Analysis of Higher Education in Indian National Education Policy Proposal 2019 and its Implementation Challenges

Systematic education policy is essential for offering school and college education in a country due to the reason that education leads to progress in society. Different countries use different education systems with different stages during its life cycle of school and College education levels. Recently, the Government of India received a draft Education policy suggested by an expert committee headed by Dr. K. Kasturirangan, former chairman of Indian Space Research Organization (ISRO). The committee suggested both incremental and drastically changes in existing Indian education policy and give guidelines to effective implementation in the country by 2030. This is also in line with the Objectives of fourth Sustainable Development Goals to provide quality education for all citizens through fourth Educational Industry Revolution (EIR 4.0) in the country. This paper reviews the related literature during last few years on Indian Higher Education Policies and their consequences, Salient features and their focuses on the present draft of National Education policy 2019 through content analysis. The paper highlights on various policies proposed in the draft with the special emphasis on higher education section and compare them with the previous policies. The analysis also compares the possible effects of NEP 2019 proposal on private and public HEIs in terms of facilities & restrictions. The strength and weakness of the new policy are identified with respect to various stakeholders and listed. Appropriate suggestions are made to realize the policy and make it defect free and effective from a public point of reference and for the prosperity of the country.

A Critical Analysis and a Glimpse of New Education Policy -2020

It was a long wait of 34 years for the country to see a New Education Policy 2020. The drafting committee gave its final draft to the union cabinet for its approval and it was accepted and approved on the 29 th of July 2020. The new policy aims to pave the way for transformational reforms in school education and higher education systems in the country. This was one of the major steps taking to bring a much-needed reform in the education system of the country. The objective of this study is to investigate the areas where the policy has proposed action, but they look very shabby. It is not possible to have a policy where we need to build a complete infrastructure. A total reform and a drastic change are to be considered during the implementation of this policy. As it is well known that education is a concurrent subject and the implementation of the proposal under the New Education Policy 2020 depends on the future regulations by the centre and state.

The National Education Policy 2020 NEP 2020 is formulated to revamp education system and lay down road map for new India. It was approved Indian cabinet on 29th July 2020. This paper is a maiden attempt to highlight NEP 2020 and study India 2.0 vision towards overall transformation education system to meet the challenges of twenty first century. This study is based on secondary data and exploratory in nature. Findings are based on a systematic review of existing literature. It was found that one of the main objectives of NEP 2020 is to increase student’s enrolment in all educational institutions such as elementary school, professional and higher education by 2030. To achieve that it has suggested progressive reform in the existing education and governance systems. This study is preliminary review of policy document and it can be taken as base for future research with empirical data to study the impact of NEP after its implementation. NEP 2020 is expected to give big leap to higher education in India. The vision is to create India 2.0 for twenty first century which is bound to take leadership role at global arena. NEP 2020 is largely a very progressive document, with a firm grasp on the current socioeconomic landscape and the prospect to meet future challenges. If implemented properly; then it has got everything to make India global hub in education by 2030. Recently adopted the National Education Policy 2020 reaffirmed the commitment of the Government that efforts will be made to reach six percent of the GDP but didn't mention the year by which the government intends to achieve this goal which would have far-reaching implications for the education sector which is still far away in attaining the status of universal school education in the real sense which is also true for the global commitment in attaining sustainable goals in general and education in particular (SDG4 Education). India's new National Policy on Education provides a complete framework for education from early childhood through higher education. Prioritizing Foundational Literacy and Numeracy for all kids by Grade 3 is essential. Flexibility enables students to pick their educational paths and programs based on their talents and interests. Every curriculum, pedagogy, and policy should respect diversity and the local context. Equity and inclusion must serve as the cornerstone of all educational decisions. Extensive use of technology in educational planning and administration. A flexible but strict regulatory framework that promotes creativity and unconventional thinking. Since education is a public good, every child should have access to a high standard of instruction. NEP-2020 aims at establishment of multidisciplinary colleges, universities and clusters of higher education institutions. All the way, the policy also focuses for National Research Foundation (NRF) to fund outstanding researches. Admissions for all the universities and undergraduate HEIs will be through National Testing Agency (NTA). The government has made significant strides in the area of education to improve excellence, equity, access, and quality in a way that is inclusive. Additionally, it has made the nation's key social programs for social change and economic growth comparable to the rate of development at the global level. This article largely focuses on the analytical and theoretical fundamentals of the Higher Educational Institutions under National Education Policy, 2020. In this background, the study article's theme is obvious just by reading the title, hence it is deemed important. Regarding social, political, and economic aspects, the problem is very significant, urgent, and pertinent.

The World is constantly changing, this change is natural and science & technological. Science and technology are progressing at a very fast pace, for example-artificial intelligence, machine learning, ICT, etc. The National Education Policy (NEP),2020 has been reformed keeping in mind all changes and building an Education framework that can strengthen economic and social indicators. The NEP 2020, provides high quality, equity, and integrity of the education system from preprimary to higher education. This policy ensures to development of the student's creative potential, skill, and critical and analytical thinking. The policy also states that every institution should provide effective necessary infrastructure so that students can easily access them. The purpose of this study was to analyze NEP 2020 and find out the changes, andcompare the changes of NEP 2020 concerning NPE 1986. It is qualitative and documentary research. The researcher has collected all the data from various websites and previous research papers. After analyzing all the data, the researcher found several changes in this policy with a previous policy like structural change (5+3+3+2), the curriculum must be progressive and non-adjectival, reduce the curriculum burden on students and introduce the inter-disciplinary subject, redesigned class 10 and 12 board exam, board exam will be held on class 3, 5, 8, 10 and 12. The evaluation system will be continuous and competence-based.

Well defined and futuristic education policy is essential for a country at school and college levels due to the reason that education leads to economic and social progress. Different countries adopt different education systems by considering the tradition and culture and adopt different stages during their life cycle at school and college education levels to make it effective. Recently Government of India announced its new Education policy which is based on the recommendations by an expert committee headed by Dr. Kasturirangan, Former chairman of the Indian Space Research Organization (ISRO). This paper highlights on various policies announced in the higher education system and compare them with the currently adopted system. Various innovations and predicted implications of NEP 2020 on the Indian higher education system along with its merits are discussed. Finally, some suggestions are proposed for its effective implementation towards achieving its objectives.

NEP 2020 would change the country's education sector by focusing on making education more accessible and equitable. India's National Education Policy (NEP) 2020 intends to prepare students for the digital age. NEP 2020 emphasizes the demand for experts in a wide range of industries, from agriculture to artificial intelligence. Outdated 10+2 system in schools will be replaced with new 5+3+3-4 system. Education must help students develop their character and help them become moral, logical, sympathetic, and caring people. Each child must be deemed to have a fundamental right to access to high-quality education. Higher education institutions in India are intended to be converted into universities or autonomous colleges that award degrees. Examination of the impacts of the national education policy, 2020, on the Indian educational system is essential to an analysis of its impact. This study examines the advantages and disadvantages of the National Education Policy, as well as results of studies on sparsely populated areas and the effects of corrective actions already taken. In view of the foregoing, this paper focuses primarily on the analytical and theoretical basic elements of the National Education Policy, 2020. A Lucid Analysis of the New Education Policy 2020

To understand in a nutshell educational policy carried out after the independence of India. To accumulate information about educational reforms carried out in the last seven decades. To interpret the problems of the education sector. To find the existing gap between educational delivery and market demand. The study elucidates the evolution of education policies, a comparative analysis of various policies and ways forward to implement National Education Policy (NEP) 2020. The SWOC analysis of NEP determines the existing gap and suggests measures for the country's effective inception, adoption and implementation of NEP 2020. Originality/Value: The selection of relevant content for exploration based on the literature survey, segregation of dimensions of old educational policies based on the literature survey and SWOC analysis upon the New Education Policy 2020 is unique in content, review and analysis bringing originality to the derived conclusions.
