The changing facets of higher education institutions with regards to their mission are evident. It follows that the operationalization of mission statements of universities focuses more on profitable gains rather than being a mere school of thought. This paper examined the Philippine higher education (HE) system focusing on the Long-Term Higher Education Development Plan (LTHEDP) implemented from 2001 to 2010. The LTHEDP 2001-2010 seeks to address the perennial problems of HE. The Plan also seeks to prepare the Philippines in embracing developmental opportunities for the twenty-first century such as globalization, information and communication technology, and the changing avenues for a knowledge-based economy. Within the LTHEDP Plan, the Philippine government implemented a policy of resource rationalization for the government-funded state universities and colleges (SUCs). As state universities and colleges (SUCs) in the Philippines are confronted by tough competition for limited resources, and to show to government legislators that subsidy on tertiary education meaningfully produces significant returns; thus, they are pressed to undertake continuous improvement for optimum performance. Defining Quality Higher Education in an Emerging Economy: A Case of Cebu, Philippines

For a robust economy, unemployment may be caused by job-mismatch, and job-mismatch is often associated with unemployable degree holders. A possible reason for this mismatch is the lack of a standard definition of what is quality higher education (HE) from the perspective of various stakeholders, namely, the educators, employers, and students. To get their definitions of quality HE, we interviewed 10 educators and eight employers from different industries using a non-probability sampling technique. For the sixty students, we used systematic sampling technique and purposive sampling. We collected and categorized their responses using an unstructured interview format and a thematic analysis approach, respectively. Our findings suggest that all three stakeholders based their perception of quality HE through the relevance of curriculum and quality of graduates. Developing and Maintaining an International Climate among Philippine Higher Education Institutions
Every higher education institution aims to deliver quality instruction, student services, research outputs and community extension programs to its customers and clients. It serves as a marketing tool especially for private institutions to promote their image as universities with high standards of education that would be able to compete with foreign universities while maintaining international climate from its home country. This article reviewed the studies and literature pertaining to some initiatives and practices of Philippine Tertiary Education. Institutional vision of the Philippine Higher Education Institutions clearly reflects their aspiration of moving towards internationalization through its graduates and accreditation initiatives. The university tri-fold function must be sustained with highly qualified and dedicated human resources who will support the activities of the school management in delivering the strategic plans and attaining the specific objectives of internationalization. Government plays a significant role in supporting the initiatives of HEIs in terms of educational programs and projects for student and faculty mobility as well as quality assurance in accordance with the ASEAN Integration which assist the local academic institutions in reaching the goal of globalization.
–This is a qualitative study where grounded theory was used as a research method. The generative questions guided the researchers in the identification of relationships between core theoretical concepts and data. The key analytic strategies used were coding for categorizing data in providing the implications and details of the identified themes/patterns and integrative diagram to inductively collect all the data which helped in " making sense of data " with respect to the emerging theory. Further, in-depth interviews were conducted to the key informants such as university presidents, deans, department chairs for pertinent data collection. Aside from in-depth interviews, documents such as articles and newspaper clips served as additional sources of data. The transcribed data were based from identified theoretical concepts where Higher Education Institutions' (HEIs) Strategy Formulation Framework emerged. This model is composed of three key factors that serve as mechanism for internationalization of education namely; reformed organizational programs (policies, mission-vision), responsiveness to global needs (accreditation to international standards), and active/strong linkages (student and faculty exchange, visiting professors). Since the three factors are within the control of HEIs, change can emanate from within themselves. Thus, they can strategize to aim for change in research, instruction and extension while the stakeholders in government agencies are working on reforms and policies at the national level.
Quality of Education in the University of Eastern Philippines: Stakeholders’ View

This study focused on the stakeholders’ views on quality higher education in the University of Eastern Philippines. Specifically, it explored and analyzed the processes involved in the crafting of the institution’s strategic plan in terms of its vision and mission statements; identified the quality assurance policies of the University; and, documented the performance of its graduates in terms of passing government licensure examinations. A mixed form of research technique was used as the research design, utilizing 384 randomly selected respondents composed of students, faculty members, alumni, and community stakeholders. The claim that higher education institutions are outcome-based education-aligned or obedized necessitates evidence in practice. This policy perspectives article discusses the implications of the following prevailing inputs-based structures and procedures to the implementation of outcome-based education in Philippine higher education: (1) segmenting learning time and prescheduling examination; (2) covering curriculum contents over achieving desired outcomes; (3) imposing regular classroom meetings; (4) quantifying inputs targets; (5) quantifying learning performance using a mark; (6) aligning assessments with the licensure examination; (7) and screening and clustering students through a test. The paper offers insights necessary for strengthening policies and practice to obedizing tertiary education in the Philippines and beyond.
