THE RELIGIOUS AND IDEOLOGICAL FACTORS OF VIOLENT EXTREMISM 1
Analysing the ideological dimensions of Jihadism is a controversial exercise. Many researchers, journalists and politicians find it difficult to accept that such violence can be politically or religiously based and prefer to explain it as the result of an economic and social situation of discrimination and to limit its political aspect to the relatively unfertile ground of indoctrination and crime. The religious factor is generally approached only to indicate its usurpation (" This has nothing to do with Islam ") or as an echo of cultural incompatibility (" Paris est une fête ") and civilizational incompatibility (" Why do they hate us? ") of " religious lunatics ". It is however important to go beyond the idea that Jihadism is just a phenomenon external to our societies, derived from an irrational or constrained attraction of individuals to big ideological labels such as Daesh or Al-Qaeda. Despite the concept of rupture often put forward by the literature on radicalisation, studying how Jihadists build the religious and political dimension of their cause shows us that their particular uses of radicalism, with or without resorting to violence, are based on close interaction with their environment. Although the configurations of the Arab world and Europe are different, we can actually see that when political and religious institutions are no longer capable of providing both citizens and believers with the means to resolve the contradictions inherent in the hyper-liberal context in which they evolve, Jihadism operates as a political and religious mythology that gives those who identify with it the feeling of reaching truths that would have been concealed to them, thereby enabling them to resume control of their lives. At a political level, they see the idea of violent confrontation at the heart of Jihadist ideology as the opportunity to impose a new space of negotiation on policy-makers. Their group of reference thus moves from the status of " manipulated mass " to that of the ultimate enemy feared by the " powerful " , not only because of the terror it inspires but also because of its capacity to produce an autonomous criticism of the world and its conflicts. At a religious level, their adhesion to a reading of the Koran in which violence and death organise life enables them to turn their marginality into a religious virtue by becoming el farqa nadjia, a small group of people chosen by God to make " Islam triumph ". Having the " courage " not to conceal the religious truth represented by Jihadism consequently becomes a sign of divine choice, whereas in their reading of the holy texts most other Muslims would maintain an intentionally ambiguous relationship with the principle of armed struggle, or even regard it as a taboo.

Extremism is one of themes that do not comply with all the established beliefs and healthy ideas because man is naturally built on moderation, and not extremism or militancy. The human communities are constituted throughout cooperation to keep the sustainability of life. The extremism happening today, particularly in Islamic countries, is only a result of internal reasons within Muslim societies, and the relationship of the dominant international policies on the capabilities of the peoples. Various issues related to Islam should be simultaneously viewed through two axes: paradigmatic and syntagmatic. The paradigmatic one includes a set of several stable constants and general permanent markers of Islam itself. Such timeless Islamic paradigm has been intersected for centuries with syntagmatic levels of their specific ― earthly realization: in different historical contexts and various political constructions. Historical challenges Islam as a transhistorical category and as one of the great World‘s religions was facing, were always connected with its instrumentalization in the processes of creating new states and/or through nationalistic abuses of different kinds. The region we today describe as the Western Balkans and the states that emerged from the ruins of former Yugoslavia are not an exemption.

A conceptual characterisation of extremism at the outset is followed by an outline of its principal indicators and types, such as the fanatic pursuit of one particular view. The extremist tends to be self-righteous, power-hungry, willing to inflict harm and hardship on others, and also inclined to conflate the order of values. Then follows an exposition of the varieties of extremism and a review also of the Islamic sources concerning them. There are references in this connection to Arab Spring, ISIS, Boko Haram and Charlie Hebdo, and then a review of expert opinion, policy scenarios and responses to extremism and terror. The article concludes with a set of actionable recommendations. Meaning and Scope of Extremism Extremism is usually self-evident and easily identifiable for the most part, but it may require further scrutiny in technical and contextualised situations. Killing another person is an extreme behaviour, yet if it is done in the context of self-defence that repels an overwhelming and instantaneous attack on one's life, it would not be considered extreme. This contextualised and relative aspect of extremism also becomes evident by reference to strong political currents and sets of circumstances with the results, for instance, that one person's extremism becomes another person's moderation, and the freedom fighter of one becomes the terrorist of another and so forth. Gay marriage gains legal recognition under one set of values and is considered an abomination in another. This would suggest the need for one to know moderation and normality, and the source of authority and values they refer to in order to be able to identify when they are violated by extremist behaviour. Extremist behaviour in technical subjects would not be self-evident to a lay person, and would need specialised input to enable a credible assessment. Extremism is usually definitive and deliberate, yet it can also be due to ignorance and error of judgment, especially in technical matters that require specialised know-how. 1

In this research authors investigate the issue of radicalism and violent extremism, initially examining the meaning of the terms, as well as the essential characteristics of these phenomena. Afterwards, the authors analyse and investigate the emerging forms of radicalism and violent extremism that exist in the territory of the Western Balkans, and their impact on the state of security in the region. The authors continue to study the aspect of the causes and conditions of the emergence of radicalism and violent extremism in this region while outlining the basic guidelines for the prevention of these phenomena at the end of the research. In this concern, the authors particularly emphasise the necessity of cooperation, coordination and strategic approach among all parties of the region, for the prevention of radicalism and violent extremism in the Western Balkans. Purpose: The aim of the study is to investigate extremism as a complex inter-branch concept which complicates law enforcement practice. Methodology: This is an analytic-dialectical research whose data are obtained through the analysis of historical, legal and sociological texts and data. Main Findings: When defining extremism in the basic law of anti-extremist legislation, it is necessary to proceed from the fact that the phenomenon, the concept of which should be formulated, is manifested in different spheres of social and political life. This chapter addresses the radical Pan-Islamic stream of the Bosnian Muslim political leadership and its radical Islamic political program (Alija Izetbegović’s Islamic Declaration), goals, strategies, tactics, objectives and modus operandi prior to and during the Civil War in Bosnia and Herzegovina, as well as in today’s context of the global Salafi jihad movement agenda inspired by the Muslim Brotherhood ideology. The global Salafi jihad movement as a tool for accomplishing Pan-Islamic goals represents a worldwide religious campaigned aimed at defeating the Western powers, which are perceived as a direct obstacle to Salafi plans to re-establish a great Islamic state based on sharia law stretching from Morocco to the Philippines, thus abolishing present national boundaries. There are several concepts or terms used in publications analyzing radical or extremist religious phenomena such as radicalism, fundamentalism, extremism, jihadism and Islamism. It is hardly avoidable to have a proper definition of concepts regarding this, because its absence could lead to misconceptions, eventually resulting in bad conclusions. This can affect not only the quality of a publication, but the security of institutions like the army and not least the security of State. In my study, I would like to throw light on some concepts to help with definitions. It could bring us closer to understand and handle extremist religious manifestations.
