Curriculum, or course, design is largely a "how-to-do-it" activity that involves the integration of knowledge from many of the areas in the field of Applied Linguistics, such as language acquisition research, teaching methodology, assessment, language description and materials production. (Macalister, 2010) 2. Curriculum is a social artefact. It is configured according to elements of a cultural heritage that are deened worthy of transmitting or communicating to a new generation of learners. (Hamilton, 1999) 3. Curriculum is a construct or concept, a verbalization of an extremely complex idea or set of ideas. (Olivia, 2012) 4. Curriculum indicated a plan to educate students, which means the curriculum is a part of the curriculum and the assessment scope contains curriculum components.

Curriculum design and Development

Curriculum is so wide when it is viewed from the realm of education. Curriculum is various based on the location, culture, social, needs, and implementation. It is the arrangement of what countries and or institutions need to manage the education system grounded on institution's goal and objectives. Actually, the philosophy of the curriculum tends to define achievement as the goal and it is more relevant to efforts as the objectives. Therefore, some definitions arise to be the description of the curriculum itself and they are not mistaken as long as the definition is not restrain from the fact that curriculum is a provisional set of achievement. According to Nichols, Shidaker, Johnson, & Singer (2006) that Curriculum is an area of education that is characterized by a lack of agreement about its definition and nature. According to Wortham (2006) that Curriculum is a planned set of course that is presented to teachers to arrange teaching and learning in certain level of ages.

The Role of Teacher In Curriculum Development

One of the most important elements in education is teacher. Teachers have an important role in formulating, developing, and implementing the curriculum. When the teacher makes mistake in formulating a curriculum, student learning will not be effective. In addition, teachers also have a huge task in the process of learning both in the classroom and outside the classroom. Thus the knowledge of a teacher will determine the quality of the learning. It enable teacher to implement creative and innovative process of education. To do so, teacher needs to have capability in developing the design of curriculum, in order to enhance the quality of instruction and education process.

Working the curriculum

The curriculum of the school shoud be seen as acore document of teaching and learning. That is why curriculum development in the schools should be a continuing process. There are several factors affecting all curriculum development in meeting the needs of 21st century learners. Educators must have espoused a philosophy or philosophies that are deemed necessary for planning, implementing, and evaluating a school curriculum. We also need a commonly accepted definition for the curriculum, and, we need to keep in mind the history of curriculum: The idea of curriculum is hardly new - but the way we understand and theorize it is all the time altering over the years - and there remains considerable dispute as to meaning.

Introduction The need for the development of a curriculum to guide the activities of a school or any academic endeavour for efficient attainment of its goals and objectives cannot be overemphasized. Education essentially involves the teaching and learning experiences, and to ensure a fruitful and rewarding experience which implies a good education, the curriculum must be adequately formulated or structured to meet or reflect the needs of the society and of the individual learner. It is on the basis of the above observation that this paper will attempt an examination of the roles which a curriculum plays in a teaching and learning condition. That is, such questions as how does the curriculum enable the teacher to do his job with relative proficiency? What importance does the curriculum hold for the learner in his effort at acquiring knowledge and improving himself? And what does the educational system generally stand to gain with the development of a curriculum?, will form the major concern of this paper. However, to achieve the goal of this paper, an explanation of the concept of curriculum becomes of utmost necessity. Hence, the paper begins with the clarification of the concept of curriculum and proceeds to the analysis of the various roles of the concept in teaching and learning. The point will be made that, a deviation from the curriculum will be detrimental to the educational system, the learner and the teacher. And only by developing a curriculum which is positive oriented focusing on the learner's abilities and interest, can a proper education be attained through an enhanced teaching and learning.

Mike Schmoker (2011) in his article "Curriculum Now" makes a powerful argument when he says, "If we're serious about improving schools, this is the place to start. Until we have built a clear, coherent curriculum for every course, we'll only superficially impact learning or achievement" (p. 70). Additionally, Munson highlights in the same article the importance of a common curriculum as "…the essential precondition for productive professional learning communities (PLCs)" as has been stressed by Rick DuFour and other writers over the years.

The basic and progressive aspects are the prominent spectrums of curriculum in navigating the stakeholders. Empowerment of curriculum by augmenting its development has been a topic of ongoing discussion in the enrichment of the educational field. By reviewing selected past and present relevant articles, this review article is aimed to provoke and fortify insights for the due perfection, systematization, and standardization in the futuristic aspects towards curriculum development. Evaluation of Curriculum Development Process

The essence of the achievement of curriculum objectives depends on its evaluation process during development. If the process indicators involve comprehensively at grass root level the product will be valid for use. Content selection regarding objective consideration and with respect to the content organization is somewhat critical during the process of curriculum development. Since often no evaluation of the implemented curriculum is carried out; hence no feedback is received to revise the curriculum. This study addresses the curriculum development process issues. A validated questionnaire consisting of 84 statements was developed. Data was collected from 810 personals involved in curriculum development process and analyzed by Statistical Packages for Social Sciences (SPSS) using Chi Square. Result shows a significant association between existing process and desired process for curriculum development. Some new trends showed a mark difference like Memorandums of Understanding, Expressions of Interest, study tours and learner cognitive level.
