Introduction to the analysis of public policies

We can talk about public policies when a public authority - central or local - intends, with the help of a coordinated action program, to modify the economic, social, cultural environment of social actors. At national level, public policies can appear from any of the major state institutions (Parliament, President, Government, central or local authorities). The study of public policies is different from the traditional academic research, having an applied approach, oriented towards: (1) designing and developing solutions for the problems of society, (2) Interdisciplinarity, (3) Orientation towards problem solving: it does not have a purely academic character, but it is oriented towards the problems of the real world, looking for solutions for them, (4) Normativity. The general stages of this process are as follows: (1) defining the problem, (2) making the decision, (3) implementation of public policy, (4) monitoring and evaluation of public policy.

THE PROCESS OF DEVELOPING PUBLIC POLICIES

Policy formulation clearly is a critical phase of the policy process which also is an explicit subject of policy design. The public policy formulation is part of the pre-decision phase of policy making including crafting the goals and priorities and options, costs and benefits of each option, externalities of each option. It involves identifying a set of policy alternatives and public policy tools to address a problem as a result that a prepared set of solutions is done for the final solutions from which decision makers actually choose by judging the feasibility, political acceptance, costs and benefits. But the attention to policy formulation is also embedded in work on policy communities and policy networks, which does the design? On the other words, the formulation process will need the motivation and participation of different actors with their entrances of new actors and new ideas who will actually play their roles in the policy design process. In the context of developing countries, this paper aims to examine the model of policy formulation and the type of feasible solutions or options for resolving the policy problems. Thus, the structure of the subsystem with two components of the discourse community and interest network will decide the participation of different policy actors and final chosen public policy solutions.

Public policy analysis was done over time from the perspective of different paradigms: developmentalism, institutionalism, neo-sistemism, institutionalism , but these paradigms have raised question marks about the possibility of providing a comprehensive picture of the lifecycle and process of public policies. States function with guidelines, rules, objectives and monitoring. These objectives are usually the intentions of the government and are captured in what is known as public policy. It is an enabler for governance and without governance, order is extinct. Though a lot of people see public policy as solely controlled by politicians, many citizens and groups try to influence public policy through the political process by supporting candidates and political parties. This paper will be addressing three major points, the first being the description of the concept of public policy. This is because a good understanding is required in order to dive into the process of actually developing public policy. Finally, the paper would provide clarity on the classification of public policy.

Public Policy Making and Analysis

Policy issues can be divided into two categories: those already on the public policy agenda, and those that are not. If an issue is already on the public-policy agenda, it has a sufficiently high profile, and a formal process is likely to be in place. Public Policy (Making and Makers): How and Who Makes Which Type of Public Policy? Conceptual Framework

The birth of law, government action or decision and even media release starts from a single problem growing to become massive issues. The process of making public policies has pros and antis. Therefore, to make an influential public policy, it should be investigated thoroughly and deeply. The importance of the subject is that public policy affects everyone in every society. There are many studies describing different solutions for solving various issues in the public. Nevertheless, this study investigates all the related aspects of public study so as to have a wider understanding about what, how, who, makes public policies in different level. For this conceptual paper, qualitative method is applied using content analysis approach for attaining secondary data to explain all the aspects of public policy, from raising issues to finding and implementing solutions. The policy makers are divided into two groups; official and non-official entities. In this study 46 recent studies and books focusing on public policy (issues, establishment, makers, and types) are scanned and analyzed. Finally, this article concludes that public policy is a completely important subject to be studied for having influence on all the aspects of each community. Therefore, the study suggests further investigations in any public policy for any issue before making and implementing the policy.

Public participation in the formulation and implementation of public policies

The article is about the problems of public participation in the formulation and implementation of national policy. The possible forms of public participation are concerned and the shortcomings of the Procedure for public consultation on the formulation and implementation of national policy are analyzed. In particular the dialectic of form and content of communication with the public is investigated. Public wants to be heard, so the degree of public participation and activity depends on the extent of government power to appreciate such position. So the guidelines for education and development of the activity of society worked out in some of the rules of the game to communicate with the public. Here we are talking about establishing institutional mechanisms for public participation. Government has to show the desire and expect public participation by itself. Therefore the public participation process is not independent, but it is a consequence of the authorities` attitude to the local problems and the public institution as a whole. The article also shows the basic postulates how to defer to public opinion in state decision-making. In addition, public factor is offered to design in implementing the state policy of each department of the local executive. In particular, it is recommended to have at least one expert in the each unit manning board of the local executive authority to pursue a course of "the promotion of civil society"; respective roles should be reflected in the provisions of subdivisions and job descriptions of the workers; the costs of organizing and holding the community involvement shall be estimated separately in the expenses budget for the maintenance. A specification of the deferring to public opinion mechanism in forming out and implementing public policy is also recommended to be expected from the lawmakers.
