The Romanian Hotel Industry. An analysis based on real facts.

Romanian Tourism has undergone considerable changes in the transition to the market economy. These changes, together with the inappropriate solutions adopted by the authorities, led to an unsatisfactory performance of the Romanian tourism, significant differences coming up between what the resort ministry communicates and promotes and the actual state of the Romanian tourism and hotel industry. This situation has also been maintained by poor and erroneous reporting of data by hoteliers regarding the hotels managed to the resort ministry but also by the poor processing of information received by the ministry of resort / NAT, leading to a database of erroneous information regarding the Romanian tourism and hotel industry supply. These data are practically useless for any interested parties, and moreover for those intending to use the facts especially for opening a new business in the hospitality industry. This paper aims at presenting a much closer to reality statistical summary of the hotel industry, bringing into the limelight the accommodation units that operate without classification certificates and which are not fully taken into account by the NIS.
TOURIST INNS ON ROMANIA’S MODERN TOURISM MARKET
The present paper investigates a less debated topic of the accommodation sector: the presence of tourist inns on the Romanian market. More than 20 years ago, authorities decided to exclude tourist inns from the official classification system. Relying on both official data, collected and processed based on the List of Accommodation Facilities (Lodgings and Food-service units) elaborated by the National Authority for Tourism, and on the information available on specialized websites (e.g. Booking.com) a thorough analysis has been performed in order to identify all structures that function on the local market pretending to be inns. The identified structures have been categorized and discussed according to various criteria: name of the hospitality unit, name of the enterprise that owns/runs the inn, type of unit, level of classification, lodging capacity; localization. The undertaken research and analyses led to the identification of 288 accommodation and/or food-service structures matching one or more criteria that link them to inns. One of the main findings establishes that in Romania’s modern tourism industry there is a fully justified need to grant a special attention to inns. Further investigations have already been initiated in this field, continuing the current study. ANALYSIS OF ROMANIA’S AND TRANSYLVANIA’S TOURIST SUPPLY DEVELOPMENT AND PERFORMANCE
The paper’s premise is that a strong link exists between Romania’s poor tourism performance and the quality of its hospitality supply. In this respect, a comparative analysis of Romania’s and Transylvania’s tourist offering is carried out aiming at identifying the particularities of their development and the causes of their poor performance. The motivation for having chosen Transylvania resides in this region’s attractiveness among foreign tourists; it is a destination with a high potential favoring the development of some tourist products competitive on the international market. Thus, based on a comprehensive secondary data analysis regarding the public lodging facilities, the paper presents their geographic dispersion, the development of the accommodation capacity by levels of classification, the number of available beds, the types of units, the structures’ international affiliation, the main Romanian owners, etc. The dispersion by levels of classification, together with the net usage indexes of the accommodation capacity, characterize the performance of this industry. The research study emphasizes the fact that despite a high tourist potential, the present-day hospitality supply cannot support a healthy development of the tourist activity, and presents some possible causes.

For many years now, fiscal policy, based on certain rules, has become an alternative for the discretionary activities implemented by public authorities. Changes made in public finance are supplemented through the introduction of fiscal rules, the strengthening of their role and the creation of independent financial institutions. The basic objective of fiscal rules is the enhancement of public finance discipline, in particular, where it comes to its excessive relaxation. Nowadays, these rules match the characteristics of the transparent fiscal policy. However, it is worth emphasising that attaching normative nature to fiscal rules does not always result in the desired outcomes. Reduction of the effectiveness of fiscal rules may arise out of numerous reasons. The fiscal rules that are functioning both at the domestic and the supranational level should constitute an element that supports the implementation of the economic programme of particular governments. The main objective of this paper is the presentation of fiscal rules as instruments of the institutional environment of fiscal policy, which function at both the domestic and the supranational level within the EU member states, and the discussion on selected domestic fiscal rules implemented in Poland.
Tourism sector in Romania - main features
Tourism is, for many countries, the main economic driver and a priority domain for any future sustainable development strategies. Romania, despite being endowed with many natural and cultural sites, ranks behind most of the European countries in terms of tourism competitiveness due to the improper marketing, as well as the incapacity to have a correct and proper vision and to update existing products and tourist services. The paper aims at analysing the current features of the tourism sector in Romania, focusing on the most recent trends of the sector as well as inbound tourism, receipts and expenditure. Great attention was paid to the key drivers for the tourism market, analysing the country’s position in international ranking regarding the travel and tourism competitiveness.
