This study focuses on the files of the Securitate, the former communist secret police in Romania, and discusses the legal and institutional aspects of the process of opening these files to the public. The study puts a special emphasis on the period following the 2008 change of legal framework regarding the functioning of the National Council for the Study of the Securitate Archives (CNSAS).
