Analysing State–Civil Society Associations Relationship: The Case of Lebanon

Civil society organizations in Lebanon have a long history, pre-dating even the existence of the Lebanese state itself, which has directly shaped their major phases of development since its creation. Based on the social origins theory and using the framework developed by Marchetti and Tocci (Peace Secur Former Pac Rev Peace Secur Glob Chang 21:201-217, 2009), this paper analyses the relationships that have developed between the state and civil society organizations in Lebanon. The main argument presented in this paper is that the scope of work of civil society organizations, in addition to their freedom of action, is directly linked to the social, political and economic development of the state. The main conclusion of this paper is that a new social contract should be forged between associations and the state in Lebanon, one that would allow them to carry out their functions properly.
Impact of funding difficulties on the Sustainability of Lebanese Non-Governmental Organizations

Sustainable development is the ultimate goal of every NGO 1. In other words, sustainable development is the common foundation and long-term goal of all organizations, allowing them to broaden the scope of their activities to collaborate with other institutions and move from the national level, to regional and international levels. The concepts developed anchor these operations in the historical process and guarantee future continuity. Therefore, monthly and annual work plans are essential elements for a progressive and sustainable path 2. The internal governance of NGOs has a fault relationship with the term development. The form of an association is linked to its objectives, methods and content 3. The latter is defined as the working method of NGOs, their internal governance and the objectives they wish to achieve. The purpose of the ONGS is not itself, but the delivery of the services provided at the company level 4. Currently, development activities represent a series of theoretical and practical frameworks that enable NGOs to develop, coordinate and share activities at all levels (national and international), while responding to the needs of society. Lebanese NGOs have a positive impact on sustainable development. Their role is to promote democratic participation, to strengthen the power of civil society, to protect rights and freedoms and good governance, both within non-governmental organizations and throughout society. However, some NGOs suffer significant difficulties in their internal governance, the lack of mechanisms, the rotation of powers and the most important is the difficulty of funding 5 .
Review Essay - Lebanon: The Challenge of Moving Governance Analysis Beyond the State
I n many countries, governance -the provision of security, welfare and representation -is not a prerogative of the state alone. Besides the usual NGOs, firms and lobbies, "non-state-governance actors" have the means and ambition to provide constituencies in specific areas with security (through regulating the internal use of force and offering protection from external threats), welfare (through social and utility services) and political representation (through institutions for feedback and consultation). Such non-state actors have intricate and often ambiguous relations with state institutions, resulting in complex and contested governance dynamics.

The transformational dynamism of civil society - somewhat paradoxically - provides its capacity to facilitate social sustainability - this paper argues. The market sector generates robust trends of marketization that affect both the civil society and the public sphere. The increasing institutional isomorphic pressures create two well distinguishable approaches present in civil society. Part of its organizations due to growing dependence on funding “…arguably offers a mirror image to the for-profit mode of operating”. There are however strong cases of conscious and effective opposition to market-driven isomorphic institutional pressures. Despite the fact that nonprofit organizations play a large role in the production and distribution of goods and services in modern economies, and the rising role of non-governmental organizations in carrying out projects in developing countries, our knowledge of their governance, and of its' implications for their behaviour and performance, is limited. This special issue tries to uncover some of the mechanisms and institutions that characterize the governance of non-profits and NGOs, as well as its implications. In particular, the papers focus on: (i) the determinants of NGO governance and its implications for reducing poverty in developing countries, (ii) the governance of non-profit organizations, (iii) the impact of governance characteristics on the performance of non-profit organizations, and (iv) the effect of non-profit governance on the interaction between the non-profit and for-profit sectors.
Conviviality and Procedure in a Middle Eastern NGO: An Explosive Mix

Purpose This study is part of a research on cooperation among civil society organizations operating in Lebanon and the Middle East in general. The paper relates a socioeconomic intervention analyzing the challenges and solutions that one Lebanese NGO is facing in its transformation from a funding-secure project to a non-governmental organization competing for funds. Design/methodology/approach The methodology is one qualimetric intervention research, symbiotic with the socioeconomic approach to management. Findings Findings support the premises of the socioeconomic theory about the ubiquity of organizational dysfunctions and consequent costs, and the positive effect of the socioeconomic management on improving performance and sustainability prospects. Originality/value The originality of the paper stem from the originality of applying a scientific consultancy method to produce practical change and generic knowledge in the context of a Middle Eastern non-governmental organization.
