The purpose of this paper is providing a propose solution for addressing the problems in conducting maritime law enforcement in Indonesian waters territory, particularly in coastal areas. Descriptive Qualitative approach is employed in this study. Primary data are collected from literature and desktop studies. Data analysis is conducted through the qualitative approach. This paper examines the monitoring and maritime law enforcement systems existing in Indonesian waters. It is clear that the complex problems in the maritime law enforcement system in Indonesia. Including: the lack of funding, facilities, trained personnel; the lack of inter-agency coordination mechanisms and communications among the various enforcement agencies; lack of environmental and natural resource awareness. The establishment of a national body in maritime law enforcement activities in coastal areas or coast guard is one of alternative solutions that proposed for addressing coordination and institutional problems in the operational of maritime law enforcement in Indonesian coastal areas. sumber:www.oseanografi.lipi.go.id Oseana, Volume XXXII No.
