The present challenge of the higher education system of Romania is the digital transformation, an action permanently preoccupying the government who is trying to find modern solutions to turn into practice the action domains foreseen by the National Strategy for the Digital Agenda, Romania 2020. Higher education digitalization is a transforming process influencing substantially all the higher education institutions' activities, from the development of new infrastructures, use of digital technologies for teaching and learning, research, support services, administration and communication, up to the students' and teaching personnel's need to develop new digital skills useful at present and future workplaces. In this context, the goal of this paper is to highlight by a theoretical approach the present situation of the Romanian higher education in the context of the digitalization phenomenon of the new digital era.

Romanian Undergraduate Education System in the Post-Communist Period: The Journey Towards Digitalization

Romanian undergraduate education system has undergone radical changes in the area of digitalization during the last years. Both Romanian authorities and private stakeholders contributed to this transformation. This paper has the goal to present an extensive overview of the most important measures in terms of digitalization that led to the system as it stands today. The research will divide the 32-year period of the post-communist regime in two distinct parts: the period before the COVID-19 pandemic arose (1990-2020) and the period during and after the pandemic (2020-2022). The paper will cover the public and private projects that were implemented in order to improve the level of technology integration and pupils' development of digital skills. This study proved that digitalization has always been treated with priority by Romanian decision makers. Nevertheless, the number of implemented initiatives has not been enough for a complete and sustainable technologization of the system. The sudden shift from a face-to-face approach to a complete online one during the pandemic has shown the unpreparedness of the Romanian education system. This shift was extremely difficult both for pupils and teachers. Overall, the contribution of this study to the literature consists in the systematic overview of the main initiatives provided by public authorities and private stakeholders for the modernization of Romanian education. Moreover, the paper captures authorities' attitude towards the process of technologization of the undergraduate education system.

: The formation of a knowledge society and the digital stage of development of modern civilization culture still remains a continuing process, which itself is experiencing serious internal contradictions and problems. The article discusses the analysis results of digital literacy development among Russians, as one of the most essential areas of the emerging digital economy. The study of statistical and analytical material made it possible to draw the conclusion about the insufficient current level of digital economy competencies in Russia, the need to educate Internet users in information selection, instilling the need for self-development, self-education, developing the skills in useful information selection, and wider introduction of distance technologies in education. In this work, we used the abstract logical general scientific method of cognition and the method of empirical generalization. This study aims to contribute to the literature on digitalization in education. In the study, a semi-structured interview form is used. The experts working in the educational field in private institutions were interviewed for this study. The study examines the effects of digitalization in education; although there are no specific studies for education departments in the private sector in the literature, it has been seen that the effects of digitalization are similar. The study also shows different factors such as the people's fears about digitalization in education, lack of authentic educational materials, its ineffectiveness compared to face-to-face education, and the scarcity of digital literacy.With digitalization in education, arranging educational content using technological opportunities, creating educational materials combined with virtual reality, and applying gamification in education becomes important in terms of the effectiveness of education. Digitalization of Romanian Education System: Is Romania Ready to Embrace Education 4.0?

Due to the technological changes that have occurred in the last years, Education 4.0, a new educational paradigm has emerged. Romania, as any other country in the world, will face some challenges in order to adapt to the new educational context. Thus, the purpose of this paper is to provide an analysis of measures undertaken by our country in order to adapt to the changes. This paper relies on a theoretical study of the actions proposed by Romanian authorities. These actions will be analyzed in comparison with the regulations proposed by the European Union. Moreover, the study will focus on the degree of implementation of the actions and the perspectives our country has in order to meet the new global context. Overall, this paper contributes to the literature by placing Romanian education system in the new educational context brought to public attention by the Education 4.0 paradigm. In addition, it will find arguments in favor or against the alignment of our country with the new educational tends.

Digital Aspects of Modern Society and Education Realities

This article focuses on the importance of digitalization in the modern society. Following the National Statistical Institute data in regional and age aspects that presented different dimensions of digitalization and its entry in the society are analyzed. The digitalization of education is shown, following various policies and measures taken at the national level. An important element of the analysis is the data on online learning and arguments of different groups of parents about its place in the situation of the COVID-19 pandemic. The main conclusion of the article is that in Bulgarian society there is a relatively good digital environment that is an important prerequisite for the development of the digital skills in the modern societies.
