Public Administrative Perspective in Viewing Bureaucracy Reform in Indonesia

This article aims to look at the previous reform models that various non-existing countries in the world have carried out. By looking at these various models, it is hoped that a comprehensive understanding of public administration will be found to see how important the implementation of bureaucratic reform is. This research will be carried out using a qualitative approach. The type of this research is research that uses data from library research. The results of this study found that there are 2 areas of bureaucratic reform have been carried out by various countries before. The two areas are organizational elements and personnel human resources elements. Elements of the human resources apparatus consist of skills, integrity, knowledge, performance, attitude, mindset, and behavior. The elements of the organization are organizational culture, legislation, structure, law, and organizational technology. Since 1998, the Indonesian state has begun implementing bureaucratic reforms. The purpose of implementing bureaucratic reform in Indonesia is to rid the country of the system of corruption, collusion, and nepotism (KKN).

Bureaucracy Performance in Public Services in Indonesia

Bureaucracy is a tool that plays an essential role in the implementation of development in the region. One of the reform agenda is to create a clean government, and free from the practices of corruption, collusion, and nepotism. Performance-based management is the measurement of bureaucratic performance oriented to outcome measurement. The type of research used is literature. The primary data type is data in the form of scientific work related to employee performance, web pages that discuss performance, while corresponding main data are books or other literature that supports and has to do with research. From the results of the study is one of the significant challenges of the public bureaucracy is how to be able to carry out activities effectively and efficiently. By going to a planned change, it will enable a continuous process of change; thus the performance of the government bureaucracy in public service will be more effective and efficient following the expectations and aspirations of the community. The application of good governance with information technology-based can use as a strategy and guidance in providing services to the public.

Bureaucratic Reform to the improvement of public services Challenges for Indonesia

Many factors can affect the performance of the government bureaucracy, including the absence of meritocracy (using the best talent) caused, for example, the recruitment process which does not target all segments of society, elections and the progress of civil servants are not based on the capacity, knowledge and skills, in fair competition and open. This study addressed the issue of government bureaucracy in Indonesia, which is multidimensional and protracted as a vicious circle, and discusses how improved public service for good governance can create and utilize to get out of the v icious circle and deterioration in innovative ways. This study used a qualitative approach. Based on data collection techniques, data collection techniques used in this research is the study of the literature on the theory of Reinventing Government, which is considered as the main theory. The Impact of Bureaucracy Politicization in the Public Services Process in Indonesia

Good public services will undoubtedly increase public trust in government performance. Therefore, we need a bureaucracy that can make regulations by the expectations of the community. However, the politicization of the bureaucracy will affect the performance of the government. Moreover, a good bureaucracy certainly provides welfare services to the community. However, the reality that occurs in Indonesia, bureaucracy has not been able to provide maximum public services to its people. As a result, people are disappointed with the services provided. This can be seen in the era of non-colonial (kingdom), colonial, the old order, new order, and order of reform. Of every era, of course, there are various problems so that it has problems and solutions that can answer every problem encountered.

Bureaucratic Reform and the Challenge of Good Governance Implementation in Indonesia

Bureaucratic reformation is the fundamental structuring efforts are expected to have an impact on changing systems and structures. The system deals with the relationship between the unsure or the element that influence each other and are associated to make a form totally. The change in one element can influence the other elements in the system. The structure relates with the order of who arrayed a regular basis and systematically. Structure changes is also included with the mechanism and procedure, human resources, facilities and infrastructure, organization and organization's environment in terms of the achievement of the efficiency of government bureaucracy. These changes include allowing all of the aspects of the bureaucracy has sufficient capacity to carry out the duties and the basic function. Bureaucratic failure in a term for service the public until now represent poor governance both at central and local government level. The urgency of bureaucratic reform in Indonesia is driven by a number of important note. First, the increased apparatus expenditure is caused by increased of apparatus recruitment without unmeasured control. Second, the ballooning cost of democracy (election) affected the floated of local government budget have increased significantly. Unfortunately, these competition is not born the good leadership for local government. The magnitude of the election budget and the impact on governmental bureaucracy resulted not ready to close the budget deficit. BUREAUCRATIC REFORM IN INDONESIA: LESSON LEARNED FROM BUREAUCRATIC REFORM MODEL IN JAPAN

Since the implementation of decentralization in 1999, Bureaucratic reform has continuously become one of the main issues in the development of Indonesia, that is currently supported by the Grand Design and Roadmap for Bureaucratic Reform. However, the implementation of bureaucratic reform starting from the institutional level to national scale encounters many obstacles. One of the obstaclesis the low capacity of bureaucrats who implement related policies regarding various issues such as decentralization and corruption. This study examines the \'gap\' between the existing condition in Indonesia that applies the principle of Weberian model and implements New Public Management model stated by Law No. 5 Year 2014 regarding the State Civil Apparatus and what has happened in the bureaucratic reform in Japan to see how the model can be applied effectively in Indonesia.

Critical Reorientation of Bureaucratic Reform and Good Governance in Public Sector Administration in Indonesia Albertus Wahyurudhanto

Good governance today in Indonesia has become a key word in every formulation of the policy objectives of government bureaucratic reform within the framework of the change and utilization of the state administration system. In this context, this study seeks to critically evaluate the development and dynamics of good governance and its relation to the New Public Management in Indonesia. The idea of good governance in the public sector requires changes and presentations of government actors and state apparatus. This study reviews the development of bureaucratic reform in Indonesia that has been running for the last two decades. The results of the investigation indicate the need for further emphasis on aspects of the performance of government human resources at all levels in Indonesia, active involvement of the community in policy making, and public sector administration accountability.

Reformation of Bureaucracy to the Good and Clean Indonesian Governance

Indonesian government has changed much both politically and economically. Since the era of President Soekarno, the government has conducted many changes toward bureaucracy system in order to achieve better and well-regulated system, both in political and economic system. Demand to create clean and accountable governance is mandate from reformation and demand from all Indonesian people. Politics of law made as great weapon in order to realize clean and accountable governance; however, the problem is will the politics of law able to be made as facility in realizing the Indonesian people's demand? Due to complexity of faced problems, it demands hard work for, firstly, realizing clean governance. In order to get improvement, more aggressive changes should always be conducted by the government to achieve Indonesian governance as developed and great country. Reformation of bureaucracy is significant changes to the bureaucracy elements such as institution, human resource, implementation, accountability, apparatus, monitoring, and public service.
