Democratic orientation in Nigeria in 1999 raised genuine aspirations over timely poverty reduction in the country. However, rural dwellers have remained worse off, hunger pervading and few known infrastructures eroding rapidly. Correspondingly, the crime rate has surged, as a miserable outcome of non sources of livelihood. Therefore, this paper seeks to evaluate the impact of poverty alleviation schemes on poverty reduction in rural communities in Nigeria. method of data collection for this study is descriptive survey. Accordingly, 120 questionnaires were randomly administered to residents of selected five communities in Orsu, and elicited information was systematically analyzed. We argue that the implementation of pov Government Area has not appreciably translated into poverty reduction. Issues to contend with are poor funding, mismanagement of funds (bureaucratic corruption), and sudden project/policy abandonment. Hence, there funding and monitoring of poverty alleviation schemes in rural communities in Nigeria.

"In Nigeria, people are no longer suffering and smiling, as Fela sang, but, suffering and dying. Hence, the growing incidences of poverty and concomitant problems in Nigeria are, indeed, critical issues of concern and contention. The bulk of the matter hinges upon finding apt solutions and strategies to open up and unburden human beings form abject poverty. Thus, numerous ways are sought, to rapidly and timely enhance human capacity. The National Poverty Alleviation Programme (NAPEP) is yet another effort, by the Federal Government, in this direction. Accordingly, NAPEP has had its generous footage in Enugu State of Nigeria, in the course of its confident voyage across the country. This paper is, therefore, a genuine effort to evaluate the implementation of NAPEP programmes in Enugu State and its overall outcome and impact on human capacity enhancement. The descriptive survey method of data collection is adopted. In this way, we obtained our primary data through the distribution of questionnaire, which was designed for selected beneficiaries of NAPEP programmes in the three major zones in Enugu State. In addition, our method of data analysis was based on the use of simple frequency and percentages. We argue, principally, that the implementation of NAPEP programmes, including the Youth Empowerment Scheme (YES), has not tangibly reflected upon high feasibility of human capacity enhancement in Enugu State. We conclude that there is urgent need for different levels of governments in Nigeria to exhibit more political will and commitment in the fight against poverty and its attendant problems in the country."

Poverty Reduction Strategies in Nigeria: Impacts and Implications
2016
The rising poverty incidence and its implication on achieving the goal of sustainable economic development has been a major issue of discourse among economists and policy makers. In Nigeria despite recording an impressive growth(averaging around 6.5 percent) over the past decade, the growth could not be translated into a sustainable welfare and wellbeing of the majority citizens of the nation. The menace of poverty has become so worrisome to the Government having identified poverty with most of the developmental challenges such as insecurity, crimes and other social vices that retard economic progress. Various Governments over the years came up with poverty alleviation programmes to reduce the menace. This paper reviews theses programmes and policies adopted by different administrations and evaluate their successes or failures. Most of the programmes/Policies failed to achieve their desired objective due to lack of commitment on the part of the government, corruption and bureaucrati...

This study examines Policy Implementation and Rural Poverty Reduction in Nigeria (An Analysis of National Poverty Eradication Programme in Ado-Odo Ota Local Government Ogun State). This becomes imperative in view of the growing incidence of poverty and underdevelopment in the rural areas in Nigeria and government's inability to tackle the problem. The rural dwellers are facing many challenges such as ill-health, poor education, lack of basic infrastructure and opportunities, natural disasters and economic upheaval as well as crime and violence due to neglect and inconsistence in the poverty reduction policies and programmes over the years. The study makes use of primary and secondary data. Questionnaires were administered and analyzed. The findings reveal that there have been constraints in policy implementation in Nigeria such as: unrealistic goal setting, corruption, lack of consideration of socio political environment and lack of participation of target beneficiary in policy decisions. NAPEP is constrained by these problems, which is why it could not make much impact in the rural areas. The study therefore, recommends that government should show more sincerity and commitment to rural poverty reduction through effective policy implementation. This can be achieved if policies and programmes are made relevant to the rural people through their participation in the determination of their needs, bridging the gap between the intention and the actual implementation of policy and realistic goal setting. Attention should also be paid to checking corruption and ensuring transparency and accountability. This will reduce policies' failures and bring about the desired development in the rural areas in Nigeria.

In developing societies, a large proportion of the populace lives in rural areas. These areas are largely characterized by defective or poor infrastructural facilities, poor access to health and educational facilities, poor living condition and high incidence of poverty. Thus, Poverty issue and how to minimize its incidence remain a great issue of concern by most countries of the world, especially the developing ones such as Nigeria. This paper focuses on a retrospect of National Poverty Eradication Programmes (NAPEP) inter alia: Farmers Empowerment Programmes (FEP), In Care of the People (COPE) and the Village Economic Development Solutions (VEDS). The paper revealed that NAPEP were actually deficient to empower farmers in the rural communities of Kaduna and Gombe States. Further, findings showed that provision of loans to farmers, supply of modern agricultural equipment, fertilizer, seeds, and other agricultural facilities to aid farming in these rural communities were granted to farmers at random based on their political connectivity and patronage. The paper also found that access to basic health and education in rural communities in Nigeria was deficient. NAPEP has not done enough in the provision of dispensary and maternity homes, rehabilitation and building of primary schools as well as free education for the rural populace. The Paper concluded that poverty alleviation programmes lacked sincerity of purpose, sagacity and tenacity in practice, as it served as political patronage instead of succour for ameliorating the sufferings of rural communities in Nigeria. Government fiscal and monetary policies should be geared towards wealth creation, reducing inequality, rate of unemployment and poverty.
