The Philippines-Indonesia coordinated patrol (Corpat Philindo) is an implementation of the 1975 Border Patrol Agreement (BPA) which was carried out on a scheduled basis by the two countries in the context of securing the Indonesia-Philippines maritime border. Corpat philindo is the response of the two countries to the existence of traditional border crossers of border communities as well as to guarantee the country's sovereignty from criminal acts and law violations in the border sea between Indonesia and the Philippines. The purpose of this study is to determine the advantages and disadvantages of implementing the Corpat Philindo which have been implemented from the perspective of marine power. The theories used in the analysis are international cooperation security theory and sea power theory. This study uses qualitative data analysis techniques using secondary data and then uses theory to identify a process of events that the author studied. The results of this study conclude...
Securing the Sulu-Sulawesi Seas from Maritime Terrorism: a Troublesome Cooperation?
Perspectives on Terrorism, 2014
The security of the Sulu-Sulawesi Seas is of great importance for the international seafaring community. As a result, lack of adequate cooperation in this area has raised some concerns over the safety and security of navigation in the waterways. This article focuses on Indonesia and the Philippines role in securing the waters and the behaviour of these two countries when it comes to cooperation. It investigates why they have joined a number of cooperation arrangements while rejecting others. Most scholarly works point at sovereignty concern as the main reason underpinning their decision. Rather than focusing solely on sovereignty infringements, this article argues that Indonesia's and the Philippines' decisions towards cooperation initiatives are informed by the calculation of (both the sovereignty and implementation) costs and benefits, and the level of their control over the cooperation outcomes.

The rise of transnational crime cases in globalization is fatal if countries with maritime areas do not notice it. It is undoubtedly very influential with the threat to the security of the country's territory. Many transnational crime cases arise in the area between the Sulu Sea and the Sulawesi Sea belonging to Indonesia and the Philippines. The case came from these two countries and other countries both in the Region and those not included in the Southeast Asia Region and has confused the maritime area of the Sulu Sea with the Sulawesi Sea. Not only is the threat coming for the Philippines, but the one that has the most impact is the Indonesian defense area because of the emergence of maritime security threats. So, the concept used to find the many patterns of transnational crime cases has emerged using "maritime security" from Christian Bueger. He explained that the understanding of maritime security is disrupting in terms of defense and terms of economic, political...

The cooperation between maritime stakeholders in an effort to eliminate transnational crime that occurs in the waters of the Malacca Strait is one of the options taken to overcome the limitation of facilities and infrastructure. A good cooperation will certainly have a positive impact on the security at sea, especially in the Malacca Strait. This study focuses on the factors influence the cooperation between the Indonesian Navy's Fleet I Command and the Indonesian Maritime Security Agency to eradicate transnational crime, as well as identifying applicable regulations and problems at the operational level. The method used is qualitative through interviews, observation, and literature study. Basically, both institutions already have the tools needed to work well with others, however there is a need for joint use of existing facilities to achieve synergy through cooperation between the two institutions. The conclusion is that there is still a need for more intensive cooperation between the two institutions and formal interaction through effective cooperation procedures so that efforts to eliminate transnational crime in the waters of the Malacca Strait can run more optimally.
Maritime border security and challenges for Indonesia
Geografia - Malaysian Journal of Society and Space, 2019
The issue of border security had drawn much attention for being an important part of a country's national security and sovereignty, in addition to its dynamic and complex nature. Indonesia as an archipelagic country faces many problems and challenges in its maritime border areas, in addition to the problems of unresolved state borders with its neighboring countries. Indonesia also faces various trans-boundary crime actions near the maritime border areas. This study aimed at developing a conceptual framework of maritime border security and explaining the challenges of maritime border security. This study applied the qualitative approach by focusing on secondary data. The secondary data were obtained by means of analyses of documents, books, journals, magazines, bulletins and newspaper, including internet sources that were relevant with this study. The findings of this study show that Indonesia faced dynamic and complex problems of maritime border security, not only the problems of unsettled borders with several neighboring countries, but also many trans-boundary criminal activities in its maritime border areas. The problems of overlapping regulations and institutions added up to the problems to cope with the problems of maritime border security. This study recommends that the government of Indonesia needs to intensify the border diplomacy regarding the maritime borders with the neighboring countries in order to reach delimitation agreements of its maritime border. Further, the government of Indonesia should do immediate reorganization of regulations and institutions of maritime border security to handle all forms of trans-boundary crimes.

The strategic geographical constellation on the one hand, can bring benefits to Indonesia, but on the other hand, this position is very vulnerable to threats, both military threats from foreign countries and non-military threats in the form of crimes or illegal activities. Meanwhile, accelerated globalization with technological advances, especially information technology, makes it seem as if there are no boundaries between countries. The rise of transnational crimes in Indonesia, of course, has implications for national defense. Therefore, a comprehensive and integrated effort is needed to minimize the occurrence of transnational crimes at Indonesia's maritime borders, especially in Tanjung Balai Asahan, Medan, North Sumatra Province. It is proven by the increasing trend in the number of transnational crime rates that continue to increase from year to year and it is made worse by the involvement of the community and unscrupulous security forces that choose shortcuts to seek prof...
Law Enforcement Against Illegal Vessels Sailing In Indonesia Waters To Prevent State Losses
Proceedings of the 2nd Maritime Continent Fulcrum International Conference, MaCiFIC 2022, September 28-October 1, 2022, Tanjungpinang, Indonesia, 2023
The Batam Special KSOP Office and the PLP Base and Tanjung Uban Customs February 2022 have secured 4 ships, of which 3 are foreign-flagged. To eradicate illegal acts committed by foreign vessels, it must immediately form a sea and coast guard to prevent unlawful alien ships from entering Batam waters to avoid state losses. This research uses a qualitative analysis method by interviewing informants who can answer current problems. The result of this study is that KSOP has the task of carrying out supervision and law enforcement in the field of shipping safety and security, government activities at ports, as well as regulating the control and management of port activities that are commercially cultivated. The development of the global and regional strategic environment has an impact on the development of the national strategic environment. The Territory of the Republic of Indonesia (NKRI) region which is a world crossing position is the world's maritime axis where the flow of world transportation and world telecommunications is passed. The negative impact that is felt at this time is the tip of increasing the number of transnational organized crime (TNOC) that occurred in the NKRI. So it is necessary to do research on how the implementation of handling transnational crime at this time, especially in locations that are factual or potential occur such as in the waters of Nunukan-North Kalimantan Province, Indonesia which is directly adjacent to the City of Tawau-District Sabah, Malaysia. From the conditions of implementation of the handling it can be found the root of the problem so that a strategy can be formulated to improve the handling of transnational crime in the territorial waters of the Republic of Indonesia with other countries.
Piracy and Terrorism in Maritime Southeast Asia: the Philippines, Singapore and Indonesia
Piracy and Terrorism in Maritime Southeast Asia: the Philippines, Singapore and Indonesia, 2018
According to the United Nations, the most dangerous seas in the world are in SEA. In particular, the narrow waterways between Indonesia, Singapore, Philippines, and Malaysia are among the world’s major maritime routes and also weakly-controlled small islands in between and around these waterways that are hiding places for pirates make the region highly susceptible to piracy. Therefore, piracy has become a growing regional security concern. In response to piracy, governments in this region have enacted and enforced counter-piracy measures through domestic and joint efforts. As a result, there has been a decrease in the total number of piracy attacks in SEA.
