The aim of this study is to put forward a model proposal to evaluate pre-school students’ achieving the learning outcomes and assess its effectiveness. The study is both quantitative and qualitative and an example of case study. The research group is comprised of 12 pre-school teachers at a primary school in Gaziantep, Turkey in the 2014-2015 Academic Year. Teacher interview forms were used and a focus group discussion was conducted to collect data. After the analysis of international pre-school programs and MoNE’s curriculum, an item pool was created. Then, the scale was presented to five specialists in educational sciences and to a Turkish specialist to ensure appropriateness and understandability. As for the validity, Exploratory Factor Analysis was conducted. In the model, a committee meets and decides on the learning outcomes. Then, the teachers observe students actively and grade them. Detailed reports are prepared, an evaluation meeting is held and decisions are taken to improve the current situation are taken and put into effect accordingly. Content analysis technique was used for the open-ended data from the teacher interviews and document analysis technique for the needs analysis. Descriptive statistics were calculated. The findings indicated that the teachers valued the new model more, they were provided with the opportunity to differentiate the instruction for the students ahead and having fallen behind, teachers knew the students and the instruction was planned better. Finally, the model seems to be appropriated by the teachers and that it has had positive impact on both students and teachers.
