Public policies provide forecasts for the future of countries. But this activity is different in terms of developed and developing countries. It is thought that this difference should be questioned in this study. Because public policies are questionable in developing countries. In this study; the decisive impact of international institutions that channel public policies on the public sphere of developing countries will be discussed. As a result of globalization, the issue of whether or not international institutions established their purpose is discussed and how the occupation of the present day Kudus is met by OECD members. Because this issue is important for social sensitivity. Because Israel is a member state of OECD as of 2010. Democracy and human rights are the pioneers of the conditions for the OECD member states. In this context, it should be wondered why the Israeli occupation of Jerusalem, the OECD, received silence! The reasons why the United States, one of the founding members of the OECD, together define Kudus as the capital of Israel, need to be investigated. As a matter of fact, the OECD is expected to lose its reputation following international organizations such as the IMF, the World Bank and the World Trade Organization. Therefore, the OECD is foreseen to account. Unlike the United States at this point, another founding member of the OECD, which will be explained reasons for inadequate stance of the Republic of Turkey. In this context, the impact of international organizations that guide public policies in developing countries is questioned. In the questioning; Document analysis, which is the method of studying Jerusalem's occupation with Israeli-specific methods, is based on national and international research studies. The inference reached during the evaluation phase of the research is presented with a proposal of a functional model reflecting the solution proposal. The absence of the OECD among international actors steering public policies demonstrates the importance of this work. But this is also the reason why the resources are limited.
