Innovation and Development in Improving Public Services During the New Normal Era in Indonesia

Various changes that occurred due to the emergence of COVID-19 and the entry of the new normal era led to the government's need for innovation and new development in providing public services to the community. This study aims to examine how the government can create innovations and develop various public services in Indonesia in the new normal period. This research will use a qualitative approach using analytical methods. The data in this study was obtained from various studies and studies that are still relevant to this research. This study found that the government has made multiple innovations for the public service sector. The form of these innovations is the focus in the APBN budget to deal with the APBN in such areas as health, education, social, or economic aspects. This is developing following the Industrial Revolution 4.0 era and the paradigm in public administration, which conceptually adopts many practices from private organizations. The government establishes partnerships with private organizations to study and seek innovative ideas in public service.

Initiative and Implementation of The Public Service Innovation by Regional Government in Indonesia

The Grand Model of Bureaucratic Reform in Strengthening Government Innovation: A Review of North Maluku Province, Indonesia

In order to promote government innovation, this article outlines the overall goal of bureaucratic reform in Indonesia as well as how it is being implemented in North Moluccas Province. An exploratory qualitative methodology is used in this article's data analysis, which is complemented by theoretical evaluations of many sources on public administration innovation trends, public service innovation, and government innovation strategies. According to the theoretical review analysis, it indicates how a notion has changed from the most recent trend to the previous trend. This study must be done in order to comprehend the paradigm change in Indonesian economic innovation from conventional models to digital-based innovation. It is crucial to do this study to learn more about Indonesia's regional innovation's paradigm change from traditional models to bureaucratic innovation based on digital technologies. How come? By focusing this research in North Moluccas, it needs a new innovation in island-based administration since its topography comprises of isolated islands that are challenging to link in the public service network. The internal dynamics of Indonesia's Grand Design Bureaucracy from 2010 to 2014, 2015 to 2019, and 2020 to 2024 are related to this change in the trend. A number of conclusions are drawn from the discussion of this article, including the need that the North Maluku Provincial Government compare its accomplishments to those of other regional innovation indexes. By empowering state employees to carry out the digital transformation of public administration and services, North Maluku Province may accomplish public service innovation. The future of civilization, collective intelligence, and creative public service methods will be impacted by these autonomous data-based decision-making processes.

One-Stop Administration System: Public Service Innovation in the Indonesian Public Sector

Driving Indonesia’s Public Service Innovation Through Leadership Model

This study analyzes how the leadership model encourages public service innovation in Indonesia. So far, experts have reviewed the leadership and innovation as limited to the leader capacities, leadership styles and leader determinants towards innovation. However, the leadership model of the innovation process has not been systematically identified and has not been seen in detail when and how the model of the leadership has relations with the innovation process. Therefore, the purpose of this research is to identify and explore a successful leadership model delivering innovation so that innovation can be applied in public organizations. This research used a descriptive qualitative approach. This research took an example of innovation cases in the provincial Government, a special region of Yogyakarta. The location was chosen based on the bureaucracy leadership level of Sub-district, District, and province. The results stated that types of innovation in five public organizations with different processes present a different leadership model. It formed important findings based on the background of three, namely 1) collaborative efforts among stakeholders; 2) Single Fighter: Manage yourself; and 3) Top-down: interest bases. Leader models tend to differ on the bureaucratic leadership level of provincial, district level, and sub-district levels.

Building Sustainability of Public Service Innovation in Bandung City, West Java, Indonesia

Continuity of innovation is very pivotal to improve the effectiveness of public service delivery. Various innovations have been tried to be made to solve problems and improve the quality of public services. The Bandung City Government has implemented various innovations, even the city of Bandung recognized as the best performer in public service innovation competition particularly in the 2018 Innovative Government Award (IGA), but then received 6th place in the same competition in 2019. However, the question is how to keep innovation in the heart of organization and become sustainable, what kind of solutions can be proposed to sustain the innovation in public service? To gather data and information regarding the continuity of innovations in Bandung City Government, case study, interview and focus group discussion (FGD) are applied as methods of the research. The research findings indicate that in improving the sustainability of public service innovation, integrated management system, policy, leadership and citizen participation are crucial in sustaining innovation in the Bandung City Government.

The Landscape of Inclusive Public Service Innovation in Indonesian Local Government

The global movement demands equality and justice, which the state must fulfill through integrative public policy, therefore public service is the right of all society groups without exception. Various studies on public service innovation in Indonesia only provide an overview and is less specific about inclusiveness, especially with regard to innovation of services by local governments. This study aims at finding innovative models of inclusive public services at the local government level. The Content analysis was used to review documents for the Indonesian public service innovation report from 2014 to 2019 respectively. The results showed a positive trend in increasing inclusive services, and the vulnerable groups targeted by the innovation vary widely and the poor receive more attention than other groups. The innovation in Inclusive health service are a dominant number compared to other types of services, with education and social services showing an increasing trend. Furthermore, local governments in Java are more active in providing innovations compared to outside Java, and the provincial government is also more active in providing inclusive innovations compared to city and regency governments.

Comparative Analysis of Public Officials’ Innovation Capacity Between Central and Regional Agencies in Indonesia

As one of the initiators of the public sector’s innovation, public officials, both in central and regional government agencies, must have a strong innovation capacity to deliver innovations that are beneficial to society. The purpose of this study is to further explore on how is public officials’ innovation capacity in central and regional agencies and whether there are differences in the innovation capacity between them. This research uses a quantitative approach. The population in this study are all public officials from central and regional government agencies who completed the Leadership Training in Puslatbang PKASN LAN. The deep-rooted pathology in public services and the high demands on its quality improvementencourage the government to focus on service functions, especially during the Joko Widodoand Jusuf Kalla Administration. In line with Nawacita (nine programs), their electionpromise, and the bureaucratic reforms planning of 2015-2019, the improvement of publicservice delivery becomes one of the most important issues.
