Every organization has an objective towards optimum performance and the employees are the key drivers in achieving that. It is necessary therefore that the employees’ performance reach optimality for the success of the organization which is a primary goal of every organization including learning institutions. The present research investigated the influence of teacher performance appraisals on teacher performance in secondary schools in Kenya. Employing stratified and simple random sampling methods, 46 secondary schools with 460 teachers in two counties in Kenya were taken as samples. The variables under research included teacher remuneration, government policies, school administration, the school environment, and the school curriculum, which were under investigation in form of comparisons, explanations, and relationships on the aspects of teacher motivation to perform well. The current study purposed to establish the influence of performance feedback practices on implementation of teachers' performance appraisal in Public secondary schools in Makueni Sub-County, Kenya. The study objectives sought to investigate the influence of timely and regular feedback, involving teachers and clear guidelines on implementing of performance appraisal of teachers in public Secondary Schools in Makueni Sub-County. This study was underpinned on Goal setting theory. Descriptive survey research design was adopted targeting 44 head teachers of public secondary schools, 563 secondary school teachers and 1 Teachers' Service Commission Human Resource Officer. Stratified Proportionate Sampling and simple random sampling methods got employed to select 22 principals and 56 teachers from the secondary schools. Census and purposive sampling techniques were applied to select 1 Teachers Service Commission Human Resource Officer. Questionnaires and interview schedule were adopted as tools for data collection. Validity and reliability of instruments was established by way of a pilot study and Split-half technique respectively. Data was analyzed qualitatively and quantitatively with the help of descriptive as well as inferential statistics with the aid of SPSS computer software. Quantitative data was presented by way of cross tabulation tables and frequency distribution tables. Qualitative data was organized into themes based on study objectives and presented in a narrative form. Correlation analysis was done using Pearson's Product moment Correlation (r). Analysis on Principals and teachers' responses indicated a positive interrelationship (r (20) = 0.704, r (20) 0.712, r (20) 0.632 and r (56) = 0.783, r (56) = 0.744, r (56) =0.665 all at p<0.05) existing between timely and regular feedback, involving teachers as well as clear guidelines and implementing of teachers' performance appraisal respectively. The study concluded that regular and timely feedback, involving teachers and clear guidelines have positive influence on implementation of performance appraisal for teachers and need to be practiced in schools.

According to Goldstein (2006), teacher performance management is a continuous process of identifying, evaluating and developing the work performance of teachers, so that the goals and objectives of the school are more effectively achieved, while at the same time benefiting teachers in terms of recognition of performance, professional development and career guidance. The performance management system covers activities beginning with goal setting at the level of the entire organization and ends with appraisal of performance of employees, followed by rewards and consequent management (SHRM India 2012). Teacher Perception towards the performance appraisers and the system in general is important because it is likely to influence perceptions about effectiveness of an appraisal system. The mindset of a teacher during the performance appraisal has a likelihood of impacting on the engagement between an employee and his or her evaluator (Wendy et al,2012). A study by Russell and Goode (2018), confirms that there is a positive influence between fulfillments on appraisal process with satisfaction on an appraisal source. Performance appraise have been subjected to many of criticisms, often associated with injustice in the way they conduct the process Inevitably, the appraisers can be impartial or at least perceived as such and be subjected to allegation of favoritism and inconsistency. Globally Performance Appraisal (PAs) can be traced in France in the 1970s with the aim of reforming State-Owned Enterprises by committing government employees into achieving predetermined targets (OECD, 2014).

The teacher performance appraisal and development tool was introduced by the Teachers Service Commission to promote teacher accountability, enhance instructional quality, identify areas where teachers need additional development and promote the overall academic outcomes of schools in Kenya. Teachers' performance appraisal plays a critical role in the quality of education. This study determined effect of performance appraisal of teachers on academic performance of students in public secondary schools in Hamisi Sub-County, Vihiga County, Kenya. This study was guided by the following research questions: What is the influence of teachers' professional knowledge and application on students' academic performance? How does a teacher's innovation and creativity affect students' academic performance? To what extent does a teacher's time management affect students' academic performance? The study was anchored on a mixed method paradigm and adopted an explanatory sequential design. Stufflebeam's Context-Input-Process-Product model was adapted. Sixteen public secondary schools from fifty one were sampled through stratified random sampling. Principals, deputy principals and Heads of departments were purposively sampled. Stratified sampling followed by simple random sampling was used to sample the teachers and students. Three hundred and sixty six (366) respondents were sampled from a target of 21,064. Data was collected using questionnaires, document analysis, interviews and focus group discussions. The findings indicated teachers' professional knowledge and application was statistically a significant coefficient (F (1,143) = 208.495, P=0.00, R 2 =0.656). This implies that the teachers' professional knowledge and application positively affect students' academic performance. Teachers' innovation and creativity also possess a statistical significant (F (1,142) = 17.32, P = 0.00, R 2 = 0.138). The coefficient of teachers' time management is also statistically significant (F (1,142) = 208.495, P = 0.00, R 2 = 0.659). The study therefore concludes that teachers' time management positively influences students' academic performance. The school management should organize seminars to enlighten teachers on the advantages of innovative and creative teaching, time management, supporting activities that are geared towards innovation enhancement.

Performance appraisal system is lately adopted by most companies and organizations to evaluate individual employee in order to get a clear picture of the specific employee.
