The following paper examines how Israel can utilize public diplomacy tools and methods in order to develop its relations with India. It does so by concentrating on four main aspects of the relations, which preliminary research had shown has the greatest potential for advancement. These aspects are tourism, trade, culture and higher education. The research methodology consisted of two main pillars: academic research and interviews. The interviews were conducted with representatives from the public sector, non-governmental sector and the world of academia. The interviewing process was done with an emphasis on approaching interviewees from both countries: both Israelis and Indians. Following the research we came to these policy recommendations: Academia- create a correlation between the offered scholarships to English speaking programs in order to create more options for Indian students in Israel. Also, create tailored programs aimed at attracting students from the region by highlighting Israeli innovation and technology, which is desirable in the Asia-Pacific region, and in India specifically. Culture - Highlight Israel's cultural diversity, produce a Bollywood style Israeli production targeting the Indian public, and establish cultural gaps preparation sessions in order to minimize the probability of mutual misunderstandings. Tourism- brand Israel as a safe, leisure and historical vacation destination, and streamline the visa process, making it more user-friendly. Also, advertise Israel while targeting the large Christian population and the middle class Hindus .Trade - Signing a Free Trade Agreement (FTA) with an emphasis on services. Such an agreement is expected to double the volume of trade between Israel and India. Creating a compatible system for Israeli technology in India’s market will enable the implementation of ideas and developments within the Indian market.
