This article analyses the federalist project of the Ukrainian Communist Party (borotbists) expressed in the form of the project of the Constitution in Summer 1919 and presented to the Executive Committee of the Third International. We make effort to put this text into the context of the activity of this party in 1919-early 1920 and compare it with other ideological documents written by its leaders as well as with legislative documents of the Ukrainian Socialist Soviet Republic of that time. This paper is the expanded version of the report presented at the conference «Constructing "the Soviet"? - 2012» at the European University at St.-Petersburg in April 2012. The first version of the report was published in the collection of materials of the conference in 2012.
