A LANDSCAPE ARCHITECTURE PROGRAM FOR ALBANIA

Landscape architecture is a new discipline. It was significantly present in Western European university education programs just after World War2. A new wave of Landscape architecture programs was verified during '90 in former " Eastern Europe " and some other countries like Spain, Island and Austria. The European Landscape Convention gave new stimulus to these developments. More than 200 Landscape architecture programs around world are analyzed in this study. The history of Landscape architecture programs shows that the approaches to this discipline are very diverse. While in some countries the roots of landscape architecture go back to horticulture, in other countries it is grown out of ecology and environmental sciences and moreover from architecture and planning. Albania still doesn't have an accredited program for landscape architecture. The aim of this paper is to propose a Landscape architecture curriculum for Albania based on international experience and the actual situation of the country.

Among territorial project and architectural design

The contribution develops a reflection on the urban space project in contexts characterized by historical-cultural relevance by exploring interdisciplinary approaches through the intersection of research and didactic actions in the field, which make the project emerge from specific ways of interacting with local societies. These relationships find a sense starting from the identification of some traditionally configured places in the city that present obsolete functions or abandoned conditions, but characterized by a strong urban value and can become hubs of potential and learning laboratories. In this sense, knowledge can be a tool capable of favouring forms of social relations and initiating the construction of new citizenships. The research identifies in the context of the historic city of Sassari some nuclei of urbanity, spaces and significant areas of the city that more than others recall an educational dimension. The relationship between the formative character of the historic ...

ABOUT SPATIAL PLANNING IN ALBANIA

http://mmm-gi.blogspot.com/p/nrno-1-vitiyear-2013-udc-91-issn-1857.html, 2014

Albania has a complex history of spatial planning that dates from the last century (1950 year) and has experienced a dramatic transformation due to changing political and economic regime in 1990. The first attempts to create a new system of territorial planning in Albania began in 2006 with the preparation of a policy document for planning. The process for preparation of the law on territorial planning began after the adoption of the policy document in 2007. On April 23, 2009, was passed by the Parliament, the Law no. 10119, "On Territorial Planning". This law has been amended six times since it was approved. Territorial planning authority in Albania resides at the national and local level. The national territorial planning authority resides in the central government, which (under the current legislation) is with the Territorial Planning Council of the Republic of Albania that adopts and approves or rejects different urban and spatial planning studies. The relevant ministry handling territory planning activities through the Territory Planning Directorate co-ordinates work among Territorial Planning Council, state bodies and local government bodies in the field of spatial planning. This presentation addresses these problems: - Territory Plan overview - Territorial planning in Albania - National authorities of territorial planning - Coordination of territorial planning documents - GIS Technique for Territorial Analysis - Data for Spatial Planning in Albania - Current problems related to spatial planning in Albania The purpose of this paper is to present, in short, the existence in Albania of various SIS/GIS and databases, the most important cartographic products, technologies, data extraction and data strings for the needs spatial planning. The main limitations of using GIS in spatial planning in Albania, not dealing with technical issues, but with the availability of data, organizational changes and training of specialists. The lack of available data and their quality, including mapping, remains one of the biggest obstacles to the use of GIS in spatial planning. Key words: Spatial Planning, Spatial Information Systems (SIS), mapping base, spatial planning/ territorial documents, Albania, spatial data, database for planning, geographic information

Abstract e-ISSN 1886-4805 For several decades, the notion of landscape has been instrumentalised by various fields of study and with the most diverse views and interests. This is a notion that brings together all the features of liminal spaces, areas characterised by their mediating nature. The success and rapid extension of the concept of landscape, however, has not yet seen a similar development in the methodological field nor is it achieving sufficient consensus to be applied to the administrative scope. In this contribution we will adjust our reflection around the idea of historic urban landscapes, highlighting the need to address the “change management” approach demanded by 21st-century cities. To this end, we shall delve into some new urban management initiatives, in which the “prosumer citizenship” is beginning to be a key element in the construction of the identity of the spaces inhabited. In the same vein, the scope and content of the emerging discipline of tactical urbanism will also be discussed, paying special attention to the limitations of “design thinking” in historic city centres; areas affected by environments that are frequently problematic, where the complex regulations of individual or collective tutelage that cultural assets require come into play.
