the syllabus consists of 3 parts. First a theoretical part in which policy imagination is analyzed by means of a sociological pattern theory. Much emphasis is given to ways stakeholders respond to public policies (response policies). Second part is mostly about participatory arrangements and how to use different arrangement to develop policies in participatory way. It is suggested to replace the ' trias politica' with the 'Quattro politica'. The third part is the practical part which deals with 9 critical steps to develop, implement and evaluate public policies.
