Causes and Effects of Project Delay in Public Construction Projects in Ethiopia
Projects especially public construction projects have a vital role for the economic development of a nation by transforming the living standard of the community. This study aimed to assess the causes and effects of public construction projects in Dessie town. To achieve the objective of the study 128 respondents approached from the clients, contractors and consultants of the ongoing projects of Dessie town. Questionnaires used to collect primary data from the target population. It has both a likert scale and open ended items. The collected data were analyzed using descriptive data analysis techniques along with the relative importance index. The index widely used in similar studies to measure the level of importance and occurrence of delay causes and effects. The findings of the study showed that the causes of delays emanated from clients, contractors, consultants and externals. The time overrun in construction projects has become one of the most common problems in the industry that cause multitude of negative effects on the projects and its stakeholders. This study focused on assessing the main causes of delay in public building construction projects in Addis Ababa Administration mainly undertaken by grade one contractors. The alarming rate of project delays in this country needs urgent attention and resolution as one project delay leads to another therefore affecting the growth of any economy or profit-making organization. This alarming rate would possibly go out of one’s hand if strategies are not put in place to curb these phenomena. The Objectives of this research is to critically identify and evaluate the setbacks or factors causing delays in completing projects on time and its effect. The study narrowed its arrows on Prime Ghana projects executed in the country and it was thus conducted with the usage of questionnaires to solicit for the required data for processing. Results from the study divulge that the actual sources of delays in project delivery are; Inadequate financial resources of clients, delays in honoring payment for work done, underestimation of project duration, poor communication between contracting parties, complexity, difficulties in accessing bank credit (client); change orders during construction and others. It was recommended that, initial proper planning and controlling is essential to the client to have proper action plan, procurement plan, and budget plan prepared before commencement of project. Payment schedule must be agreed by the parties involved. On the part of the contractor adequate knowledge of project management, principles, tools and techniques is required to reduce delays. Consultants must plan very well to ensure that contract processes are duly followed, thus approval of drawings, documentation, and other things to reduce variation during construction. They should monitor their assigned work very well by insisting that corrections are done at the appropriate time to reduce or avoid rework.
A Study on the Effects of Construction Project Delays in Somaliland Construction Industry

The aim of this study is to fill a significant knowledge gap by exploring the effects of delays in construction projects in Somaliland construction industry. Prior to the questionnaire design, a systematic literature review was conducted to identify five most common effects of delays in construction projects, globally. Based on simple random sampling approach, data was collected from 51 stakeholders from the different construction companies in Hargeisa using a questionnaire survey. Feedback from the stakeholders was analyzed using mean values and Relative Importance Index (RII) for ranking purposes. The results showed that legal action, cost overrun, and complete project abandonment are the three most ranked effect of delays in construction projects in Somaliland, respectively. The implications of these findings are very important as they provide practical, research, policy, and social values that expands the understanding the effects of project delay in global construction industry. This would allow impending academic researchers that might want to conduct research work in this area to validate their findings in the future. The major construction stakeholders are recommended to make use of the appropriate strategies needed to take proactive measures to mitigate the identified effects when executing future construction projects in Hargeisa and elsewhere.
Major Factors of Delay in Developing Countries Construction Projects: Critical Review

Delays in Construction projects have been unfortunately the norm especially in developing countries. Such Delays lead projects to miss their targets of schedule and budget. This paper reviews the performance of those countries and analyzes the major time overrun factors. Although there are some similarities in few countries, it is safe to conclude that the most important factors causing time overrun are different from one country to another. Moreover, the industry type project sometimes dictates the highest ranked factors causing the delay. Omani Construction Projects are no different; they suffer from the same phenomena as well. This paper also generates a project management conceptual framework to be used in future research by the author.
In recent years, the majority of the construction projects executed in Addis Ababa city experienced a varying magnitude of time overrun in which the projects become late in their completion. Due to di erent problems encountered during the inception, design, and implementation phases, the projects are exposed to unexpected time overruns that in turn a ect the overall performance of the projects. It is hence very essential to identify the actual causes of delay in order to minimize or avoid the corresponding adverse impacts. erefore, this study primarily aimed at investigating and scrutinizing the potential factors causing project time overrun in the city so that the in uential factors can be identi ed and the applicable remedial measures can possibly be forwarded. For the purpose of data collection, the study applied a semistructured questionnaire survey. e questionnaire was distributed to 121 respondents comprising practitioners and professionals actively working in the construction industry. Fifty-four delay-causing factors were identi ed and grouped under ten categories according to the similarity of their origin. In order to identify the most signi cant factors, severity analysis based on the principle of relative importance index was carried out. Accordingly, the top most signi cant and least signi cant factors were identi ed. e top four most in uential factors identi ed were reluctance of consultants, inaccurate estimation of contract duration, delay in approvals and late decision making, and slow mobilization of labor whereas inadequacy of allocated funds, low motivation, and absence of incentives to contractors were the three least signi cant causes identi ed. So as to curb the adverse impact of the factors, the application of a detailed work breakdown structure, proper responsibility assignment, earned value principle, and project software were proposed as remedial measures to be implemented. e nding of the study will alarm the key players and practitioners engaging in the city's construction industry to focus on managing the severe factors.
Exploring the significant factors that influence delays in construction projects in Hargeisa

Over the past decades, construction delays have been perceived as a global challenge that hinders the time delivery, budget, and quality of construction projects. It is the most common, expensive, and risky problem associated with both private and public construction projects. Within this context, the aim of this study is to investigate the significant factors that influence delays in construction projects in Hargeisa, using the road and building projects as a baseline. Through a questionnaire survey with 51 critical delay factors that are categorized into seven major groups, data were collected from 51 construction stakeholders selected based on simple random sampling from the different construction companies. Feedback from the respondents was analyzed using Relative Importance Index (RII) for ranking purposes. Results showed that delay in honoring payment progressively, underestimation or overestimation of the project cost, and delay in the approval of major changes in the work scope were ranked as the three major causes of delays in construction projects in Hargeisa. The implications of these results are vital to future projects as they clearly demonstrate how less attention is given to the application of project management tools such as robust cost, scope and risk management in construction projects. As such, construction stakeholders are recommended to make efforts to use the appropriate project management practices needed to manage the 16 identified critical delay factors, when executing future construction projects. Although, the current study focused on Somaliland construction projects, it expands and improves the understanding of delay factors in the global context, and as such can be applied to other countries and future studies.

This study investigates the causes of delay of building construction projects in Ghana to determine the most important according to the key project participants; clients, consultants, and contractors. Thirty-two possible causes of delay were identified from the literature and semi-structured interviews of 15 key players in the implementation process. These delay factors were further categorised into nine major groups. The list of delay causes was subjected to a questionnaire survey for the identification of the most important causes of delay. The field survey included 130 respondents made up of 39 contractors, 37 clients and 54 consultants. The relative importance of the individual causes and the groups were calculated and ranked by their relative importance index. The overall results of the study indicate that the respondents generally agree that financial group factors ranked highest among the major factors causing delay in construction projects in Ghana. The financial group factors were delay in honouring payment certificates, difficulty in accessing credit and fluctuation in prices. Materials group factors are second followed by scheduling and controlling factors.
CAUSES AND EFFECTS OF DELAYS IN CONSTRUCTION PROJECTS IN AKURE, ONDO STATE, NIGERIA
Construction is an everlasting activity across the globe. Likewise, the problem of delay in the construction industry is a global phenomenon. There are several reasons that may be responsible for delay during construction, these reasons may vary from place to place and such delays can be reduced to the minimum when its causes are identified. This study considered the major causes and effects of delay in the execution of construction projects in Akure, Ondo State, Nigeria. Using literatures, a total number of 30 causes of construction delays were identified. Purposive sampling technique was used to select sixty respondents for the survey. The respondents comprise twenty-two (22) clients, eighteen consultants (18) and twenty (20) contractors. The analyses of the primary data revealed that the three most important causes of delay in construction projects in Akure, Ondo State Nigeria are poor site management and supervision, contractor inexperience and client's financial difficulties. Based on the findings of this study, recommendations were given on how the causes and effects of delay in construction can be mitigated.
