmaking mechanism. This stratification helps me to understand the path of Turkey in energy policies.
