Purpose:This study main objectives were to find out the impact of online services and telecommunication infrastructure on the implementation of e-government in military institutions in Yemen. Design/ Method/ Approach: The descriptive analytical approach was used in this study; it is one of the most used methods in the study of social and human phenomena, and because it fits the phenomenon under study. It also examines an existing phenomenon or issue from which information can be answered to answer study questions, without the intervention of the researcher. The questionnaire was adopted as a tool for systematic data collection, in order to obtain basic data that serve the objectives of the study and answer its questions. While the questionnaire was designed specifically for the purposes of the current study; It was also distributed to a selected sample of the study population to obtain more information on the impact of the phenomenon of the implementation of e-government in military institutions in Yemen relations and to know their views on the questions of the study. Findings: Several tests have been conducted for the collected data. The main results found that that there is no relationship between online services and the implementation of e-government in military institutions in Yemen. Also, there is a positive and significant relationship between telecommunication infrastructure and the implementation of e-government in military institutions in Yemen. Recommendation: In the telecommunication infrastructure sphere, the Ministry of defense could consider carrying out programs for the inclusion of new technologies for the populations, together with the Ministry of Transportation and Communications, in charge of the implementation of fiber optics in the most remote communities. as is that of the study population.

The Readiness and Limitations of E-Government in Yemen

E-government refers to the use of Information technology to efficiently enhance government services that are provided to citizens, employees, businesses and agencies. The achievement of high level of E-government readiness is increasingly heralded as one of the top priorities for the countries in the world, especially in developing countries. Yemen is one of the developing countries that seeks to improve E-government implementation and services. Currently, Yemen government decided to revive the E-government by 2014–2015; but many challenges stand on the way from achieving this goal. THE IMPACT OF THE CULTURE ON THE E-READINESS FOR E- GOVERNMENT IN DEVELOPING COUNTRIES (YEMEN
E-government is considered to be one of the most important projects in all countries including developing. E-readiness is the cornerstone of the e-government. Culture affects e-readiness especially in developing countries. The aim of this research is to find the impact of the culture on the e-readiness for e-government in developing countries namely Yemen. The cultural elements that have been adopted by the research are; Gender, age, education, income, occupation level, computer experience and Internet experience. The methodology of this research is quantitative research based on a survey method using questionnaires as a data collection technique. The findings showed that there are positive indicators for e-readiness in Yemen where the level of e-readiness in this study is about 63.5%. The findings also showed the impact of the culture on the e-readiness for e-government in Yemen. Age does not affect the e-readiness in this study. Trust affects the e-readiness in Yemen and the facilities. The positive finding from this study is the high belief in e-government as an era requirement. The researcher recommends to start building formtics society and increase the information culture.
E-GOVERNMENT SERVICES IN YEMEN: SUCCESS AND FAILURE FACTORS
The aim of this paper is to evaluate the current e-government services in Yemen and understand the success and failure factors. The methodology is to investigate the academic literature about e-government services in developing countries focusing on the factors of success and failure. The situation of Yemen in the area of communication and technologies was presented. Also the semi-structured interviews were done with top management in several e-government projects. The importance of this research is to give a clear vision of the e-government in Yemen. The findings show that Yemen starts to establish strong plan for the e-government and the ereadiness concept started to be well recognized. The researcher identified many activities aims to make the society e-ready with the required skills and experience. Even though, Yemen still needs to work hard regarding education quality and the income also Yemen needs to reduce the gap between the genders as well as between urban and rural.
The research focused on measuring the impact of e-governance on the Yemeni government's performance and the reduction of the corruption as well as identifying the readiness of Yemeni people towards the adoption of e-government. The research aims to give a comprehensive study of e-Government in Yemen, and identifying the important obstacles that could hinder the process of applying the e-government in Yemen. The research applied the descriptive approach, and the targeted sample distributed between leaders, employees, and students from all ages and education's levels. The findings were unexpected with respect to the hypothesis that assumed that Yemeni people are completely ready to adopt the e-Government. Moreover, the findings were as expected with respect to the hypotheses that assumed that the applying e-government in Yemen will increase the government performance, the transition to e-governance will confronted with some serious obstacles, and the factors such as age, work category, and education level have affected on the readiness towards the adoption of e-Government. In my opinion, Yemen has more challenges than other countries in the world, because, Yemen has combination of religious, social, economic and political contradictions, which made the situation very complicated. However, there are quite efforts from Yemeni government for the advancement, but recently troubled political situation further complicate the situation. The government of Yemen should restructures its organizations and reforms its procedures, and modifies the existing legislation and regulations in accordance with the transformation.

Electronic Government (e-Government) is becoming a global phenomenon that is increasingly attracting the attention of community citizens including politicians, economists, decision and policy makers amongst others. Once only regarded as a means for modernizing the public sector and increasing government productivity and efficiency, e-Government is presently recognized as a driver and a key enabler of citizen-centric, cooperative, and seamless modern governance implying not only a profound transformation in the way government interacts with the governed but also the reinvention of its internal processes and how organizations carry their business both internally as well as externally while interacting with the other segments of the community. Based on the literature, it is frequently claimed that the availability of an effective e-Government assessment framework is a necessary condition for advancing e-Government proper implementation. The objective of this article is to develop an e-Government appraisal framework encompassing several components such as people, technology, processes, and strategic planning. The article examines the relations and interactions of these components in an emerging e-Government environment using a case study on an agency affiliated to the government of Egypt as a primary step in the process of testing the framework presented.
