This report examines the varied engagement levels of EU member states towards Kosovo, categorizing them into four groups: 'recognisers and engagers', 'recognisers but non-engagers', 'non-recognisers but engagers', and 'non-recognisers and non-engagers'. The analysis highlights significant behavioral variations within these groups influenced by domestic politics, external policy concerns, and historical contexts. The case of Cyprus is particularly illustrative, showing a complex interplay of recognition and engagement influenced by external pressures and regional developments. Overall, the study emphasizes the need to decouple recognition from engagement when assessing EU member states' positions on Kosovo.
