Barriers and solutions to economic integration of Caspian Sea countries

The aim of this paper is to analyze the barriers to economic integration of Caspian Sea countries-specifically the Russian Federation, Kazakhstan, Azerbaijan, Turkmenistan, Uzbekistan, Iran, and Georgia-and suggest solutions. A literature review is used as a methodology for conducting this research, synthesizing research findings to determine the current level of integration in the Caspian Basin, barriers to it, and to uncover solutions that can deepen it. It was concluded from this research that Caspian states have a long experience of economic integration. However, it was found that the obstacles that prevent economic integration among Caspian states can be summarized under three main headings. First of all, the geographic location of Caspian states is so critical that it is impossible to define clear borders in the region. Second, the different governance structures of Caspian states make it difficult to evaluate the co-benefits of economic integration. Third, the geopolitical interests of foreign actors are a serious handicap for the region's economic integration. On the other hand, ongoing geopolitical and economic processes are increasing Caspian states' need for each other. In this context, existing bilateral and trilateral agreements can be classified by the number of sides and subjects so that a multi-speed integration can be achieved among the region's countries and they can choose the level of integration according to their own interests.

This case study explores the Caspian Sea energy politics, specifically the Trans-Caspian Gas Pipeline (TCGP) project and the Azeri-Turkmen conflict over the three offshore oil and gas fields. The conflict has been a deadlock of the project. It is almost unfeasible constructing the TCGP underneath of the sea without finding a viable solution to the Azeri-Turkmen conflict. Discovering the essence of the problem may help to understand what is going on over there. However, without exploring domestic and international barriers in front of the bilateral (on the disputed offshore fields) and multilateral (on the TCGP project) negotiations, none could find a viable solution to these entangled problems. Several obstacles should be tackled first in order to maximize the energy extract of the region and its export to the world markets. Thus this region is not comparable with Persian Gulf but with the North Sea. To some percent 2 and to some other percent 3 to percent 4 of the world hydrocarbon reserve lies in the Caspian Sea-Central Asia. So there is enough oil and gas. This paper analyses the ongoing geopolitical competition over pipelines in the Caspian Sea region. Pipeline politics in the region is getting intensified which is also a reflection of the geo-political competition prevailing in the region. Until recently, the Central Asian States was solely dependent on the Russian pipeline systems, a legacy of the soviet days. New alternatives routes have come up and many are in the pipeline.

At In this paper, it was attempted to examine the oil, natural gas, environment and resource management with a focus on Azerbaijan with details on history, geography, political, social, and economic developments of Caspian zone. The developments realized by countries over time are important with regard to what course they will follow in the future. The study also attracts attention to the environmental and economic importance of Lake Hazar, which is important for the country. Like other Turkic Republics that have gained their independence, the main economic goal of Azerbaijan is to realize a strong economic structure that can stand on its own in order to achieve economic independence as well as political independence in order to coordinate natural and environmental advantages.

The Caspian region has been undergoing radical change since the breakup of the Soviet Union. It is becoming internationalized to an extent not seen before, and a major reconfiguration of power and influence is taking place. Russia’s reduced role and diminishing influence in the Caucasus and in Central Asia since 1991 together with the determined efforts of the states of the region to diversify their relations with the outside world have opened the doors for external actors to engage in the region. The prospects for the exploitation of oil and gas in the region have raised the stakes of external actors.
