The work aims to analyze scenarios for the development of regional policy in Ukraine in conditions of decentralization and centralization trends confrontation in the country. The main problem is the establishment of structural completeness of the decentralization reform in Ukraine, which should involve the implementation of administrative-territorial, budgetary and political decentralization. An important task is also to determine the effectiveness of devolution, delegation, deconcentration, deregulation, and divestment, which are manifestations of the decentralization process and collectively determine the quality of reform. Renewing An Economic Policy For A Rising Ukrainian Region: Smoothing Discrete Shifts And Mastering New Competencies

The article develops a methodology for applying the competence-based approach to apply on a sub-national level in order to determine points of growth of a regional economy. A proprietary meta-model is proposed that links ‘to-do tasks’ for regional public authorities with essential competences of change leaders as well as desired business competences of change leaders. It also contains some methodological conclusions with the modernization strategy of a regional economic policy on the example of modern Ukraine, which is designed due to comparing an existing approach and approach modernized. Departed from the modernization meta-model and strongly relying on discreteness (discontinuity) as the natural property of any modernization, the authors then substantiate the mechanism for overcoming undesirable discrete shifts during the modernization of the regional economic policy. Among other things, it is presented graphically in the form of original logic and stages of acquiring the necessary institutional competencies by the subjects of modernization. Then, the relevant methods and forms of international centers of competence for the responsible development of a limited number of necessary competencies are discussed. A national network of competence centers is proposed as an optimal and sustainable way to run those centers in the future. Organizational efforts and conditions to create sub-national centers of competence in Ukraine are also discussed. Generally all findings were originated according a methodology on desk research, data collection and fresh expert survey of Ukrainian stakeholders.

Dilemmas of Regional Development in Ukraine

The typical problems of regional development are polarization and conflict. Their solution must be provided through specific programs and strategies, and requires the introduction of concepts and knowledge in accordance to the content of the challenges and the stage of social development. Post-Soviet countries, including Ukraine, are still undergoing transformations caused by changes in managerial patterns, consciousness, and a revision of the methodological bases for the implementation of state regional policy. The paper concentrates on the analysis of key features of Soviet territorial planning and scientific research of that time, which have partly led to gaps in relevant policy in modern Ukraine, which, unfortunately, is still poorly harmonized with EU policy. Another aspect of the publication is the identification of regional development disparities. In particular, it includes the effects of geopolitical influences, the excessive concentration of financial, industrial, and human resources in specific centers, the processes of peripheralisation, depopulation, as well as the problems of accessibility and low level of network development. The novelty of the study has been primarily defined due to the comprehensive view on the problems of regional development in Ukraine, both in terms of methodological support and prerequisites for regional policy forming, and in terms of its compliance with current European planning concepts and practices. There are first of all concepts of territorial capital (place-based approach), polycentric and balanced territorial development and territorial cohesion of the functional territories, as well as approaches to forecast and modeling of spatial development. The authors also present the general framework for the conceptualization of spatial development policies in Ukraine, necessary for the successful governance of the country and regions in the context of globalization.

Intensity of Socio-Economic Process Development in the Regions of Ukraine

Purpose: The aim of the paper was to present the research methods that allow to compare the intensity of development of social, economic, and socioeconomic processes in the regions of Ukraine. Design/Methodology/Approach: In the introduction to this article, the justification of the need for research on the problem of research was presented, followed by the research methodology used by Polish and Ukrainian scientists. Findings: The application of the selected research methods allowed to achieve the goal of the research and allowed to obtain more complete and reliable information on the development intensity of the regions of Ukraine to improve the level of development of socioeconomic processes. Practical Implications: The comparative analysis made it possible to indicate where the socioeconomic processes are faster and where slower, to identify trends in regional development, identify problem regions and propose a strategy for their development to improve the socioeconomic situation. Originality/value: As a result of the research undertaken, using the methods presented in the paper, determined the intensity of development of social, economic, and socioeconomic processes of the regions over time. After all, the basis of management decisions made by state governing bodies should be the information about the state of the object or management process at a certain point in time, trends in its development, and the rate of change that occurs in this object.

NEW REGIONAL POLICY FOR RENEWED UKRAINE

This analytical report features the study of special aspects of regional development of Ukraine in light of modern effect of endogenous and exogenous factors, including the consequences of the annexation of Crimea and partial occupation of the territory of Donetsk and Luhansk regions. We analyzed the priorities of regional policy applied in Ukraine and formulated the author’s vision of its improving in the context of new European and global approaches. Individual attention has been paid to the procedure of decentralization and issues related to its inclusion in the overall context of regional policy and regional development in Ukraine.

REGULATORY AND ORGANIZATIONAL ASPECTS: ADMINISTRATIVE-TERRITORIAL REFORM IN UKRAINE

The main consequences of administrative-territorial reform in Ukraine are the formation of united territorial communities and the growth of local budgets, which will further contribute to the financing of programs and projects for the socio-economic development of the regions and improve the quality of life of the population in the regions. In addition, administrative-territorial reform in Ukraine has contributed to the development of institutions that have a positive impact on social and economic development. Administrative-territorial reform in the future will contribute to the development of institutional tools for updating joint production by combining state assets with investment, management and other resources of the private sector, thus ensuring structural changes in the regional economy and capital renewal.

Regional Policy in Ukraine – Importance for Post-War Reconstruction

Our analysis sets out a methodology for evaluating the effectiveness of regional development programmes in Ukraine. Specifically, we investigate to what extent the Ukrainian approach to regional development policy resembles the successful approach taken by the EU programmes of Cohesion Policy in the post-2004 New Member States. In addition, drawing on initial versions of Ukrainian national and regional models, we illustrate how the bottom-up regional approach initiated in Ukraine needs to be coordinated with a top-down national perspective that identifies and distinguishes national development objectives from specifically regional objectives. Such methodologies, suitably adapted, will be required during postwar reconstruction.
