2018, The Fergana Events of 1898 and Sultan Abdulhamid II

In the Sunday evening of 29 May 1898, the people of Fergana, where was under the Russian Empire control then, attacked the Russian administration under the leadership of a ishan. The attack was directed to Andican, Oş and Margelan administrative units which were important centers in the Fergana Valley. The Russian administration faced with a difficult situation in the Turkestan region as the chief responsible of the events was a Nakshibendi ishan and it was an unexpected development for the Russians. İshan Muhammed Ali Halife, in his testimony after being arrested, indicated that he had been missioned by Abdulhamid II, the Sultan of the Ottoman Empire and the Caliph of the Muslims, as the caliph of Min-Tübe region. And the participants of the events were captured with a green flag, a khilat and a certificate. These proofs made the Russians to consider Pan-Islamism as the main reason behind the events. And the investigations were deepened and concluded in that direction. The Ottoman administration was blamed by the Russian and British newspapers. Thus Sultan Abdulhamid II was accused of being the instigator in the international community. By relying on the mentioned news and the Russian reports, some researchers admitted the relationship between the Ottoman administration and the 1898 Fergana events. However, the Ottoman archives were not consulted in these studies. When the events are considered from the Ottoman perspective and sources, it is seen that the Ottoman authorities closely followed the developments and investigated the matter in detail. The Ottoman administration declined the allegations and sent corrections to the Russian administration and to the newspapers. Moreover, when the Russian investigation reports have been examined it has been revealed that the document showing the holy war was declared in the name of Caliph Abdulhamid II was not authentic.
