Information and communication technology (ICT) utilization has been recognized as one of the drivers of effectiveness in service delivery. The study considered the emails and computer sets as ICT tools for effective service delivery in Anambra State Universities. Private and public Universities in Anambra state participated in the study. The study adopted correlational survey design. The study population comprised 5,038 Staff of public and private universities in Anambra State. 645 teaching and non-teaching were drawn from the Faculties of Education and Management Sciences participated in the study. The study employed the Questionnaire on Effectiveness of Service Delivery Scale (QESDS) and Questionnaire on Utilisation of ICT Scale (QUIS) for data collection. The instruments were validated and reliabilities were established at 0.814 and 0.767 using Cronbach Alpha. Multiple regression technique was employed for data analyses wherein the coefficient of regression and its corresponding t-values were used to answer the research questions and test the hypotheses respectively. The results revealed that staff use of e-mail did not significantly determine the effectiveness of service delivery in both public and private universities, and that use of computer set significantly determined the effectiveness of service delivery in both public and private universities. The study recommended that staff of organizations should be trained on use of ICT gadgets to enhance job effectiveness.

There is no doubt about the fact that information and communication technology utilisation (ICT) is a life wire of any school organisation. However, planners and administrators are aware of the contributions that ICT utilisation could make to the enhancement of academic activities of the institutions. The attainment of the goals and objectives of higher institutions of learning required the availability and optimal utilisation of ICT. Based on the foregoing premise, this study examined ICT utilisation as a veritable tool for academic staff effectiveness in Nigerian Polytechnics. The concept and importance of ICT utilisation were critically examined. Challenges associated with ICT utilisation were highlighted, which include unsteady power supply, inadequate funding, poor quality of telecommunication connections, and lack of qualified ICT operators. The Use Of ICT Among Academic Staff: A Survey Of Tertiary Institutions In Bauchi State Nigeria

Information and Communication Technology Adoption (ICTA) among academic staff is of paramount importance towards effective service delivery in Higher Education Institutions (HEIs). However, the poor ICTA by many academics in the teaching and learning process is of particular concern especially in Nigeria. Against this background the paper examines the influence of organizational (ICT Infrastructure capabilities) and technological (perceived usefulness and perceived ease of use) factors on ICTA. A total of 350 structured 5-point likert scale questionnaires were distributed using stratified sampling for the purpose of data collection. The reliability and validity of the questionnaire was tested using Cronbach's Alpha and factor loading while data was analyzed using multiple regression. The overall model account for 45% of ICTA. The result also revealed that technological factors are the most important driver followed by organizational factors. The research concludes with recommendations, implication and suggestion for future research direction.
ICT Competence among Academic Staff in Universities in Cross Rivers State, Nigeria

The survey research design was adopted in this study which examined ICT competence and challenges to ICT usage among academic staff. Six research questions were posed to guide the study and a questionnaire was developed, validated and used for data collection from a sample size of 300 academic staff. The collected data were analysed using descriptive statistics (percentages). The results show that majority of the academic staff funded their ICT training; high number of them have laptops; access to internet was mainly at public cyber café; majority (53.3%) rated their ICT competence as low. Inadequate ICT facilities, excess work load and funding were identified as major challenges to ICT usage among academic staff. Recommendations made include funding of ICT training of academic staff by the university management and making ICT training mandatory for all academic staff.
This study investigated the influence of information and communication technology (ICT) facilities utilization on job performance among secretaries in public and private Universities in Ogun State. A structured questionnaire designed by the researchers was administered on a selected sample for this study. The sample constituted 300 secretaries and their superior officers (300) in both public and private Universities respectively. The findings of the study revealed that there was a consequential impact of ICT facilities utilization on secretaries' job performance. The result showed significant relationship between job performance and utilization of ICT facilities, also between secretaries job performance in public and private Universities. However, no significant difference was observed between female and male secretaries in the utilization of ICT facilities. Based on these findings, strategies for utilizing ICT facilities that can influence the job performance of secretaries in Public and Private Universities were recommended.
The study surveyed the availability and utilization of Information and Communication Technology (ICT) in tertiary institutions in Niger State. To elicit responses for the study, four research questions were raised and three hypotheses formulated. One hundred and fifty lecturers, 90 males and 60 females were randomly drawn from three federal tertiary institutions in Niger State to participate in the study. Data was collected for the study through the administration of 35 -item questionnaire to respondents. A test re-test method was used to determine the reliability of the instrument, the result was appropriately scored. The data obtained were analysed using mean to analyse the questionnaire respondents while ANOVA was used to analysed the hypotheses. The findings showed that there was inadequate provision of ICT facilities in federal higher institutions in Niger State and that there is no significant difference between the availability and extent of effective use of ICT facilities and equipment for teaching and research purposes. It was recommended among other things, that there should be adequate provision of ICT facilities and equipment in the tertiary institutions, the existing ICT facilities and equipment should be judiciously used for effective teaching and research purposes. The implications of major findings were discussed and recommendations were made for the availability and utilization of ICTs in higher institutions in Nigeria.
South-West, Nigeria. The selection of institutions was done through stratified sampling technique. 200 participants (124 males and 76 females) were selected for the study through simple random sampling technique. A questionnaire on the use of information and communication among academic staff was administered in the study. Results revealed that there is a significant difference in male academic staff (X = 8.77) and female academic staff (X = 2.36) use of information and communication technology in Colleges of Education in South-West, Nigeria. In addition, academic staff in private Colleges of Education (x = 12.04) significantly used information and communication technology more than those in the Public Colleges of Education (x = 9.45). This study suggests that academic staff should see information and communication technology as a useful tool in improving the quality of teaching and learning. Also, government at the Federal, State and Local levels should implement training programmes and provide internet facilities to enhance academic staff skills in the use of information and communication technology. This would enhance the quality and make research easier to conduct for academics in Nigeria.
This study investigated the provision of information and communication technology (ICT): A modern tool for management in Cross River State Universities. Ex-post factor design was adopted. To guide the study two hypotheses were formulated. Data collection was carried out using self constructed instrument called information and communication technology education management questionnaire (ICTEMQ). The hypotheses were tested with independent t-test statistical technique at 0.05 alpha level and 166 degree of freedom. Results obtained showed that there is a significant difference between federal and stated universities in their provision of ICT facilities in respect to students' record management, staff record management and financial record management, research and publication, teaching and examination management. It is recommended that Nigerian Government at federal and state level should make more funds available to universities to provide more ICT facilities for educational management.

The study examined the relationships among ICT training, skills acquisition, ICT use and job performance of librarians and library officers in Universities in NorthWest Nigeria. The study was anchored on four specific objectives and four null hypotheses which were formulated and tested at 0.05 level of significance respectively. Descriptive survey design was used with population of 1,327 library personnel (74 librarians and 95 library officers) in 18-fully operational universities in Northwest Nigeria out of which 169 library personnel were adopted in the seven selected universities using multi-stage sampling technique. The instrument for data collection was two set of structured and four point rating scale questionnaire for subordinates and university librarians' and was subjected to validation by library educators and statistics lecturers in a university. Test-retest method was used to pretest(administer) two set of the 40 copies of questionnaire at two week intervals outside the study areas (Federal University of Technology, Minna Nigeria) and the retrieved copies was subjected to Cornbrash's Alpha method to establish a reliability coefficient index of 0.74. Modified copies of questionnaire were administered on respondents and data collected was analyzed by inferential statistics of Pearson moment correlation coefficient and multiple-regression. Out of 167 copies of questionnaire administered, 145 (86 %) copies were filled, returned and found usable and thus used for data analysis. Findings showed significant relationship between training and job performance, skills acquisition and job performance and ICT use and job performance respectively. The study further discovered significant relative contribution of ICT training, skills acquisition and ICT use to job performance of librarians and library officers in universities in NorthWest Nigeria. The study concluded that the contribution or otherwise of individual independent variable will lead to high or low level of job performance among library personnel in the universities in the geo-political zone. The study recommended amongst that the management of universities in North West Nigeria should make provision for adequate funds for procurement of ICT facilities; training and retraining of library staff in the area of ICT skills and usage.

Abstract This study examined the impediments to effective use of Information and Communication Technology (ICT) tools in Nigerian universities. Series of research conducted on the factors militating against computerisation indicated that, there were impediments to effective utilisation of ICT tools in most developing countries. In the light of this, the study aimed at contributing to this area with emphasis on how these factors could be eliminated so that it will contribute towards attaining higher education for sustainable development in Nigeria. The method of data collection utilised for the study is the survey method involving both primary and secondary sources of data collection. To elicit information on the subject matter from diverse opinions of members of staff, 100 questionnaires were designed and distributed to four (4) universities randomly sampled from a population of seven (7) universities presently existing in the North-East geo-political zone in Nigeria. The data were analysed using cross tabulation and descriptive statistics. It was discovered that the most pressing factors militating against the use of ICT tools in Nigeria Universities are; lack of appropriate and timely training, poor maintenance culture, inadequate ICT infrastructure, misrouting of MIS objectives and above all, epileptic power supply. The study recommended among others the need for regular training and retraining of staff on ICT tools, a well fashioned MIS objectives and provision of basic ICT infrastructure as strategies for accomplishing higher education for sustainable development in the light of the Millennium Development Goals (MDGs) in Nigeria.
