Globally, the last few years we have seen an enhanced control of environmental pollution related to the exploitation of the mines and metallurgical facilities and industrial complexes in general. With enhanced control of the transport of chemicals both within states and in transit across borders, provided a higher level of prevention and security of the transport. The goal is, of course, the processes to be treated in the frame of sustainable development, although hardly feasible, it still has a positive impact on the final performance, and is associated with the development and awareness of the consequences of pollution by industry sector and the implementation of supervision and control, supported by legislation of relevant institutions. Inevitably, on the other hand is necessary and appropriate risk assessment in terms of handling, storage and transport chemicals and precursors. Human error as a factor, as well as various overlook technological processes may be one of the conditions for disaster outcome. Many raw materials, by-products and final chemical products carry a certain risk in the preparation, storage, transport and unloading, which represents a growing danger and can lead to unpredictable and long-term effects on people and the environment.

Silesian University of Technology in Gliwice, in cooperation with the Institute of Minerał Raw Materials and Energy Management of the Polish Academy of Sciences with the participation of the following companies: JSW Szkolenie i Górnictwo Sp. z o. o. and JSW IT Systems, begins work on a groundbreaking initiative - the creation of a Competence Center in the field of Security, Operational Analytics and Management of Hazardous Situations in Industry. This project aims to change the approach to safety in industry, but also to open new perspectives for employers, academic staff and students. The article presents the original concept of the new groundbreaking Competence Center for security and crisis management at the Silesian University of Technology. The purpose of this publication is to present the most important assumptions of the creation of the Competence Center at the Silesian University of Technology regarding innovative partnership of science and industry in the field of security and crisis management. The aim of the article is to present the key assumptions and the importance of crating the Competence Center at the Silesian University of Technology, which is to be an innovative partnership between science and industry in the area of security and crisis management. The article aims to draw attention to the need to change the approach to safety in industry and to open new opportunities for employers, academic staff and students by integrating the latest scientific achievements with industrial practice.

The recent COVID19 pandemic worldwide has exposed the many weaknesses in the management of environmental, health and safety in both the private and government sectors, especially in dealing with extreme hazards. This paper will concentrate on only the chemical industry sector which faced many problems due to the COVID19 pandemic. Industries faced shutdown due to quarantine and lock down to control the spread of the virus among workers and the public. The business continuity program faced an immense challenge in both small and large business sectors. We can list many but the major concern was what happened in the fertiliser storage facility in Lebanon Port on 4th August 2020, where a large amount of ammonium nitrate stored at the port of the city of Beirut, the capital of Lebanon, accidentally exploded, causing at least 180 deaths, 6,000 injuries, with US$10–15 billion in property damage, and leaving an estimated 300,000 people homeless. This extremely violent explosion occurred due to the “Dose and Response” nature of storing large amount chemicals: Ammonium Nitrate near human populations. In small quantities this chemical is manageable but in large quantities along with combined exposure to water and heat, can lead to explosion extremely deadly to human life and property. The ripple effect was the damage to the fragile economy, already impacted by the COVID19 pandemic, worldwide. Managing major and minor accident hazards is an art that needed to be engaged and developed early. The International Labour Organization (ILO) published the Code of Practice on Major Accidents Hazards (1991) after the Bhopal tragedy in India on 2–3 December 1984. In Malaysia, this was adapted and put into practice after the tragedy of the “Bright Sparkler Fireworks accident” in Sungai Buloh, Malaysia on 7 May 1991. At the time of the explosion, the hazard aspect was controlled by the Police under licensing for explosives and Local Authority which merely looked into commercial aspects. Environmental safety and health aspects were lacking during inspections. Hence the federal government legislated the Occupational Safety and Health (Control of Major Accident Hazards – CIMAH) Regulations, 1996. This placed the burden of proof on the industry whether the hazard was major or non-major under the regulations. The study will be focused on the Occupational health and safety management in oil and gas companies impacted by the sector’ crisis, In all OHS management approaches, we will be able to talk about three categories of management, Legal, Socio humanitarian and Financial/Economic. It is known that all OHS managements methods have objectives in term of reduction of injury, occupational fatalities and occupational assets damage and losses, and this by adopting multiples methodologies in management of hazard identification and inherent risk reduction and mitigation, and the application of multiple solutions to reach the fixed targets. The OHS management models are similar to any other management process, they are systematics and interact with any other processes or systems in a unique organization ( company ), All others process in a unique organization can be integrated, and because of the importance of this process in companies, it affects all others process directly or indirectly. Since the OHS is an everyone concern, we may determine the concerned parts( involved parts ). We will not talk about a normal and stationary OHS management model that has normal objectives and target to realize, but we are studying a management module multidimensional, considering all OHS management categories, having the same standards objectives and approached with the same key performance indicators, “BUT” having multiple special circumstances to be considered; the crisis circumstances and all related constraints and obstacles that need to be managed and solved. The determination of the operative field of research is essential in this level, we will focus on the oil and gas crisis of 2015, the impact on the oil and gas companies, and especially the impact on the OHS management in these companies representatives of the oil and gas sector. The study may be extended to cover the other related industrial sectors, services sectors, financial and assurances sectors, tourism sectors and any other sector that may be impacted. The study will generate a crisis management model that can be able to help the decision makers to fix their strategic choices to solve such crisis. The focused will be on the determination of multiples strategic demarches that can be adopted by the deciders to solve many crisis impacts. Those strategies will be identified and studied as variables. Define the problems and the different objectives is the first step, Define the different strategies to operate and to solve the problems is the second, The action plan can be composed from multiples strategies to be tested. Some of the strategies are complementary and others are contradictory and substitutable. These strategies are proposed as solutions for the crisis. There is no guarantee that an "X" strategy will succeed during implementation. the crisis stakeholders’ reaction ( involved parties ) to this "X" strategy are unpredictable. The use of principal component analysis is essential (PCA), this method is based on statistical methods using an orthonormal model to transform possibly correlated variables into a linear axes of variables called principal component. The objective is to classify multiple variables within an area of 02 axes, the axes will be created according to the general behavior of the variables initially tested. The PCA allows to explore the links between variables and the similarities between individuals. The PCA is a factor analysis, in that, it produces factors (or principal axes) that are linear combinations of the initial variables, hierarchical and independent of each other. Rather than performing a cartographic representation for each of the variables selected for the study that gives us information that is often recurrent and redundant, the calculation of some main components concentrating most of the information contained in the matrix - or table - of data. The starting point makes it possible to distinguish very clearly the major trends in the spatial organization of the space studied, without drowning in a sea of figures that are difficult to interpret. The scale of each axis will use the Risk philosophy to be able to measure the risk category of each strategy when adopted and also when ignored. This study will open the door for other complementary models to give more precision to our methodology of estimation if we go through the analysis of each risk category and to split it into likelihood and severity.

Starting from accelerated industrial development, industrial disasters (chemical spills, explosions, nuclear accidents, etc.), which fall under man-made (technological) disasters, increasingly threaten human lives, the environment, and property. Their complexity and far-reaching consequences, both at the local and global levels, require effective management of industrial risks and the disasters themselves (preparedness, mitigation, response, and recovery). For these reasons, the review paper aims to provide a holistic description of the diverse causes, dynamics, and multidimensional consequences of disasters. Additionally, it highlights and explains the key factors that directly or indirectly contribute to their occurrence. Furthermore, it could be said that the paper analyzes existing strategies for managing risks from industrial disasters and systematizes recommendations for improving preventive and reactive measures in high-risk industries. On the other side, the paper utilizes a comprehensive literature review, which involves the systematic identification, review, analysis, and critical evaluation of existing scientific papers, studies, reports, and regulatory documents on industrial disasters. Besides that, it also includes a detailed analysis of well-known industrial disaster cases such as Seveso (Italy, 1976), Bhopal (India, 1984), Chernobyl (Ukraine, then USSR, 1986), and Fukushima (Japan, 2011). The paper emphasizes that industrial disasters are often the result of the combined influence and interaction of technical failures, human errors, and inadequately developed safety procedures. Moreover, it can be highlighted that the design and implementation of preventive measures, such as regular maintenance of technical systems and systematic training and education of employees, are crucial for reducing the likelihood of such catastrophic events. The implications of this review paper are multifaceted and point to the following: the need to reassess current safety practices in industries; reconsider the potential for introducing innovations in preventive technical-technological solutions; examine the thorough implementation of innovative early warning systems, safety procedures, and modern equipment in facilities; improve cooperation between engineers, safety managers, and regulatory workers; reassess the need for additional updates and tightening of regulations regarding the storage, transport, and use of hazardous materials in industry; and improve the management of risks from industrial disasters.
