In democratic societies, the transparency of public institutions is essential. Increasingly, developed or developing countries recognize that free access to information is fundamental to democracy. Whether we are talking about the government or the private companies that manage public services, access to the data held by these organizations means increasing accountability and allows citizens to know what these organizations do and what they use public money for. Access to information develops citizens' trust in public institutions, enabling citizens to understand public policy decisions and monitor their implementation. Transparency and Trust in Government (2007–2014): A Comparative Study

This article exposes contemporary approaches to transparency and trust. It explores the links between the two concepts in 10 countries between 2007 and 2014, using open-data indexes and access-to-information requests as proxies for transparency. So far, most studies have focused on conceptual models, specific aspects of transparency in particular case studies or have compared legal frameworks from different countries. Here, data about citizens’ requests to get access to administrative documents have been gathered. This dataset, combined with existing indexes on open data and government, has enabled us to establish a national ranking, particularly useful in a comparative perspective. Data about trust have been collected from reports published by international organisations. Assessing Government Transparency: An Interpretive Framework

How can we evaluate government transparency arrangements? While the complexity and contextuality of the values at stake defy straightforward measurement, this article provides an interpretative framework to guide and structure assessments of government transparency. In this framework, we discern criteria clusters for political transparency—democracy, the constitutional state, and social learning capacity—and for administrative transparency—economy/efficiency, integrity, and resilience. The framework provides a structured “helicopter view” of the dimensions that are relevant for a contextual assessment of transparency. An illustrative case discussion of the introduction of Freedom of Information (FOI) in the United Kingdom demonstrates its utility.
Transparency and Trust in Government: A Two-Way Relationship

This paper investigates the complex relationship between transparency and trust. If trust in government is most of the time regarded as a positive effect of transparency, it should also be considered as a factor influencing citizens' perceptions of transparency, and not only as a result of transparency measures. Moreover, the principles underpinning transparency policies, especially accountability and trust, have not been widely tested empirically yet. This article proposes some paths of research regarding the effect of administrative transparency on citizens' trust in government in the Swiss context.
Transparency in government institutions: a literature review

This paper presents a literature review on the issue of transparency in government institutions. The review is carried out through a bibliometric survey of the Scopus database, brazilian government websites, and brazilian legislation. The review explores and evaluates government transparency as it pertains to Brazilian as well as international spheres. An analysis of the articles (from 2011 to 2012) found in the Scopus database using the keyword "transparency," uncovered the following recurring themes: open government, e-government, government accountability, and communication. The theoretical scope was constructed from these issues, plus the more relevant Brazilian legislation as well as issues encountered on websites focusing on international governmental institutions. Thus, it was possible to construct a theoretical framework that should guide the development of future researches.
The developing of the Open Government Model is allowing an organizational revolution for public administrations, providing to citizens and entrepreneurs a better access to information and public services. It also can allow the increasing of transparency in public agencies and citizen participation, indirectly enhancing collaboration and facilitating democratic processes. Transparency and open data can be powerful tools to stimulate and support public services' improvements, faster innovation and empower citizens' rights. So actually many governmental organizations are reviewing and rearranging their processes, information and data to improve policies, enhance legitimacy and openness toward outside parties and citizens. An "open" public knowledge may contribute to establish a collaboration and participation culture among the main stakeholders. In this paper authors focus on a new organizational model to deliver transparent services and to improve an effective collaboration between the public administrations. The research methodology adopted is based on a theoreticaldeductive approach. The study describes general principles to come, through the case strategy, to the empirical analysis of an innovative national government portal called "Transparency Compass Portal". It tries also to identify the distinctive aspects of some administrative services offered by several public organizations.

The principle of transparency has gained increasing importance in laws and regulations, particularly in recent years with the evolution of the public administration model towards open government. The principle of transparency is configured as a guarantee of access to those who have the right, but in the evolution of the most recent laws, also constitutes access independent of the legal sphere of certain subjects, aimed at ensuring widespread and general knowledge of information.
The Trouble with Transparency: A Critical Review of Openness in e-Government
Transparency in public administration is generally held to be desirable, something to be fostered and enabled. This long standing idea has gained considerable further momentum with the emergence of e-government and the affordances of computing in general and the Internet in particular. This paper examines the argument that transparency may, in certain and not uncommon circumstances, be inimical to good government and good governance and suggests that the importance of understanding why this is so has increased as information and communications technology permeates government and society. It suggests that in an electronic age, the scope and nature of transparency needs to be carefully managed, and that expectations of the benefits of ICT enabled transparency may be too high.
Transparency-by-design as a foundation for open government

Purpose Many governments are working toward a vision of government-wide transformation that strives to achieve an open, transparent and accountable government while providing responsive services. The purpose of this paper is to clarify the concept of transparency-by-design to advance open government. Design/methodology/approach The opening of data, the deployment of tools and instruments to engage the public, collaboration among public organizations and between governments and the public are important drivers for open government. The authors review transparency-by-design concepts. Findings To successfully achieve open government, fundamental changes in practice and new research on governments as open systems are needed.
