Education is the key to social change. In its broadest sense, education is simply one the aspect of socialization: It involves the acquisition of knowledge and the learning of skills. Education is interlinked with employment and availability of job opportunities. In India, a person aged 7 years and above who can both read and write with understanding in any language has been taken as literate. But the addition of numbers in a literacy rate won’t put India on the highest ladder of economic growth. Learning outcomes is as important as enrollment in educational institutions. Though the eye catchy numbers of Student enrollment, students learning outcomes are not at the expected level, basically in rural India. Also, there is no alternative available in villages to get a good education. In a rural India, 6 out of 10 educational institutions lack basic resources and most of the time teachers are not ready to do a job in villages where basic facilities are in scarcity. The proposed study investigated the linkage between the availability of infrastructural facilities and trained teacher in educational institutions in the rural part of India and students learning outcomes. Most of the students don’t complain about the situation they keep going with learning. They continue with the education but the impact of scarcity of resources and unavailability of a well-trained teacher is worst. The original research for this paper has drawn upon schools from rural Maharashtra. Data for the research paper has been taken from the NCERT- National Achievement Survey, Gross Enrollment Report- Government of India, National Education Policy 2016 and Budget of Maharashtra Government.
