Over the years, finance has posed great challenge to government at all levels in Nigeria and this has translated into truncated efforts in infrastructure delivery. Today however, there is a paradigm shift from the conventional ways of delivering infrastructure to PPP. This study highlights the infrastructural facilities brought forth by the Lagos State government via PPP. The State of Affairs of Public Private Partnerships in Ethiopia

Owing to the increasing demand for social and public services and the inability of governments to satisfy these demands, the need for introducing public-private partnerships (PPP) has recently been remarkably increasing in developing countries. This was not an exception in Ethiopia. Thus, this study was designed to examine whether Ethiopia had the necessary institutional, legal, and policy frameworks for PPP; to explore if there were existing PPP projects and determine their typology, as well as identify potential PPP areas and the associated challenges. To this end, a qualitative exploratory design was employed. Data were generated through in-depth interviews and focus group discussions from several federal and regional institutions and municipalities and through document analysis and literature review. The study reveals that Ethiopia has recently developed PPP specific policy, legal and institutional framework, albeit there is a vast capacity deficit from the government side to implement complex PPP contracts. Although not yet well institutionalised, there had been some PPP-oriented contract agreements in Ethiopia before the PPP-specific framework was developed in 2018. They include contracts for utility billing, security and cleaning, urban greenery, waste disposal, and the construction of condominium houses. Most notably, the government has recently awarded PPP-based concessions to foreign companies to develop energy plants and several projects are already in the pipeline. However, implementation is still at an initial stage. Some recommendations have been forwarded so that Ethiopia could get the most from PPP without harming its national interest and crowding out the local private sector.

Public Private Partnership refers to a mutual arrangement between government or the public sector and a private entity for better provision of public infrastructure and services. This study was conducted in Addis Ababa Unified Billing System with the aim of assessing the status of public private partnership in the area. the design of this research was cross-sectional involved qualitative and quantitative data type. A total of 375 participants were selected through probability and non-probability sampling technique, 4 officials were interviewed using an in-depth interview tool, and data from 367 customers of Unified Billing System were collected through questionnaire. Data were analyzed using both quantitative and qualitative data analysis techniques. The result of the study indicated that Unified Billing System is found in a good mood and the actors have their own defined roles. Even though there are challenges like absences awareness creation trainings, the poor infrastructure of Ethio-telecom to Unified Billing System has a positive impact on the area of service delivery. The study revealed that there is a policy and research implication on public private partnership and understanding of the rules that govern the relationship of concerning actors.

The Nigerian government’s efforts at engaging the private sector in the massive infrastructure development necessary to meet its goal of being one of the best 20 economies in the world by 2020. However, using PPP for infrastructure delivery in Nigeria is becoming a problem. The purpose of this research is to identify key challenges in implementing PPP in Nigeria with a view to suggesting strategies to address the challenges confronting PPP infrastructural projects in Nigeria. The delivery of public works and services through Public Private Partnerships (PPP) has witnessed different challenges in many developing countries. The implementation of PPP in Nigeria provides an opportunity for the government to address the inadequate public infrastructure and facilities, and to reduce government debt profile. This study aims at developing a new approach for effective implementation of PPP projects in Nigeria. The objectives are to identify PPP success factors and to develop an implementation model for effective PPP projects. The adoption of Public-Private Partnership (PPPs) in Nigeria is all about enhancing government's capacity to provide sports infrastructure, halt infrastructure decline and decay, the national sport policy of 1987 revised 2002 outlined 15 objectives of the policy out of these; this paper will use three of the policy objectives as the baseline of discourse's, this three objectives of the policy includes: the attraction of major international sports Events(competition); the encouragement of private sector investment into sports and the encouragement in the provision of recreational and sports facilities by the three tiers of government. Over the last decades sports industry has mutated and metamorphosed; the growing sophistication in terms of infrastructure needs and scientific and technical supports, the increased visibility of competitive sports and the emergence of sports as a serious business proposition have lent credence to this as was reflected in vision 2010 of 1997 position "that there is the need to develop and maintain our sporting infrastructure, private sector involvement in the development of infrastructure and equipment." Nigeria has made proactive efforts to host numerous sporting events, like the commonwealth games, FIFA World cup and Olympics, but because of the near absence or lack of international standard sports infrastructure and facilities makes the bidding a nullity. The need for the provision of infrastructure in any developing country cannot be overemphasized as it constitutes the backbone of the country's national economy. Studies have shown that Public-Private Partnership (PPP) is being adopted globally as alternative to the traditional direct procurement for public goods and services. The synergy from the partnership is expected to produce benefits to all stakeholders, especially the end users. However, earlier studies have shown that there is little empirical work trying to answer why PPPs are more advantageous. Similarly, results of those available ones are contradictory and inconclusive, hence this study. The objective of the study is to evaluate, from the user " s perspectives, the effectiveness of PPP in achieving the envisaged benefits in the delivery of public goods compared to direct procurement. Drawing mainly from the Theory X-efficiency, this study adopted a descriptive survey research design with the Lagos Bus Rapid Transit (BRT) Project as a case study. Interview and questionnaire were used to generate primary data from a population of 100,000 daily averages of BRT passengers. Premised on the population " s homogeneity, 500 respondents were selected using Non-probability (Incidental) Sampling. Data were processed and analysed using both descriptive and inferential statistics with the aid of the Statistical Package for Social Sciences (SPSS). Results showed that PPP has effectively achieved the targeted benefits better than direct public procurement. The paper concluded that PPP has been more effective, and therefore a better option, than public procurement of public services. The study recommended among others that PPP option should be extended to other areas.
Utilization of public private partnership (PPP) for social infrastructure provision in Nigeria

Public Private Partnership (PPP) has been widely used to deliver public infrastructure and services in most developed countries like UK, Australia and Canada. However in Nigeria, the implementations of PPP for social infrastructure have not been fully adopted despite the benefit of the procurement system in terms of the usage of private sector finances to provide public infrastructure. This study thus assesses the utilization of PPP for social infrastructure in Nigeria. Cross-sectional research design is used for this study and the population comprises of professionals involved in the execution of PPP projects, government agencies and parastatals, public and private institutions, and contracting organisation. Convenience sampling technique method is used for this study of which 68 questionnaires were distributed and 49 was returned and used for the analysis, given an average response rate of 72%.
