This article analyzes the role of social movements in order to create job through public policies in the context of progressive governments in Argentina. It is based It is based on the results of ethnographic work with the members of the Organización Barrial Tupac Amaru in Jujuy province. Examine how jobs created impact on the regional political economy and how they are part of a frame composed of welfare housing, health, education and recreation. It serves claim social citizenship rights as well as the constitution of membership and political subjectivity. It is argued that the Organización Barrial Tupac Amaru expresses a form of collective ownership of part of the social surplus concentrated and redistributed through public policies. Appropriation that is held in the struggle and collective work. Pedagogic, therapeutic and aesthetic practices produce subjects as collective subjects who are entitled to the assets created collectively.
