Preparing LIS Professional Workforce for Managing Digital Library and Information Centres A Conceptual Framework

The manpower is very important aspect in implementing an automated system/computerisation in the library and establishing a digital library for it. The librarian and other library staff play an important role in the process of establishing digital library, networking of digital libraries for information sharing. During the implementation of extending digital library activities, librarian should ensure a proper coordination of the activities in the library. Library professionals should be aware of handling modern technology and electronic gadgets. Therefore technology to awareness of library professionals and their participation in the library automation, networking and digitisation project is important for successful installation of modern system or in organising IT based digital library services. It is equally important that library professionals & staff should have computer knowledge and professional experience. Their involvement in the development of modern digital system is essential for successful implementation. The present paper highlights the concept of manpower planning, definition of human resource development, need of human resource and manpower planning for library activities, continuing education programme (CEP) for LIS professionals, role of various national level library organisations (both Government and associations) for imparting IT training for running modern libraries in network and digital environment. It also highlights the importance of manpower planning and need of trained workforce for implementing the computerised library and information services for the end users. The status of various categories of library professionals, other administrative staff working in the library, the requirement of IT training for them, role of various agencies imparting training to the LIS professionals & other staff are described in brief.

Techno-Savvy Library Professionals in the Modern-Day Ict Scenario

The advancement of information communication technology (ICT) and its usability in the educational system have brought many changes. It is not only impacting upon library and information services but also influences the roles and expectations of librarians in the field of disseminating services using the latest computer gadgets in a quicker and faster manner. Librarians are currently more talented and techno-savvy in handling digital resources and institutional databases. They provide jobs like e-resources, guiding users in the maximum utilization of resources and providing assistance through plagiarism checks. The traditional working librarians are facing day-today problems and upgrading their service-providing pattern drastically and facing challenges adapting them to a new situation in their job routine life. Rapid environmental changes affect library and information professionals' professionalism, like job opportunities, role-playing, self-image, and motivational factors. So, librarians must find a solution in their timely role of claiming and repositioning their workplace. It is undoubtedly a big project to solve this problem without denying using the sixth sense to assess new parts in time. As we believe in information technology and telecommunications networking to increase the corresponding knowledge and rapid accessibility of resources for the rapid development in all fields, it is required to be competent in developing skills in accessing, processing, and using information. It is an ongoing learning process depending upon the curious attitude of the library professionals to tackle the present situation and prove them as needed tools for a complete revolution in the educational system.

An Evaluation of ICT Competencies of LIS Professionals in Providing Digital Library Services of D.Y. Patil

In the LIS profession, ICT skills have tremendous importance in this era. The majority of library services are now online for users. The present study attempted to investigate the ICT skills and competencies of LIS professionals working in the D.Y. Patil institute libraries. A total of 25 LIS professionals were chosen for the present study, and their skills and competencies were assessed through the data collected from the questionnaire. The study examined the skills and competencies of LIS professionals based on information searching skills, the purpose of using the internet, the frequency of using the internet, the use of various ICT devices, library software, ICT applications, challenges in acquiring ICT skills, and the required area of training. The researcher found that LIS professionals working in the D.Y. Patil Institute libraries are skilled in searching and handling ICT applications and devices. Also, 80 percent of LIS professionals are proficient in using library software and its modules, and more than 80 percent of LIS professionals are aware of Web 2.0 tools. Cloud computing and web design are the areas where LIS professionals need to improve their skills through training and continuing education programs. In this study, we will examine how much the library staff knows ICTS, how much they know about digital facilities, and what they are doing to update their knowledge.

Library Organization Skills and Competencies for Library Professionals in the ICT Environment

This article aims to help library professionals in library Science to face the challenges occurred due to the changing environment of ICT. To face these challenges they have to trained themselves for many skills and competencies. Now libraries are known as Knowledge Resource Centers performing electronic activities like cataloguing, acquisition, circulation, serial control etc. This article shows how librarianship has changed from traditional aspect to technological aspect. It also puts forth the competencies and skills required by the library professionals to manage the changes.

Library and Information Science Professionals and Skills Set for the Electronic Information Environment

Contemporary libraries are under serious threat due to the increasing demands of achieving higher level of performance in the areas of speed, cost and quality. They are confronted with many challenges posed by the modern-day environment, most of which stemmed from technological innovations and digital revolution. Even when these technologies and accompanying resources in electronic formats are acquired by libraries, the challenge of getting skilful personnel to man these equipments and resources most of the time, still arise. Most often, this has caused libraries to hire and, be at the mercy of consultants in relation to the management of its facilities and resources, which is inappropriate. This literature based opinion paper discusses the need for library professionals to acquire core competences and new skills relevant for the management of the modern-day libraries and also, capable of making them remain relevant in this present competitive electronic environment. This paper also talked about the impact of emerging changes on the roles of libraries. It further explains different set of skills required by library professionals for the electronic environment. This article stresses that the growth and continued existence of librarians in this technology based environment is dependent on their ability to acquire new sets of skills required to navigate the electronic environment effectively and also compete favourably with counterparts from other disciplines who want to hijack library responsibilities from the librarians.

ICT competencies in the 21st century library profession: a departure from the past

This paper examined the different challenges posed by ICT competencies/literacy to librarians in the 21st century. It established that librarians possess digital skills and competencies; that ICT facilities are in libraries; librarians access the internet and provide digital information resources services; it also revealed that different libraries are on the path to digitization; librarians agreed that there are challenges and that they are working to mitigate them. The study concluded by encouraging those librarians not yet on the ICT competence track to join the train. Descriptive survey method was used with a randomly selected sample of one hundred (100) librarians from a target population of over five hundred (500) librarians. Ninety-two percent of the librarians say that ICT facilities are available in their working environment, however 81 or 93% of the librarians complained of problems of ICT including poor bandwidth, lack of fund for expansion of network by service providers and epileptic power supply among other challenges.
