Safety Culture and Its Contributing Factor in Education Sector in Malaysia

The importance of safety culture has been the focus of research attention in many sectors in Malaysia for many years in order to achieve a positive safety environment at a workplace. However, the safety culture among teachers in education sector has rarely been examined especially in school. Four factors were focused in this study; safety policies, safety procedures, safety training and safety committee as factors that leads to safety culture in school. Self-administered questionnaires that included a demographic and the factors focused in this research were used to collect data from 111 schools in Kelantan, which is one of the states in Malaysia. The number of returned valid questionnaires was 408. Confirmatory factor analysis (CFA) with Amos 19 was used to analyze the data. The measurement model shows that the four factors of situational dimensions lead to the safety culture among teachers in school. The results of the analysis indicated that safety policy, safety training and the safety committee would do well to increase the safety culture in education sector.

Understanding safety culture in an organization can make a significant contribution to changing employee attitudes and behaviors in relation to workplace health and safety. Many studies have shown the importance of element that leads to broad behaviors, or culture actions, that are considered essential to the development of a positive safety culture in a workplace mostly in high-hazard industries, but less is done in the education sector. The aim of this research paper is to identify areas of improvement that can be addressed by managerial decisions and also policy activities in the Malaysian education sector, in creating academic organizations as a safe workplace for teachers and students. Therefore, this study was to analyze the relationship between factors that contribute to safety culture, analyzing through the Importance-Performance Matrix Analysis (IPMA) what the aspects to improve by the management to increase a safe working condition in the education sector, using PLS-SEM. Data were collected from 447 academic staff from Vocational Colleges using a cross-sectional survey by using a multi-stage sampling. Several components such as safety training, safety knowledge, PPE, safety communication, safety rule and the influence of peers significantly contribute to the positive safety culture in vocational training as the managerial need to keep up the great effort in bringing these element in this sector. Malaysian Ministry of Education should place OSH Education as a separate course in curriculums of vocational and technical schools at all levels. Furthermore, legal regulations must be included in OSH Education so that all staffs and students grasp the legal status and importance of OSH.

Determining Factors on Technical Instructors' Safety Culture Using Structural Analysis Approach

Studies on safety culture have been increasing and several proposed models have been developed and evaluated to identify their key dimensions contributed to many occupational sectors. However, less of safety culture studies focused at education sector especially in Malaysia. This study aims to seek a deeper understanding of the structures of safety culture in Malaysian education sector mainly at Technical and Vocational Education Training (TVET). The objective also to investigate the relationship between psychological, behaviourial and situational dimension with safety culture, and to find out what can be done by the top management to increase safety culture in education sector. Data was collected from 391 Vocational Colleges' (VC) instructor all over Malaysia that being selected using multistage sampling. Data was analyzed using SPSS 24 and SmartPLS-Structural Equation Modeling (SEM) technique. Partial least squares analysis revealed Influence of Peers, Safety Knowledge, Safety Communication, Safety Rules, Personnel Protective Equipment and Safety Training plays a pivotal role in inspiring the safety culture among the instructor. Assessment of Importance Performance Matrix Analysis (IPMA) showed that Safety Knowledge, Safety Rule, Influence of Peers and Safety Training are very important factors in determining a safety culture due to their relatively higher importance values compared to the rest of the variables. The study will help to improve safety culture in education sector and expected to bring in more safety awareness among instructor, which will inevitably bring in a culture of safe behavior. The ultimate result will be a substantial reduction or elimination in safety-related incidents and make an education sector as a safe workplace. Only a very few have examined the safety culture factors among VCs' instructor as one of the TVET organisastion, and the used of Smart PLS is a novel idea, with the post analysis of IPMA gives an indicator to the top management of TVET's education and Malaysia Ministry of Education (MOE) in build safety culture in this sector. Compliance of OSHA 1994 is seen as a good measure to build an education sector as a safe workplace. Safety culture and its associated factors among the staff of a government medical/agricultural school inMalaysia

Workers practicing good work safety culture (WSC) will have less accidents at their workplace. This principle applies in public institution as well.Work safety culture is usually studied in the dangerous sectors, but studies on work safety culture among staff of public university setting in Malaysia is scarce. The main objective of this study was to determine the proportion of knowledge, attitudes and practice (KAP) on work safety culture (WSC) and predictors for knowledge, attitudes, practice of work safety culture and its associated factors among the staff of a public university in Malaysia. A cross-sectional study was conducted on 220 randomly selected Malaysian employees who worked for at least one year intwo different faculties. The self-administered questionnaire was used to collect information on socio-demographic, employment characteristics, as well as data on knowledge, attitudes and practice towards work safety culture. The results of the study showed that out of 184 respondents who answered the questionnaire 174 (94.6%) had good knowledge on safety culture, 128 (69.6%) had positive attitudes towards safety culture and 140 (76.1%) had good practice towards safety culture. Binary logistic regression test showed that permanent staff is 1.19 times more likely to have higher knowledge (OR=1.19, 95% CI:1.09-5.70) compared to the other group of respondents. Staff with work duration 10 years and below (OR=1.51, 95% CI: 1.25-6.07), staff with degree/diploma (OR=1.29, 95% CI: 1.19-5.82) and married (OR=1.07, 95% CI: 1.02-5.38) are 1.51, 1.29 and 1.07 times respectively likely to have higher positive attitudes compared to their counterpart. Female staffis 1.92 times more likely to have higher good practice (OR=1.92, 95% CI: 1.45-6.91) compared to the male counterpart. In conclusion,the proportion of good knowledge, positive attitude and good practice of safety culture is high among the staff of UPM but still lower compared to those found in other studies on safety culture, most especially the attitude of the staff towards work safety culture. Based on the findings of this study, future research is needed to find out on why the employee in this institution of those that come from higher education background, higher working experience and single are associated with lower odds of positive attitude towards safety culture and the male staff are as well associated with lower odds of good practice towards safety culture. Hence, in creating awareness on work safety culture in other to minimize work related injury and improve work safety performance a good surveillance data on work safety culture in UPM are needed to determine the level of work safety culture and to plan programs for its improvement.

The manufacturing industry has now become one of the most hazardous industries worldwide. Workplace safety remains a field of interest in the manufacturing industry due to the increasing number of accidents in the workplace. Higher number in workplace accidents in this industry has lead to the question of whether the employers commit enough care to the employees’ safety and health in striving to optimize productivity. Operationalisation of Safety Culture to Foster Safety and Health in the Malaysian Manufacturing Industries

Rapid economic growth via industrialization has given not only a significant impact in terms of income distributions and quality of life, but it also resulted in increasing number of accidents at workplace. In reducing risk at the workplace, Occupational Safety and Health (OSH) is an important aspect. It is a standard which are set in legislation with the aim to eliminate and reduce hazards at workplace. Besides OSH, the term 'safety culture' is also an important aspect in reducing risk and accident at workplace. This paper discuss on the operationalisation of safety culture to foster safety and health for the Malaysian manufacturing industries. Operationalisation is the process of specifying the extension of a concept which in turn, will convert the concept into a measure. Hence, operationalisation will make possible concept to be uniformly understood and used since no measurement has ever been established to determine the current state of safety culture in the Malaysian manufacturing industries. A methodology quantitative was adopted towards a comprehensive understanding of safety culture amongst operational workers in Malaysian manufacturing industries. The preliminary survey has identified management commitment, safety leadership, training and education and employees involvement as important behavioral aspects. The findings generated from selected operational workers in Malaysian manufacturing industries reveal that safety culture comprises of both the behavioral and situational aspects. These identified behavioral aspects were further included in the main survey and combined with situational aspects towards safety culture in manufacturing industries. At the end, this study is expected to help policy makers and government to formulate new, effective and efficient policies and strategies that will promote a safety and health working environment, which in turn will be a workplace culture in this sector.

Assessing the Behavioural Factors’ of Safety Culture for the Malaysian Construction Companies

Modifying behavior and to encourage safe behavior is the key element of a good safety program. Defining safety culture, based on behavioural factors frees us to include a host of behaviours as part of the puzzle that creates the cognitive construct of organisational culture. Hence, the objective of this paper is to identify the behavioural factors' of safety culture for the Malaysian construction companies. The sample for the study was selected from the total population of Grade 7 registered contractors but was limited to those building contractors in the area of Klang Valley. The questionnaire survey approach, identified leadership, organisational commitment, management commitment, safety training and resource allocation as the practices that embed safety culture into the organisational culture. A fairly emphasis on the behavioural factors' of safety culture with an equal number of elements received mean score exceeding and below the median score was found currently practice among the Malaysian construction companies.

Safety Culture at the Workplace: A Study on Malaysian Manufacturers

Up to 1995 the International Labor Office reported that Malaysian manufacturers in general had a languid attitude towards safety at the workplace. The ILO office claimed that the majority of workplace injuries are attributed to attitude, knowledge and practices of employers as well as employees. After the tumultuous financial crisis of 1997, the contraction in economic growth from 1998 right up to 2002, SARS in 2003, the impact of the Iraq war in 2003-2004 and finally, the unprecedented tsunami tragedy at the end of 2004, Malaysia has undergone an eventful ten-year period, and this has especially affected the economic growth within the manufacturing sector. Quantitative study design, mostly conducted in a high incident manufacturing setting, proactive safety culture measure is favored among researchers in safety culture. Four articles that studied the relationship with safety performance also showed a significant relationship with safety culture indicators. However, despite the importance of this subject, the number of studies is still low, especially when it comes to qualitative design. For OSHMP2025 to accomplish its goal of instilling preventative culture in all working environments, more study is needed to understand the relationship between the factors assessed, in a variety of different Malaysian sectors.
