Young people and youth policies in Spain in times of austerity: between juggling and the trapeze

The aim of this article is to present and discuss the situation regarding young people and youth policy in Spain via the parameters of the magic triangle linking policy, research and action: (1) the situation of young people in Spain today – some indicators are highlighted regarding the main challenges and opportunities for young people, with references to the so-called ‘Ni-Nis’ (neither studying nor working) and the movement of the ‘outraged’ youth that occupied the streets of Spain’s major cities in May 2011; (2) the current approaches adopted by public youth policies in Spain and limitations and difficulties encountered by the government in attempting to meet the demands of young people; (3) social work with young people and professionals involved in youth policies. In the last section, we conclude with some open questions and proposals for the immediate future.
Policies Transfer: The Case Of Juvenile Justice In Spain

After a cursory description of the policy transfer phenomenon (the common subject of the volume) and the supranational character of the juvenile justice, the paper tries to explain the problems that can be found in a specific country when this phenomenon of policy transfer occurs. To show these problems we have gone through a very detailed exposition of the internal problems arising from this process. The role of the juvenile instructor Prosecutor and the methods underlying the paradigm of restorative justice is analyzed. The implementation of this practice is especially interesting insofar as the methods imported come from a common law criminal system, with different tradition and principles to the continental criminal system, as the Spanish system is (adversarial system vs. inquisitorial system).
Youth Policy Adaptation in the Spanish Rural Context: A Case of Study of Youth Policy Programs

This article aims to describe a series of policies concerning Spanish youth and their degree of adaptation to Spanish rural areas in terms of the key elements of social dynamics in Spain's rural areas. It considers some of the general youth policies being implemented, and identifies those which appear to be closer to these specific territories. After discussing these policies, it is clear that, on the one hand, there is a lack of flexibility and adaptation to the particular circumstances of rural areas. However, on the other hand, it is also possible to cautiously point out some policies which do indeed propose more appropriate actions for rural areas, as well as observe pilot experiences and partnerships between NGOs and the administration that not only have some outstanding elements, but also the potential to stretch into the future. UNDERAGE ABORTION AND BEYOND: DEVELOPMENTS OF SPANISH LAW IN COMPETENT MINOR’S AUTONOMY

This paper examines the recent developments in underage abortion and related questions in Spanish law. Despite the prevalence of the language of autonomy, like in Britain, children’s interests are not defined in Spain by relying exclusively on the competent child’s views. Parental opinion and societal expectations are given due weight, although sometimes only implicitly. Calculated ambiguity in legal practice and in the relevant legal texts provides evidence of the pervasive influence of deeply rooted distrust as against clear-cut rules favouring a young person’s autonomy.
Towards a better understanding of the model of EU youth policy

The study subject of the paper is governance of youth policy of the European Union. The work provides an overview of the historical development of the youth policy, the administrative structure of EU youth policy and the main methods of the EU institutions in the youth field. The decision making process and authority decentralization among various levels is implemented in EU youth policy. This study explores the model of EU youth policy and discuss the capacity of this model to ensure cross-sectorial and multi-level cooperation in the youth field. Therefore theoretical concepts of multi-level governance helps to understand the working model of the EU common youth policy as youth policy model that transcends EU countries, various levels and sectors.
