The Political Development of Women in Albania

The issue of women's representation and participation in politics and decision-making is not anymore an unknown or un-discussed issue in Albanian. This paper attempts to investigate the conceptual and material bases of women's participation in the politics in Albania. It will be bringing facts and arguments regarding the participation of women not only in political life and decision making but also is going to investigate in detail in membership of political parties. Further investigation will be on how much weight women have on media coverage of different aspects of their life. Politic cannot be done properly, if the vision and the concepts of the woman's in general would not be brought up by their women representatives in the political arena. Despite the increase number of women in parliament, many advocate that the women until now had been only a decoration on the back ground of the political life and these needed to be changed. It seems that this change now taking place in Albania that would take some time. The study tries to provide information and analyses on this regard. Then the paper reaches a conclusion that there is still a long way to go in Albania for convincing more women to participate in politics, because without of them the politic would not be addressing whole problems of the country.
This publication, present findings regarding the effect of electoral system in gender equality representation in parliaments in a comparative approach between European countries and also worldwide. In the same time this effect is analyzed in Albanian situation specially connected with the European integration challenge, taking in consideration also the Albania Progress Report 2013 states that: "Women continue to be underrepresented in public position. In the 2013 parliamentary elections, the three major parties were fined for not respecting the gender quota in the list of candidates for deputies".

Abstract: With the right of universal adult franchise and all other political rights conferred by the Constitution, women’s participation in political activities has increased and improved. Today we can see women taking active part in politics holding high offices. Though their number is not very high but their capability in administrative and political matters has well organised. There have been woman Prime Minister, woman ambassadors and delegates to international bodies, woman Governors, woman Chief Ministers, ministers and legislators who have shaped the history of our country. The paper’s aims are general research on Albanian Electoral System, its total inclusion approach, protection and promotion of gender characteristics, historical and legal developments about the gender quotas necessity, the comparison in time and space, the barriers and opportunities which promote gender politics, public and social in Albania. The methodology will consist of a compared study of legislation, the international legal framework, recommendations of international institutions, policy papers on identifying the causes why higher gender representation in politics produces estimated results in the public area, social and economic development. Analysis of the circumstances, historical periods, social and economic impact in legal amendments would be another methodology component. Gender quotas provide a critical minority of women, from 20% to a gender balance of 50%, either as an education of the community to face real gender balance in common life.
APPLICATION OF POLITICAL RIGHTS OF WOMEN AND REPRESENTATIVENESS IN PARLIAMENT
Political rights and representation of women in the implementation of the political moment in Indonesia is not a little problem that occurred in Indonesia. First Indonesian Women\\\'s Congress in 1928 was a milestone for Indonesian women in their efforts to expand the role of the public, particularly in politics. In this forum, the women\\\'s organizations of different ethnic groups, religions and languages united. The emergence and development of these organizations play an important role in improving women, such as improving management skills, broaden your horizons, and develop the network. Organizations and movements increased the bargaining position of women, as demonstrated by the frequency of the leaders of these organizations in various development activities, carried out by communities, governments and other institutions. In the political context, organizations that train and increase the capacity of women\\\'s self is an effective network for recruiting legislative candidates. Additionally in the period of independence, the people accept and respect women freedom fighters who had a role on the battlefield, in education, in medicine, and in the management of logistics. This opportunity facilitated women to fight for the issues that are relevant to their interests or that is happening around them, in addition to political issues.

Exclusion of women in decision making and politics is an old narrative which has its roots in ancient human history. In fact, even at a time when democracy was practised in ancient Athens back in the 5th century, women never had a say in politics and decision making. Even worse, Athenian women never had the voting right and other rights to enable them to take part in the democratic process. Moreover, European nations had denied women the right to participate in politics, decision making, and public affairs for so long until the 20th century when the issue of gender equality in politics started gaining popularity.
Anna XHEKA 1 ALBANIA AND THE GENDER CHALLENGE IN EXECUTIVE GOVERNANCE
The executive power is one of the most important pillars of political decision-making, where the existential principle of democracy, the representation of the interests of all social groups and the equality's principle, seeking women's representation to the extent that they constitutes the society. This publication, presents the actual situation in Albania regarding Gender Equality in government facing the European integration challenge. Albania, like other Balkan countries, adopted the Law Nr 9970 "On Gender Equality in Society" on 24.07.2008. Article 4/5 of the law, presents what "equal gender representation" in Albania mean. There shall be "equal gender representation" in cases when neither of the genders is represented by less than 30% in any institution, hierarchical instance, nominated body, political parties", while article 15 express analytically gender equality standards;" Equal gender participation and representation in all legislative, executive, judicial power bodies as well as in other public institutions shall be achieved when: a) A representation of above 30% of both sexes is ensured, including their steering bodies is ensured".2 Meanwhile European Union objection for member states or aspirant countries, goes beyond this critical figure, aiming the minimum 40% . This paper analyzes the current situation of women's representation in government with a particular focus on ministerial positions and on gender quota framework standards. The analysis is based on secondary data reports or other studies which are analyzed and compared to conclude . The paper concludes that gender equality in Albanian governments, for the first time reached the critical mass's level in the last government, formed after the elections of 2013, the product that more than gender quota's system, it is as result of the political will of the left government, which came to the power.
