Government organizations, citizens, businesses are being victimized by cyber-attacks, crimes, and threats. Globally people have been using cyber safety in every sector of daily life but huge numbers of criminal activities are increasing day by day using ICT tools and applications. The purpose of this paper is to explorer the high risk of cyberattacks, crime, threat and future challenges in Nepal. The study was carried out using content analysis, analysis of various survey reports and in-depth interviews with subject experts. The study claims that high risk of a cyberattack, crime, and threat have been increasing unexpectedly in various sector of Nepalese society. It is essential to make a common strategy to reduce the increasing technical risk related to cyber. The risk of cyberattack, crime, and threat is very high. So, IT audit must be made compulsory in each and every organization and original operating system as well as application software used. Strong cybersecurity precautions and technologies ought to be adopted during the installation of ICT automation. The paper claims that not only the banking sector but also the Government of Nepal should appoint cybersecurity personnel in their services so that the expert team will be able to fight against the cyber attack. As time is demanding 'Cyber Army' in Nepal, the Government should not delay forming a new force 'Cyber Army'.

Human life is depending on online services which are making daily life easy and smart but facing various challenges of cyber attract, threat and security. Huge numbers of criminal activities are increasing day by day using ICT tools and applications. Government organizations, citizens, business is being victims by cyber crime and threats. The risks of cyber attract and threat is very high. The cyber security strategies, policies, plan and law, help to protect e-government systems against threat and attack; and detect abnormal activities. The aim of this paper is to explorer cyber crime and cyber threat and security strategies and law. The content analysis and survey methods are used for this research. The study concluded that the government must conduct a professional analysis of cyber crime, cyber threat, cyber security, and cyber strategies. This article has discussed about the legal requirements of cyber security. If we are not able to design systems that secure human life and distinguish that usable solutions are not sufficient and a crucial component of strong security in the future. As we know that within a decade, observe our technology turned against us in continued and being more sophisticated day to day and how it made destructive attacks and threats. It shows that our future will not really happy and healthy due to cyber insecurity.

The study concludes that cyber law should pursue strictly in the nation to control the cyber crime. Cyber ethics is only one moral weapon to reduce the cyber crime. Strong cyber security precautions and technologies must adopt during installation of ICT automation. The government of Nepal should appoint all rounder of cyber security personnel in government service so that expert team could be able to fight against the cyber crime, attract and threat. Don't delay to enhance the capability of cyber security force. The Government ought to not delay to form a new force 'Cyber Army'.

Framework for Minimizing Cyber Security Issues in Banking Sector of Nepal

Banks have become increasingly relying in recent centuries on the latest information-based IT schemes that maintain their wealth in the type of data opposed to traditional companies, where physical money and securities are placed in a safe and secure area. Banks have become the component of internet and daily lives. It is a real task to protect these bank procedures, systems from the attackers and minimize the security threats. With this Cyber-attacks increasing day by day, and this is the challenge facing by countries and organizations like banking where data is critical. Not only in frequency, but also in complexity, cyber threats are increasing. The number of cyber security attacks is increasing and becoming progressively destructive which is targeting and broadening the array of techniques and attack vectors. Most of these incidents could be prevented by implementing adaptable countermeasures promptly and minimizing risk. The goal of this research is to develop a framework to safeguard and minimize the cyber security issue that exists in banking sector of Nepal effectively and in a timely manner before cyber security incidents become a reality. The core five elements of the National Institute of Standards and Technology (NIST) Identify, Protect, Detect, Respond and Recover is the baseline for the developing the framework for minimizing cyber security issues which will be fruitful in context to Nepalese environment. This research presents the set of cyber security practices in minimizing the emerging risk and issue in Nepal. The developed framework will help control or avoid important corporate risk from delays in mitigation.
