The dissertation is divided into four independent parts that are articulated around the daily mobility on the current technical cycle, scientific and informative. In order to this, was elected the space mobility informatization process and the electronic organization from the shifting as a way to analyze the changes in the spatial practices and on the metropolitan quotidian. Primarily was made a historical analysis from the modern city plan officialization and the connection with the beginning of motorized shifting. The Cerdà ́s contributions to city plan as a science announce the new way of shifting. The automobiles and the urban space are analyzed on their genesis and evolution, especially in Sao Paulo city, through the periferization and metropolization process, focalized on the proposition of two periodizations. Next, the metropolitan shifting processes are analyzed on the technical cycle, scientific and informative. This research main goal, the transformation analyses on the daily routine and on the spatial practices from the informatization process on the mobility space, impose the construction of a specific idea system. Based on the mobility and on the permanency, are analyzed the automobilists landscape, their relation with the urban way of life, the consumption patterns and recreation practices. The daily mobility concept is expounded and debated as spatial practices, being defined in a systemic way. The mobility researches results were evaluated with emphasis on the segregation and unevenness that determine the Sao Paulo City corporate development. Next, are the theoretical discourse about the organization, information, control, regulation and traffic vigilance concepts, with distinction to the electronic “panopticism” and to the psico and the technique dimensions, keys concepts to the daily routine understanding. The space mobility informatization processes its treated by researches made in several metropolises in several countries, that reveal the actual technique development state and these possible directions. Behaviorist researches make evident the main thesis of this work. The mutilated citizenship and the daily immobility that characterize the displacement in São Paulo are treated in conclusive form. The incomplete production of the space of circulation, their regulations and their rhythms are explained by the survey and mapping of the installed technique of electronic organization in comparison with the traffic accidents data, a true​ geography of death that contrast with the mulct industry institutionalization. The reality is interpreted with the goal to search another possible determination for the spatial practices, beyond of simple control and vigilance organization, of the incomplete production of São Paulo’s territory.
